Vietnam warns of personal data 'black market', urges tough penalties

HANOI: The Ministry of Public Security on Saturday (May 24) called for strict penalties to prevent the emergence of a black market for personal data, warning that treating such data like ordinary goods could open the door to widespread cybercrime.
Speaking during a National Assembly (NA) session, Public Security Minister Luong Tam Quang said the unauthorised trade in personal data had become a key factor behind large-scale fraud and asset theft cases uncovered by police.
"Allowing the buying and selling of personal data is essentially allowing the trade of human rights and control over other persons' information," Luong told lawmakers.
"Personal data is not an ordinary commodity; it's a special type of resource.'
The comments came as legislators debated a draft Law on Personal Data Protection, which aims to plug legal gaps, strengthen oversight, and safeguard rights in the digital space amid rising concerns about data leaks and illegal usage.
Several lawmakers noted that even seemingly harmless information, such as phone numbers or email addresses, could be collected and sold without consent, alongside more sensitive data like bank account details or medical records. The consequences, they said, were surging online scams and eroded public trust.
NA Deputy Hoang Minh Hieu of Nghe An Province urged the Government to only define a list of 'sensitive personal data,' rather than both sensitive and basic data, saying this would make the law more practical and easier to apply.
While most deputies agreed on the need to ban illegal data trading, some warned against sweeping restrictions.
NA Deputy Nguyen Thi Viet Nga of Hai Duong said an outright ban with no reasonable exceptions could hinder enforcement and stifle emerging digital business models.
NA Deputy Pham Van Hoa of Dong Thap echoed that view, arguing the law should only prohibit unlawful data transactions.
"If it's my data, and I believe sharing it doesn't affect national defence or security, and it's not sensitive, then I should be allowed to sell it," he said.
Quang, however, warned that lax internal controls in industries like banking, telecommunications, insurance, and electricity have enabled employees to extract accurate, real-time customer information and sell it to scammers. He said such practices fueled fraud schemes.
"If we don't prohibit trading personal data like ordinary goods, and enforce strong penalties, we'll see the rise of black market activity with serious consequences for public safety," he said.
The draft law has been updated to include provisions banning the use or sharing of personal data for unlawful purposes, including renting or lending data, or allowing one's own data to be used by others in illegal acts. - Vietnam News/ANN

Hanoi pilots special mechanisms to develop urban railway network
The Cat Linh-Hadong Urban Railway. — VNA/VNS HANOI: Hanoi has issued a resolution introducing a pilot programme for a number of special mechanisms and policies aimed at developing the city's urban railway system. According to the plan accompanying the decision, the city has set clear objectives for fully, strictly and effectively implementing the conclusions of the Politburo and Resolution 188. The plan outlines seven key focus areas, notably including the drafting of specific legal documents to firm up the provisions of the resolution, the planning of the urban railway network and transit-oriented development (TOD) areas, and the preparation and implementation of major investment projects for the 2026-2045 period. Regarding legislative work, the city will establish an inter-agency task force, issue guidance and detailed regulations on route selection, project location, technology transfer mechanisms, design standards and establish criteria for selecting organisations and enterprises to participate in the urban railway sector. The planning efforts will focus on reviewing current land use along railway routes, updating the planning of TOD areas and integrating these into transport and electricity master plans for the capital to ensure sufficient land and energy resources for the projects. For project preparation and implementation, the People's Committee has requested the development of a funding mobilisation plan for the medium-term periods 2026-2030 and 2031-2035. This will involve the flexible use of local budget to advance funds for ODA loan agreement procedures, allocation of public investment capital for certain pre-investment activities and thorough preparation of land clearance, compensation, resettlement and technical infrastructure relocation. Specifically, the city aims to complete the underground section and begin full operation of the Nhon-Hanoi Station line by 2027. In October this year, construction is set to begin on two lines of Line 2 (Nam Thang Long – Tran Hung Dao section) and Line 5 (Van Cao – Hoa Lac section). Between 2026 and 2030, additional sections will be developed, including Line 3 (Hanoi Station – Yen So), Line 2 (Tran Hung Dao – Thuong Dinh), Line 2 (Nam Thang Long – Noi Bai), and the extension of Line 2A to Xuan Mai. Subsequent phases will continue implementing lines as per the master plan to 2045. The People's Committee has instructed relevant departments, agencies, units and local departments along project routes to organise and allocate staff to implement the plan with the highest sense of responsibility. 'They carried out dangerous manoeuvres, throwing hard and sharp objects at the MMEA enforcement personnel in rough seas, threatening the safety and lives of the security forces,' he said in a statement today.

Khairol said the two vessels and crew, aged between 25 and 53, were then taken to the Miri Maritime Zone Complex in a journey which took nearly 18 hours due to rough weather over the long distance.
