
Waterfront Revitalization Program proposes removal of LaSalle Expressway
Falls officials have presented the first, of what are expected to be multiple, 'preferred concepts' for the city's Local Waterfront Revitalization Program (LWRP).
The concept unveiled at a public workshop at LaSalle Preparatory School on Monday evening, calls for the removal of the LaSalle Expressway and its replacement by an 'at grade main street' surrounded by primarily residential development, some small-scale retail and new green space. The detailed design was selected from a number of developmental concepts first presented to the public during a meeting in July.
'We're trying to identify specific projects for the LWRP,' Falls Planning Director Kevin Forma said. 'The (goal) is to remove barriers to access to the (Falls') waterfront. It's about improving connectivity to the waterfront.'
He said tearing down the LaSalle Expressway, an elevated 4- to 6-lane highway that divides the community and inhibits waterfront access, is a good starting point for the LWRP.
A second workshop, tonight at 6 p.m. at the John Duke Senior Citizen Center, 1201 Hyde Park Blvd., will focus on concepts to redesign the Niagara Scenic Parkway between John Daly Boulevard and the I-190, providing enhanced bicycle and pedestrian amenities on Hyde Park Boulevard, and converting the former Falls Public Safety Building to community use.
The city is partnering with the New York State Department of State, and other state departments and agencies, to create the revitalization plan. A written plan, with specific project proposals, is expected to be released by the end of 2025 or early 2026.
The program is funded by New York State.
Sam Gordon, with EDR, an environmental and design consulting firm told residents attending the workshop that his group had 'looked at a variety of alternatives' to replace the expressway.
'Could it be a greenway corridor, could it be a parkway corridor or can it be street level,' he said. 'We hope to establish a neighborhood in its place, a new Main Street for LaSalle.'
The design presented to the public shows a grade level two-lane roadway stretching from 65th Street to Williams Road. It features trees lining the street with lots for 'infill housing', interspersed with parks and other green spaces.
A bike path runs parallel to the street and a median is featured for the length of the road.
Josh Randle, a member of the Niagara Beautification Commission asked about 'who would take care of the median?' Randle cited the failure of the city and state to maintain medians on Niagara Street and John Daly Boulevard in the South End tourist district.
'A median is something that is frequently difficult to care for,' Randle said.
Gordon agreed and suggested that the state and city would need to develop a 'plan' for median maintenance. He also said tearing down the expressway would require an environmental review and removal of the 'fill' that was brought into the neighborhood during the construction of the elevated highway.

Can Timberwolves keep Randle, Reid, and Alexander-Walker? Connelly says continuity is best
MINNEAPOLIS -- The Minnesota Timberwolves have plenty of reason to run back the same roster after reaching the Western Conference finals for the second straight time. But that was their initial assessment last year, too, before the big trade went down right before the beginning of training camp. Not many moves can be ruled out, particularly in this era of the NBA that never seems far from the next surprising swap involving star players. 'We feel very happy with the core we have. We don't feel like there's tremendous pressure to do much," president of basketball operations Tim Connelly said. "But until you're raising the trophy, you've got to be as active and as creative as possible to get to the point where you're the final team.' Connelly later added: 'Those organizations that can show patience tend to have a really high level of success. But patience shouldn't lead to risk aversion. If there's something that if we have to shake it up and make us a better team, we're certainly open to that.' The most pressing matters for Connelly and the front office over the next month will be negotiations with the agents for Julius Randle and Naz Reid, the two power forwards with vastly different styles and backgrounds who both face the same decision on whether to exercise a contract option for 2025-26 or decline it to become a free agent. Randle's is for more than $30 million, a deal inherited from the New York Knicks when he was acquired with Donte DiVincenzo in the trade that sent away cornerstone Karl-Anthony Towns. He raved about settling his family in Minnesota and playing for Chris Finch, and his performance during the first two rounds of the playoffs was superb, until some struggles against Oklahoma City in the conference finals. Reid's is for about $15 million, making him at age 25 more likely to opt out in favor of a larger and longer deal. But that doesn't mean the Timberwolves won't be aggressive about trying to bring the fan favorite back. 'I would tell you I was optimistic even if I was lying to you, but we're pretty optimistic. Those guys are really really good players who play really really well together," Connelly said. "We have nothing but positive indicators both of these guys will be in Wolves jerseys next season.' Nickeil Alexander-Walker, another vital part of the eight-player rotation, will be an unrestricted free agent. Connelly gave no indication he'll be limited by ownership in what he can commit to player salaries, but after spending this season above the NBA's second apron for team payrolls the Wolves clearly have little appetite for staying there — not just because of the steep tax but for the roster-building penalties that come with spending that high on the scale. Bringing back Alexander-Walker as well as Randle and Reid without again passing the second apron might be impossible. 'The goal is to keep everybody. What's neat is the players are all very happy here. They love the coaching staff, they love the teammates, they love the community. When the player wants to be here and the team wants to have them back, there's always room for optimism. Certainly these guys have finite windows to earn a lot of money. We're very appreciative of what the market might look like. We're pretty cautiously optimistic we're in a good place with all of the guys.' The other factor in play is the desire to increase the roles for rookies Rob Dillingham and Terrence Shannon Jr. and second-year player Jaylen Clark, who was essentially a rookie in 2024-25 after sitting his first season out in recovery from an Achilles tendon injury. The Wolves also have the 17th and 31st overall picks in the NBA draft later this month. One key figure for this franchise whose future appears settled is Connelly, who agreed to push back by a year an option on his contract that would essentially make him a free agent out of deference to the ownership transfer process that was complicated at the time. After an arbitration panel sided with the group fronted by Marc Lore and Alex Rodriguez in a decision reached in February, the sale by Glen Taylor is awaiting final NBA approval. 'Super happy here. It's been great — not just as working with the team, but this whole community really feels like home,' Connelly said. 'I think you guys are stuck with me.'

Multiple Timberwolves Rank Among NBA's Top Free Agents
The 2025 NBA offseason could start as soon as Wednesday night for the Minnesota Timberwolves, if down 3-1, they can't solve the Thunder puzzle back in Oklahoma City for Game 5 of the Western Conference Finals. It's literally win or go home. And if they can't find a victory in OKC, it would be the second-straight playoffs that the Wolves have been eliminated in five games of the Western Conference Finals. Advertisement Whether it ends tonight or after hoisting the Larry O'Brien Trophy in June, once the Timberwolves actually turn the page on the 2024-25 season, they have some serious decisions to make. Once the offseason hits, Nickeil Alexander-Walker will be an unrestricted free agent. Beyond NAW, Julius Randle has a player option to become an unrestricted free agent, as does Naz Reid. Advertisement Earlier in the week local insider Darren 'Doogie' Wolfson opined exactly how he expects the Minnesota Timberwolves to handle the offseason. The main trio to make decisions on include Randle, Reid, and Alexander-Walker. On Wednesday, ESPN's Kevin Pelton put out a ranking of the top 25 NBA free agents this offseason. All three aforementioned Wolves players made the cut. 4. Julius Randle – PF Randle was acquired in the Karl-Anthony Towns trade just before the regular season kicked off. It took him some time to find his footing with Minnesota, but he gelled down the stretch. Playoff performance hasn't been notable for him, and he currently possesses a player option for next year. 'After some early growing pains, Randle's strong close to the regular season and his monster first two playoff rounds were key to the Timberwolves returning to the Western Conference finals. Wrapping up an extension he signed with the New York Knicks in 2021, Randle has a $29.5 million player option that he has outperformed. Minnesota and Randle have multiple options for how to handle it. He could decline the option and sign a long-term deal in free agency or exercise it in conjunction with another extension.' Kevin Pelton – ESPN Advertisement How the Minnesota Timberwolves handle Randle should be fascinating. His market may have depreciated with the playoff performance, but he could still be a trade asset. His $29.5 million player option isn't a huge deterrent as an expiring contract. There's a chance he opts in and still Minnesota flips him elsewhere to address other needs. 17. Naz Reid – F/C Part of the reason that Minnesota needed to move Towns was in order to free up funds for Reid. He's going to command a sizable contract after opting out of his current deal. It would seem unlikely that he actually hits the open market, but if he does, you can bet that suitors will line up for the former Sixth Man of the Year. 'A year removed from being named Sixth Man of the Year, Reid actually averaged more points, rebounds and assists this season, albeit on slightly weaker efficiency. Reid has had a major impact as a third big man, but he probably would be stretched defensively as a starter. That and the lack of cap space should help the Timberwolves navigate Reid's $15 million player option. The sides could agree to exercise the option then build a long-term extension off it to keep the fan favorite in Minnesota.' Kevin Pelton – ESPN There is arguably no player more liked by Timberwolves fans than Reid. He is a cult hero turned key-contributor. It's now going to cost Minnesota a sizable chunk of change to retain him, but it makes sense to do so. He can stretch the floor and also has the ability to play inside. Reid earned his payday, and the Timberwolves will likely be willing to sign up for it. 21. Nickeil Alexander-Walker G You didn't need the series against Oklahoma City to see that Nickeil Alexander-Walker was going to get paid. He has stood out alongside his Free Throw Merchant cousin. A rotational spot is something he has developed into with the Timberwolves, but it's clear the ceiling is much higher. 'A screaming value on a two-year, $9 million deal signed as a restricted free agent two years ago, Alexander-Walker is in line for a big raise. He averaged a career-high 25.3 MPG as the Timberwolves' third guard, defending lead ball handlers and shooting 38% from 3-point range. Alexander-Walker isn't quite good enough as a distributor to serve as a full-time point guard, and he has slumped beyond the arc in the playoffs, but he should more than double his previous salary.' Kevin Pelton – ESPN Advertisement This is one of those situations where a player simply outgrows their role. Alexander-Walker might not be entirely worth the new contract he'll get, but he's earned every bit of that opportunity. The Minnesota Timberwolves aren't going to foot the bill, but they'll look to develop another version of him for next season.
