Catherine Strand is a 4th grade teacher at Armstrong School for the Arts. Hampton City School (HSC) officials said Strand fills many rolls at the school on top of her job as an instructor, including serving as a mentor teacher to help support her colleagues and serving as the school's Mathematics instructional lead person.
'Mrs. Strand has embraced the new reading series and provided support to new and seasoned teachers,' HSC said. 'She expertly created learning documents and calendars to help guide teachers better access to recourses to ensure that learning is meaningful and engaging for all.'
Strand not only works to ensure her fellow colleagues are supported, but also utilizes innovative teaching methods to help keep her students engaged in the lessons. She is said to use differentiation in her teaching methods in order to meet students where they are at individually.
'Mrs. Strand's unwavering dedication to her students, her innovative teaching methods, and her passion for making learning fun and engaging make her an exceptional educator,' HSC said.
Heather Woodruff is a 10-12th grade business and information technology teacher at Bethel High School. HSC said Woodruff works hard to ensure her students have the experience and knowledge needed for their futures.
Woodruff also works as the lead of the TrAIL academy (The Academy of Transportation, Analytics, Information, and Logistics) and the administrator of the Chick-fil-A Leader Academy Program. Some of the additional experiences she helps to provide to students include guest speakers, field trips and job shadowing.
All of Woodruff's hard work inside and outside of the classroom led to her being honored as Bethel High School's Teacher of the Year.
'It is her personal mission to ensure every student graduates from Bethel High School with a positive sense of self and purpose,' HSC said. 'She works hard to impart those skills that our industry partners deem necessary in today's marketplace; such as communication and collaboration.'

Peninsula Regional 911 unveils new technology that allows callers to share real-time video and photos

YORKTOWN, Va. (WAVY) – New 911 technology on the Peninsula will help improve speed and response during emergency situations. Peninsula Regional 911 callers can now share real-time video and photos using Citizen Input. Dispatchers can send a link to callers that will allow them to voluntarily do so. Dispatcher Krystal Wilcox said it's been easy to adapt to the new technology in the three months they've been testing it out. 'It's an integrated solution, so it allows us to have it paired with our mapping system and our phone system. So, it's easy to maneuver when we answer 911, or even a non-emergency line,' Wilcox said. The director of the Peninsula Regional 911 Emergency Communications Center, Terry Hall, said the technology is not meant for every call they get. It would mainly be utilized for situations like fires or accidents to help give context during emergencies. 'We were kind of concerned that maybe the citizens would not want to use it, but I think we have probably done 30 to 40 of them, and everybody has been very well receptive, and it's really aided in our first responder responses,' Hall said. Hall added that they're also testing transcription and translation services, hoping to continue modernizing the technology they use to serve citizens. 'All the tools that you see around you, and all the consoles you see behind us are tools that the dispatchers can use to articulate the response, who to send, how to send. All of that happens and starts in the 911 center,' Hall said. Copyright 2025 Nexstar Media, Inc. All rights reserved. This material may not be published, broadcast, rewritten, or redistributed.

Bond denied for woman accused of killing elderly father in Virginia Beach

VIRGINIA BEACH, Va. (WAVY) — Bond was denied on Wednesday for a woman accused of murdering her elderly father in May. Only on 10: Woman charged with murder in Rodney Lane homicide speaks out Jennifer Mulligan, 43, appeared in a Virginia Beach court Wednesday morning for a bond appeal hearing after she was initially granted bond. Mulligan is charged with first-degree murder in connection with the fatal shooting of her 90-year-old father, Woodard McClure. During the appeal, the defense stated that Mulligan had only recently brought her father to her home to live on hospice after the retirement home McClure was staying in shut down. The defense argued that Mulligan's relationship with her father was abusive, saying that McClure kidnapped Mulligan at the age of 6. The prosecution, however, argued that the case is 'the execution of a 90-year-old,' saying that Mulligan had been drinking prior to pointing a gun directly to her father's head before shooting him. After hearing both sides, the court decided that Mulligan was not a flight risk, but that she was a risk to the community, resulting in her bond being denied. 10 On Your Side's Ethan Krauss was at court and will provide more updates throughout the day.
