Authorities first arrested the foster father, Cesar Delgadillo, last Monday after police were called to the couple's home in Drums, Pa., where their 13-year-old foster son was found covered in marks and lacerations, according to WNEP. The boy was rushed to a local hospital where he later died, WNEP reported that Pennsylvania State Police officers found home security footage that showed the father beating the boy and jamming a backscratcher in his mouth. The next day, WVIA and WOLF reported that police also arrested the boy's foster mother, Virginia Delgadillo, after reviewing more home security footage that showed her watching the beating take place before going to sleep. The boy was allegedly beaten from late Sunday night into Monday morning, according to the outlets, and home security footage also showed some of the couple's other four foster children attempting to clean up blood around the house afterwards. "The video captures large amounts of blood being deposited on the floor during the assaults," reads a police affidavit, according to WNEP. "Some of the children who reside in the residence were observed actively cleaning blood from the floor." PEOPLE has not directly reviewed the police affidavit. The outlet reported that two of the foster children woke up Virginia, 34, early Monday morning, after which she discovered the 13-year-old boy unresponsive in his basement bedroom. Police soon arrived at the home, and the boy was taken to the local Lehigh Valley Hospital in Hazleton, where he died about an hour later, according to WNEP. Cesar, 39, has been charged with homicide, child endangerment, evidence tampering and obstruction, according to WNEP. State police charged Virginia with five counts of endangering the welfare of children, four counts of corruption of minors, and one count of tampering with physical evidence, according to WVIA. Cesar reportedly began abusing the boy after two of the couple's other foster children claimed the teen had sexually assaulted them, per affidavits cited by WVIA. The family's five foster children ranged from 5 to 16 years old, according to WVIA. The outlet also reported that the four living foster children are now in state custody as Cesar and Virginia await court hearings later this month. The Cleburne County Sheriff's Office previously announced that officials responded to a report of possible human remains in a wooded area off Interstate 20 near the 194-mile marker on June 22. Deputies arrived at the scene and confirmed the discovery. At the time, the sheriff's office said that no foul play was suspected. Then, on Wednesday, Aug. 6, more than a month after the discovery, the sheriff's office said in an update that authorities believe the identity of the remains was Peter Alexander Robinson, of Austin, Texas, as they were processing the scene. They learned that Robinson was listed as missing around December 2022, and the vehicle he was traveling in was towed from the same area on Interstate 20 in January 2023. The remains were sent to the Alabama Department of Forensic Science for examination. The department later contacted investigators and obtained Robinson's dental records, the sheriff's office said. 'After conducting a thorough forensic analysis (including both dental and DNA comparisons) the Medical Examiner officially confirmed the human remains located at the scene belonged to Peter Alexander Robinson,' authorities said. Robinson's family was later contacted about the identification. The sheriff's office noted that Robinson may have been experiencing a mental health crisis when he vanished. Robinson's cause of death was not immediately made clear. 'We want to take this moment to remind everyone that mental health struggles are real and can affect anyone,' Cleburne County Sheriff Jon Daniel said. MISHAWAKA — The Mishawaka Police Department identified two people it suspects of being involved in 28 confirmed vehicle break-ins committed Aug. 6. The incidents all occurred in a three-hour period between 9 p.m. and midnight Aug. 6 in downtown Mishawaka, near The Mill at Ironworks Plaza apartment complex. In a Aug. 8 press release, the department said, "Further action is being taken to hold them accountable." On Aug. 11, Investigative Division Chief Timothy Wiley declined to comment on the ages of the suspects and if they were in custody or facing charges. The department released three pictures, Aug. 7, taken from video surveillance in the area, showing multiple people police say they suspect in connection to the crimes as they asked for public assistance in locating them. The department credited video surveillance and community tips for playing a critical role in the investigation. When asked Aug. 7 about the incidents and the safety of their resident's property, a representative at The Mill declined to comment.
