Gas Leak Continues For 7 Days, Himanta Sarma Says ONGC Response "Inadequate"

Guwahati: Gas continued to leak from an ONGC crude oil well in Assam for the seventh straight day, prompting Assam Chief Minister Himanta Biswa Sarma to write to the Centre flagging "inadequate" response by the oil and gas major. In a letter to Union Petroleum Minister Hardeep Puri, Mr Sarma said locals claimed that there has been "inadequate urgency and seriousness in ONGC's response" while trying to contain the leak. "Conveyed our concerns regarding the Barichuk Gas Blowout incident to Hon'ble Union Minister Hardeep Puri. I have requested him to direct ONGC to step up well control efforts in mission mode so that the situation doesn't aggravate further," the CM said in a post on X. The state government is providing necessary relief to the affected people at this hour, but a more proactive approach is needed from ONGC to mitigate this situation to restore normalcy, he added. The prolonged nature of the incident is causing considerable distress in the surrounding villages, as already more than 330 families have been evacuated from their homes and are being supported by the state government with basic relief and safety measures, he added. "I urge you to kindly direct ONGC to reinforce its technical and leadership presence on-site, adopt a more mission-mode approach, and step up engagement with the affected communities to restore confidence and bring the situation under control at the earliest," Mr Sarma told Mr Puri. The blowout took place on June 12 at Well No RDS 147 of Rig No SKP 135 of Rudrasagar oil field of Oil and Natural Gas Corporation (ONGC) at Barichuk of Bhatiapar. A private firm, SK Petro Services, was operating the well on behalf of the state-run Maharatna company. An official of ONGC had earlier said that it was an old crude well without production, and a perforation job was going on for zone transfer at the time of the blowout. The Assam government on Tuesday announced a financial aid of Rs 25,000 each to about 350 families affected by the blowout. According to the Assam Pollution Control Board (APCB), the air quality parameters are within the permissible limit as per the National Ambient Air Quality Standard (NAAQ) standards by Central Pollution Control Board (CPCB).

Cabinet Secretary puts grievance redressal on top; PMO-style oversight in works

The Union Cabinet Secretary is pushing ministries to revamp grievance redressal, mirroring the PMO's oversight by senior officers for more effective handling of public concerns. Remove Ads Tired of too many ads? Remove Ads Placing public grievance redressal on 'high' priority, the Union Cabinet Secretary is learnt to have asked all ministries and departments to overhaul their grievance redressal mechanism and bring in the new PMO-like oversight by senior officers so that public concerns are not disposed off 'mechanically'.Alongside, grievances pertaining to the Income Tax Department and the Central Board of Indirect Taxes and Customs ( CBIC ) have this week been brought under the jurisdiction and oversight of the Directorate of Public Grievances (DPG), an entity within the Cabinet brings a major institutional shift as the two departments impact millions of citizens, tax payers and businesses and are often flooded with complaints on delays, lack of transparency, procedural roadblocks and the DPG oversight aims at obtaining responses to unresolved grievances on matters relating to identified Central government departments and organisations in a time-bound manner. The inclusion of CBIC and the I-T department was notified by the Cabinet Secretariat on June Cabinet Secretary, following the June 4 Council of Ministers meeting chaired by the prime minister, has sought "timely and qualitative disposal of citizen grievances" across departments, ET has Modi is learnt to have underlined the need for prioritised and qualitative improvement in public grievance redressal systems. He is learnt to have referred to the new template brought into the Prime Minister's recently-introduced PMO template now has its 30-odd senior officials tasked with examining and processing at least ten pending public grievances on a daily basis -- 300-plus every day by the PMO alone. With senior officials in charge, a dramatic difference is learnt to be seen in both the timeliness of redressal and quality of redressal. The PM is learnt to have suggested at the meeting that similar mechanisms be adopted across ministries involving senior officers of the department concerned.A mechanism will soon be brought in across ministries to directly involve senior officials for "effective disposal" so that grievances are treated with due seriousness. Designated a 'high' priority action point, the mechanism for a more effective grievance redressal system will be outlined by the Department of Administrative Reforms and Public Grievances (DAPRG).It is learnt that the Cabinet Secretary in a recent communication has outlined the same as an important to-do at the earliest. Instructions are expected to be sent out later this week by the DAPRG on the same and will involve the Grievance Redressal Cell already set up across departments.

Union ministry grants environment clearance to Wayanad tunnel road project

Kozhikode: The Union environment, forest and climate change ministry has granted clearance for the construction of the controversial Rs 2,134-crore Wayanad (Anakkampoyil-Kalladi-Meppadi) twin tunnel road. The environmental clearance was granted based on the recommendation of the expert appraisal committee (infrastructure, CRZ and other miscellaneous projects), which had laid down over 60 conditions. Work on the tunnel road can now start after signing the contract, said Tiruvambadi MLA Linto Joseph. He said chief minister Pinarayi Vijayan would inaugurate the work next month. "The tunnel construction will be carried out under a tripartite agreement between PWD, KIIFB and Konkan Railway. The contract has been awarded to Bhopal-based Dilip Buildcon and Kolkata-based Royal Infrastructure. The tender process is over," he said. The central order states that clearance has been granted subject to the compliance of the 60 specific conditions laid down by environmental impact assessment, in addition to all standard conditions applicable to such projects. The order states that perceived geological impacts from tunnelling activities during construction include vibration from methods like blasting, which can lead to landslips if uncontrolled. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Here's A List Of Cheapest Steel Suppliers (See List) Steel Suppliers | search ads Search Now Undo To manage this, a vibration monitoring plan shall be implemented before tunnelling starts, including demarcating impact areas and regulating blasting charges as advised by CSIR-Central Institute of Mining and Fuel Research. It said that during the operational stage, regulating speed can help mitigate adverse vibration impacts. "Additionally, ground settlement and potential subsidence in fracture zones necessitate documenting the tunnel's overburden architecture early in the process to guide precautionary measures. Other impacts include groundwater seepage through fractures, which can be evaluated through horizontal boreholes during tunnelling and guiding measures like selecting appropriate tunnelling methods. Monitoring for material creep and landslips near steep slopes should involve installing landslide sensors and vibration monitors," the order said. Environmentalists had raised concerns about the project's adverse ecological impact as it passes near high landslide-prone areas which had witnessed catastrophic landslides in 2018 and the Mundakkai-Chooralmala landslides in 2024. They had vowed to challenge the decision to grant environment clearance legally. The state-level expert appraisal committee had earlier given its approval for the project. However, the term of the members of the state environmental impact assessment authority, which was to give the final approval, expired following which the project was referred to the central expert committee.
