Digital Revenue Card will be launched on November 1: Minister K. Rajan

State's Digital Revenue Card will be officially launched on November 1, said Revenue Minister K. Rajan while inaugurating the Kurkanchery Smart Village Office on Saturday. The rollout will begin in villages where digital resurvey has already been completed. The new card, resembling an ATM card, will have a unique 10-digit digital number and come embedded with a QR code and chip, allowing citizens to easily access land, building, and liability-related services from village offices. 'The card will streamline access to all services provided by the Revenue department. Most revenue offices are now digitised, and over 21 certificates are currently available online,' the Minister said. He also highlighted the 'Ente Bhoomi' (My Land) portal, which integrates 14 data points from the Registration, Revenue, and Survey departments, offering users a comprehensive view of land-related information. 'This initiative is creating a transformational shift in how land data is accessed in the state,' he added. She inaugurated the new Smart Village Office at Kurkanchery, which was built at a cost of ₹50 lakh under the state government's 2022–23 Plan Scheme. Mayor M.K. Varghese presided over the function.

Four dead as rain continues to batter Kerala

Four people died in rainfall-related incidents in Kerala as the Southwest monsoon rainfall continued to batter the State on Friday, causing extensive damage to property and prompting the India Meteorological Department (IMD) to scale up alert levels over the course of the day. The deceased included a 52-year-old fisher in Thiruvananthapuram whose body was recovered on Friday, two men aged 36 and 37 in Kottayam who died after their boat capsized, and a 39-year-old man who drowned in the Madhuvahini river in Kasaragod. Efforts were also on to trace several people who were reported missing, including nine fishers who had gone out to sea in two fishing boats in Thiruvananthapuram district. By Friday afternoon, the IMD had put eight Kerala districts on red alert for extremely heavy rainfall, while the remaining districts were on orange alert for isolated heavy to very heavy rainfall. IMD forecasts indicate that the intensity of rainfall is likely to weaken over the weekend and through the coming week. All districts are on yellow alert on Saturday for isolated heavy rainfall as per a 4 p.m. weather update. Revenue Minister K. Rajan, speaking to the media in Thrissur, urged the people to remain alert in the days ahead. So far, 1894 people are currently accommodated in 66 relief camps across the State, Mr. Rajan said. The IMD said strong Westerlies were likely to continue over Kerala and Lakshadweep region during the next two days. Fishers have been warned not to set out to sea till June 1 as squally weather prevails over the Kerala coast. The southwest monsoon had set in over Kerala on May 24 this year. Kerala has recorded 111% excess rainfall during the period from March 1 to May 30, which is a 'large excess' in IMD parlance. Meanwhile, the deep depression over Bangladesh and West Bengal has weakened into a depression. It is expected to weaken into a well-marked low pressure area by the early hours of Saturday. Marine emergency response ship from Puducherry set to reach Kochi shipwreck site soon

Kerala Revenue Minister K. Rajan has said a marine emergency response ship from Puducherry has set course for the capsized Liberian-flagged container ship, MSC Elsa 3, which sank 38 km southwest off the Kochi coast on May 24. Mr. Rajan told reporters in Thiruvananthapuram on Thursday (May 29, 2025) that the shipwreck experts on the search and recovery vessel would soon reach the location and use the latest equipment to scan the submerged vessel. Subsequently, they would devise a plan to drain the very low sulfur fuel oil (VLSFO) stored in the ship's double hull to prevent further spillage. The experts would also attempt to salvage the containers using powered hoists, including at least 13 hazardous chemical canisters stowed away in the vessel's cargo hold. (The Customs had reported to the government that the ship's cargo manifest stated that the ship transported calcium carbide, a chemical which causes an exothermic reaction, producing highly flammable calcium hydroxide and acetylene gas when it reacts with water). Floating booms Mr. Rajan said the marine disaster management team had cordoned off the seas near the shipwreck site with floating booms to prevent oil slicks from spreading. The Indian National Centre for Ocean Information (INCOIS) has mapped areas where weathered pieces of oil from a ship, known as 'tar balls or petroleum blobs', could wash up along Kerala's coastline. The Kerala State Disaster Management Authority (KSDMA) would place sandbags in the coastal localities to protect the shore. The government would also deploy floating booms to protect vulnerable estuaries and bays from VLSFO pollution. Mr. Rajan stated that it was unlikely more containers would run aground. Thus far, 54 containers have washed ashore on the beaches of Kollam (43), Thiruvananthapuram (9), and Alappuzha (2). Nevertheless, flotsam from damaged containers battered by the high seas off Kerala's coast could wash up on the southern beaches of Kerala. Mr. Rajan said minute plastic and polythene granules from the containers posed a clear and present marine environmental threat. The government has enlisted hundreds of volunteers and provided them with trash bags and sifters to remove the plastic debris, which the Minister termed an uphill task and a long-term environmental threat.
