Uttam urges Centre not to allow modifications to Polavaram

The Hindu4 hours ago

Irrigation Minister N. Uttam Kumar Reddy has written to Union Environment Minister Bhupender Yadav urging the Ministry of Environment, Forest and Climate Change (MoEF&CC) to reject the proposal for Terms of Reference (ToR) sought by Andhra Pradesh for the modified Polavaram Irrigation Project (PIP).
He alleged that the AP government's actions represent consistent violations of environmental clearances and tribunal allocations, calling them detrimental to riparian interests and legally untenable.
In his letter on Monday, Mr. Uttam stated that Andhra Pradesh has carried out massive deviations in both the Krishna and Godavari basins by enlarging the scope of several components of the PIP, in violation of the permissions accorded by the Godavari Water Disputes Tribunal Award (GWDTA) and the Technical Advisory Committee (TAC). He recalled that the Polavaram project originally received Environmental Clearance from MoEF under letter No. J-12011/74/2005-IA-1 dated October 25, 2005. However, the Andhra Pradesh government later implemented extensive changes without obtaining fresh clearance, prompting the Ministry to issue a 'Stop Work Order' on February 8, 2011.
Although the order was issued due to the unapproved changes in the project's scope, it was kept in abeyance and has been repeatedly extended, most recently until July 2, 2026. This allowed the works to continue despite objections raised not only by Telangana but also by Odisha and Chhattisgarh.
The Minister further pointed out that the Polavaram project, after being granted 'National Project' status by the government of India, continues to receive reimbursement of expenditures, but only for components that were approved under the original scope. 'Yet the AP government has proceeded with major infrastructural modifications,' he wrote.
Mr. Uttam Kumar Reddy referred to the Supreme Court's order dated September 6, 2022, which clearly observed that 'there are some technical reports available but more may be required depending on the expansion of the project. Similarly, the issue of the environmental clearances would also have to be addressed.' The Court had also suggested that the Minister of Jal Shakti and MoEF&CC play a pioneering role by convening a meeting of all stakeholders to resolve the contentious issues.
In his communication, the Minister warned that AP has gone far beyond the approved project parameters. 'The connectivity to draw water from the head sluice of the Polavaram Right Main Canal (PIPRMC) is now being designed for 40,000 cusecs, while the original design was for 20,000 cusecs. Twin tunnels, each with a discharge capacity of 20,000 cusecs, are under execution, and the infrastructure at the headworks has already been created accordingly,' he pointed out.
He added that the PIPRMC is being executed with a drawal capacity of 17,560 cusecs against the DPR-approved 11,654 cusecs. Similarly, the Polavaram Left Main Canal (PIPLMC) is being constructed with the same 17,560 cusecs capacity, though only 8,123 cusecs were originally approved.
He stressed that these changes in drawal capacities and the 'extensive alterations in the dimensional features of the project components' amount to a complete redesign of the project, undertaken without requisite clearances or approvals.
The Minister strongly urged the MoEF&CC not to undertake any appraisal of the Andhra Pradesh government's project proposal in the forthcoming meeting of the Expert Appraisal Committee (EAC). 'In view of all the above, especially in the interest of justice, it is requested not to undertake any appraisal of this project proposal and outrightly reject the grant of ToR in the upcoming meeting of EAC,' he concluded.

We are public servants, not rulers: Rajnath to BJP leaders

Bhopal: Defence minister Rajnath Singh on Monday gave the valedictory address, concluding the three-day training camp for BJP MLAs, MPs, and ministers from the state. This was the defence minister's first visit to Madhya Pradesh after the success of Operation Sindoor . He said that MPs and MLAs should always remain connected with the organisation because the organisation was there even when the party was not in power. "Respect the workers and listen to them, because the real strength of BJP is the trust of the people and the hard work of the workers," Rajnath Singh said. "Serving the people is in our DNA, we are public servants, not rulers. Win the trust of the people and reach out to them first in times of crisis. Keep your thinking big, expand your vision. Work towards nation-building by taking the ideology of great men forward. Our aim is not to gain power, but to serve the people, so we never compromised on our ideas," he said. "Nation-building and ideology are of utmost importance for us. The ideal worker of Madhya Pradesh is one who never crosses the limits," he said. The Union defence minister said that the tradition of training in the BJP is continuous. "It is a part of the party's working style. Today the BJP is the largest party and has a distinct identity. But three things did not change in this development journey of the party. These are training, cultural nationalism, and the spirit of poor welfare," Rajnath Singh said. He said that the training camp is an opportunity for elected representatives to understand and assimilate the ideological journey of the party, and to introspect. Former BJP National President Rajnath Singh said that former Prime Minister and party patriarch Atal Behari Vajpayee said that the purpose of attaining power should only be for national service. Rajnath Singh also told the senior BJP leaders' congregation, "Do politics with decency, humility, and determination and remember that we are not just going to make or change laws, but also change people's lives. The post you got is really a big responsibility. It is for public service. It is to make India a powerful, developed, and inclusive nation." The Union defence minister said, "Developed India is not our goal, but our resolve. The country is moving towards self-reliance in every field."

DMK and ‘conspirators within' responsible for confusion within PMK: Anbumani

PMK president Anbumani Ramadoss on Monday said that the ruling DMK and 'conspirators within' were responsible for the ongoing intra-party confusion. However, he did not substantiate the charge. The DMK wants to electorally weaken the PMK, he claimed. 'Neither Ayya (his father Ramadoss) nor myself is responsible for all the confusion. DMK is the villain. Even within our party there are conspirators. DMK cannot do anything directly and face us on the ground. They want to break the party to win in the elections. They will not succeed,' he said at the PMK's general council meeting in Kancheepuram. Mr. Ramadoss had earlier blamed Mr. Anbumani for giving him 'sleepless nights' and had termed making the latter the Union Health Minister (2004-09) as 'a big mistake'. 'Stalin betrayed Vanniyars' Meanwhile, Mr. Anbumani contended that Chief Minister M.K. Stalin realised that the Vanniyar community will not vote for the DMK because of their 'betrayal' in the 10.5% internal reservations for Vanniyars within Most Backward Classes (MBC). 'DMK betrayed the Vanniyar community and Ayya for over four years. They kept saying that they will implement the reservations, over and over again. They lied inside the State Assembly, and outside. We have met him [Mr. Stalin] so many times and he kept on re-assuring us. What is stopping you [Mr. Stalin]? You have all the powers? You are the Chief Minister. You have the Backward Classes commission. You duped us. You made us a promise and betrayed us,' he alleged. Acording to Mr. Anbumani, the Supreme Court had said that Vanniyar reservations can be given if it is backed with appropriate data. 'Are we asking this only for us? Give it to every community based on their population and social backwardness. They duped us. Now, after seeing the crowds gathered at the Vanniyar conference, Stalin got scared and understood that Vanniyars will not vote for him. So, now they are trying to weaken the party,' he said.

Domestic workers urge Union government to enact law for fair wages, social security

In the 25 years that R. Rajeshwari has been a domestic worker, only in the last 10 years did she come to know about her right to a weekly holiday and bonus. 'We think domestic work is not important. Back in the village, people don't value workers who clean the house or the bathroom. But now, we understand the dignity and social security in the work,' she said at an event here on Monday. On the occasion of the International Domestic Workers Day, the Tamil Nadu Domestic Workers Welfare Trust (TNDWWT) urged the Union government to enact a legislation ensuring decent work, fair wages, social security and legal rights to domestic workers. 'Domestic work helped me to educate my daughter only in a matriculation school. Its vital that we receive better wages and that people recognise our work as important,' said Rajeshwari. Better awareness needed Speaking at an event organised on the occasion, Social Welfare and Women Empowerment Minister P. Geetha Jeevan said, 'Even with the government's support, there is a need for better societal awareness. A lot of improvements for women have come about through law. However, many problems persist due to constraints faced within the family set up.' Further, the Tamil Nadu Domestic Workers Welfare Trust submitted a petition to the State government to extend the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act to domestic workers, revise their existing minimum wage to ₹100 per hour and establish regulations and monitoring mechanisms for domestic worker recruitment by agencies to prevent exploitation, among other demands. Member of Parliament Sasikanth Senthil, Member of Legislative Assembly of T. Nagar J. Karunanidhi, District Judge and Deputy Secretary District Legal Services Authority S. Vengadalakshmi, chief functionary TNDWWT Josephine Amala Valarmathi and members of the TNDWWT also spoke at the event.
