New billing systems for prosumers likely to come into force from October 1

The Kerala State Electricity Regulatory Commission (KSERC) is hoping to introduce new billing systems proposed under its new renewable energy regulations, the draft of which is now out, from October 1, Commission chairperson T.K. Jose said on Wednesday.
As per the draft KSERC (Renewable Energy and Related Matters) Regulations, 2025, the average pooled power purchase cost (APPC) rate for existing prosumers under the net metering system (NMS) is pegged at ₹3.08 per unit. The feed-in-tariffs for solar and wind prosumers have been proposed as ₹2.09 and ₹2.08 respectively. All prosumers billed under agriculture, domestic and industrial tariffs are eligible to opt for NMS.
Under the net billing system (NBS), the feed-in-tariffs for solar and wind prosumers have been proposed as ₹2.79 and ₹3.82. Under the gross metering system (GMS), these have been proposed as ₹3.48 and ₹4.78 respectively. All prosumers are eligible to opt for either of the two billing systems.
Draft regulations
The Commission had published the draft regulations, which places emphasis on promoting energy storage mechanisms, on its website on May 30. The new regulations are meant for a 'control period' of five years from 2025-26 to 2029-30. Mr. Jose said the panel will finalise the regulations after hearing all stakeholders. The schedule of the public hearing is yet to be finalised.
The Commission described the new regulations as forward-looking and designed to accommodate the requirements of the State's rapidly transforming renewable energy sector. They are is also meant to open up new opportunities for prosumers with concepts such as peer-to-peer trading, virtual power plants and vehicle-to-grid integration, according to the Commission.
'Timely revision'
'The new regulations are meant as a timely revision of the earlier regulations which expired in March 2025,' Mr. Jose said.
Commission member B. Pradeep said the draft regulations are designed to enable an equitable transition and cost sharing in the State's energy sector.

Prayagraj: The Staff Selection Commission (SSC) is planning to introduce a major policy change in Combined Graduate Level (CGL) Exam 2025, one of its biggest recruitments. For this, a proposal has been sent to the Central govt, and after approval, it will be implemented from this recruitment. Under the new policy, the Commission will make appointments from the waiting list for the first time to ensure recruitment to all the advertised posts of Group 'B' and Group 'C' in various ministries, departments, organisations of the Central govt, and various constitutional bodies, statutory bodies, tribunals, etc. However, instead of calling it a waiting list, the Commission has named it as a 'sliding scheme' wherein if those selected in the main list somehow fail to turn up, the candidates will be selected from the waiting list. As per the policy of SSC, a waiting list/reserved list is not made in respect of recruitment examinations. It came to light from the last few recruitments that some vacancies remain vacant after document verification. Therefore, in an effort to fill all the advertised vacancies, the Commission is considering implementing a sliding scheme in the post allocation of a cycle to fill the vacant post from the extended cut-off after document verification. Its implementation will be done on the approval of the Centre. In another important development, f SSC has announced recruitment for two new posts in CGL 2025. This time there will also be selection for the post of office superintendent in the Central Board of Direct Taxes and Section Head in the Director General of Foreign Trade Office. Food Safety officials of the Greater Hyderabad Municipal Corporation conducted surprise inspections on sweet shops of the city and issued orders for closure of 10 establishments for not having FSSAI license. A total 69 sweet shops were inspected on June 11, during which they found violations of the Food Safety & Standards Act, 2006 and Rules & Regulations, a note informed. The food business operations are being counselled on maintenance of hygiene standards and proper labelling indicating the date of preparation and shelf life of the food item. Ten establishments have been asked to suspend all the food business operations till they obtain the valid FSSAI license, the note said. The establishments include Sri Laxmi Mithai Bhandar, LB Nagar Circle, Sri Raghavendra Sweet House and Bakery, LB Nagar Circle, Sri Sai Ram hot chips and Sweets, LB Nagar Circle, New Balaji Mithai Bhandar and Hot chips, Kothapet, Super Sweets, 22-4-441, Alijah Kotla, Charminar, Hyderabad, Balaji Ramswaroop Mithai Bhandar, Ramanthapur, .Prem Sweets and Savouries, Serilingampally Circle, Sri Balaji Chaganlal Mithai Bandar, Mallikarjuna Nagar, RC Puram Circle, Sri Raghavendra Hot Chips, Beeramguda, RC Puram Circle and Jodhpur Mithai Wala at Akalavya Nagar, Macha Bollarum, Alwal.

Dalmia Cement (Bharat) Limited has sold 2.18 crore equity shares (2,17,59,948 shares) of Indian Energy Exchange Limited (IEX), which represents 2.44% of IEX's total equity, via open market transactions. The sales took place between June 3, 2025, and June 10, 2025, decreasing Dalmia Cement's stake in the energy exchange platform to 10.81%. The announcement regarding this transaction was made to the stock exchanges on June 11, 2025, in adherence to the Securities and Exchange Board of India (Substantial Acquisition of Shares and Takeovers) Regulations, 2011. Before this series of sell-offs, Dalmia Cement (Bharat) Limited owned a substantial stake of 11,81,26,656 equity shares in IEX. After selling 2,17,59,948 shares, Dalmia Cement's stake in IEX has decreased to 9,63,66,708 equity shares. The regulatory announcement also names DPVL Ventures LLP and Dalmia Power Limited as Persons Acting in Concert (PACs) alongside the seller, Dalmia Cement (Bharat) Limited.
