Ban for non-Hajj visa holders to stay in Makkah from April 29 until end of Hajj season

RIYADH — The Ministry of Tourism issued directives to impose ban on accommodation for non-Hajj visa holders in Makkah during the Hajj season 2025. The ministry has mandated that from April 29, until the end of the Hajj season, all travel and tourist agencies and accommodation facilities in Makkah must not complete booking or check-in procedures for incoming or resident visa holders, except for those who hold a valid Hajj visa or an official permit for work or residency in Makkah during the Hajj season.
This measure aligns with the Ministry of Interior's announced arrangements to ensure pilgrim safety, requiring all other visa holders to leave Makkah starting Dhu Al-Qi'dah 1, corresponding to April 29.
All tourist facilities and online booking platforms must fully comply with this mandate for the specified categories to support a safe and organized Hajj. The Ministry of Tourism also emphasized that all hospitality providers in Makkah and online platforms must comply with the Hajj 2025 regulations and cooperate with the authorities. It warned that non-compliance of the regulations will result in legal penalties for both establishments and individuals.

Saudi Gazette report MAKKAH — On the third day of Tashreeq, pilgrims completed the ritual of stoning at three Jamarat in Mina on Monday afternoon and left the Tent City for Makkah to perform Tawaf Al-Wida (Farewell Tawaf), the last obligatory ritual of Hajj. Pilgrims, who stayed back in Mina on Sunday night to perform the stoning ritual for the fourth consecutive day, threw pebbles at three Jamarat on Monday afternoon. They hurled seven pebbles each, first at Jamarat Al-Sugra, then at Jamarat Al-Wusta, and finally at Jamarat Al-Aqaba in a calm and peaceful atmosphere inside the sprawling Jamarat Complex manned by a contingent of security forces, health workers and volunteers. They then left Mina for Makkah to perform Tawaf Al-Wida, marking the end of the hassle-free annual pilgrimage on a joyous and spiritual note. Their movements to and from the Jamarat and Makkah were remarkably smooth. As they bid farewell to Mina, having completed Hajj and fulfilled the fifth pillar of Islam, pilgrims depart with sweet memories and self-realization of fulfilling the once-in-lifetime spiritual journey. Each moment and location within the holy sites is filled with memories and stories of love and gratification, enriched by acts of obedience, submission and worship of God. Although Hajj concludes officially on Monday, the third day of Tashreeq, pilgrims were allowed to hasten to complete it the previous day. By taking advantage of this concession, most pilgrims left Mina before sunset of Sunday. After completing the stoning ritual this afternoon, pilgrims returned to their accommodation in Mina camps, packed their baggage and boarded buses that took them to Makkah to perform Farewell Tawaf.

MADINAH: As pilgrims bid farewell to Makkah on Monday after completing Hajj — the fifth pillar of Islam — many departed for Madinah with cherished memories. Hajj authorities in Madinah have begun implementing their operational plans for the second season, expecting thousands of pilgrims in the coming days. The Special Forces for Hajj and Umrah Security have completed preparations to receive the pilgrims, as part of a comprehensive plan to ensure their safe and smooth arrival, according to the Saudi Press Agency. The field plan focuses on regulating pilgrim movement, facilitating entry and exit from Madinah, maintaining traffic flow, and reducing congestion. Preparations include increased security presence on major routes, providing assistance and guidance, and ensuring emergency teams are ready to respond to health cases and other situations. Government and volunteer bodies have raised readiness levels to support reception centers, entry points, and historical sites, while enhancing efforts in transport, guidance, hospitality, and healthcare through an integrated, 24/7 system. These efforts reflect the leadership's commitment to serving pilgrims and ensuring their safety during their journey between the holy sites and Madinah, the SPA reported. Meanwhile, 2,443 pilgrims from 100 countries, hosted under the Custodian of the Two Holy Mosques' Guests Program for Hajj and Umrah, also traveled to Madinah after completing Hajj. During their stay, they will pray at the Prophet's Mosque, visit Quba Mosque, and explore significant historical landmarks. The pilgrims expressed gratitude for the services provided by the Ministry of Islamic Affairs, Dawah and Guidance, which met their needs and facilitated smooth movement between sites. They shared their joy at completing the Hajj rituals, including standing at Mount Arafat, staying in Muzdalifah, the days of Tashreeq in Mina, stoning the Jamarat, and concluding with the farewell Tawaf. A coordinated program is in place to transfer pilgrims from their accommodations to Madinah airport, overseen by the Hajj and Visit Committee and relevant authorities to ensure timely flight departures. Prince Mohammad bin Abdulaziz International Airport recorded a successful pre-Hajj phase, receiving pilgrims smoothly and efficiently. During the arrival period, the airport handled 719,400 pilgrims — 49 percent of all air-arriving pilgrims this Hajj season — via 1,910 flights from 196 cities in 53 countries. The General Directorate of Passports confirmed its readiness to finalize departure procedures at the Kingdom's international air, land, and sea ports, supported by modern security systems and trained personnel. Minister of Transport and Logistic Services Saleh Al-Jasser also inspected King Abdulaziz International Airport in Jeddah to assess its readiness for pilgrim departures. He reviewed procedures for receiving and dispatching pilgrims, including departure hall operations, service performance, and overall efficiency, aiming to ensure a smooth travel experience that meets international standards.
