BHP and Lundin will request Argentina incentives, but other miners fear missing out

SAN JUAN, Argentina (Reuters) -BHP and Lundin plan to soon apply for a new Argentine investment incentives scheme for their Vicuna copper project, but other miners fear they may get left out before the program's cut-off date a year from now, executives said at a mining conference this week.
Argentina's Large Investment Incentive Regime, or RIGI, which went into effect in October under President Javier Milei, offers lengthy tax breaks and access to international dispute courts for investments exceeding $200 million. It will be in place through July 2026 with a possible one-year extension.
Mining companies celebrated the measure as much-needed assurance to move ahead with copper projects in a volatile economy with restrictive capital controls, giving the sector its first big boost in decades.
Jose Morea, who leads BHP and Lundin's Vicuna project, said the two companies plan to announce the project's expected investment early next year.
Speaking on Tuesday at the Argentina Copper 2025 conference in San Juan province, where most of Argentina's copper projects are concentrated, Morea said Vicuna would file an application in the "short term" for some of the investment to receive benefits under RIGI.
But other copper projects are in the early exploration stages, such as Aldebaran Resources' Altar, and are not ready to start heavy spending that could qualify for RIGI. Altar aims to present a preliminary economic assessment in September, said Javier Roberto, the head of Altar in Argentina.
"How do we manage projects that are a bit behind and face a closing RIGI window — even assuming the national executive grants an extension and we reach June 2027?" Roberto said.
Only two mining projects have received RIGI benefits so far, both in lithium. Only one copper project, McEwen Mining's Los Azules, has applied for the program.
Executives pointed to the uncertainty around Argentina's glacier preservation law as another potential investment obstacle because they said much of the legislation is open to interpretation.
"We need a decree that tells us exactly what's allowed, what's not, and what must be preserved," Roberto said.

SIIC, which owns 11.03% of BRF and 24.49% of Minerva, said "it does not hold any political rights that would allow it to interfere with or influence the independence and normal course of business and management of BRF and Minerva." The Saudi investor's clarification comes after a formal information request made by Brazil's antitrust watchdog CADE regarding the proposed takeover of BRF by Marfrig. The deal was approved by the minority shareholders of both companies on Tuesday. The Saudi investor abstained from voting and did not participate in the merger discussions of BRF and Marfrig, according to CADE's disclosures. Separately, CADE cleared the proposed transaction in early June. But CADE's nod was later challenged by Minerva, which asked it to scrutinize the deal more closely. Minerva claimed the merger would involve the transfer of BRF's current shareholders, including SALIC, to Marfrig's shareholding structure through a share swap. Minerva said if the transaction went ahead, the Saudi investor would gain influence over the business decisions of three competitors: Minerva, Marfrig, and BRF. BRF and Marfrig did not comment. CADE responded to Minerva by agreeing with a more prolonged merger review, according to a public decision on Monday. "The alleged facts, if proven, may indicate a possible alignment of interests and exchange of sensitive information between ... competitors," CADE's general superintendent wrote. That decision must be confirmed by a virtual CADE panel on August 11. By law, CADE has a 240-day deadline to investigate complex mergers, extendable by 90 days. If approved, Marfrig and BRF will create another global Brazilian food processor, with factories across the Americas, the Middle East and Asia. Apple Adds $100 Billion U.S. Investment, Trump Says

President Donald Trump on Wednesday announced another $100 billion investment by Apple to expand manufacturing in the U.S., adding to a $500 billion commitment announced earlier this year by Tim Cook featuring plans for a new factory in the country and tens of thousands of new jobs. The president also said the U.S. will place 'approximately 100%' tariff rates on chips and semiconductors, adding if companies are building in the U.S., 'there will be no charge' on the tech supplies. Cook announced plans in February for Apple's $500 billion investment that included a doubling of its 'Advanced Manufacturing Fund' to $10 billion, building a factory in Houston and a training facility in Michigan while adding 20,000 new jobs. Cook said under the new manufacturing plans, all iPhones and Apple Watches sold across the world will contain coverglass made in Kentucky. Shares of Apple closed up 5% to $213.25 after the company's latest U.S. investment was first reported by Bloomberg. Apple did not immediately respond to a request for comment. 'Today's announcement with Apple is another win for our manufacturing industry that will simultaneously help reshore the production of critical components to protect America's economic and national security,' White House spokesperson Taylor Rogers told Forbes in a statement. In a call last week with analysts, Cook said a 'vast majority' of iPhones sold in the U.S. come from India, noting Apple would 'obviously try to optimize our supply chain' and 'ultimately, we will do more in the United States.' In May, Trump wrote on Truth Social that he 'long ago' told Cook he expected Apple's iPhones to be manufactured in the U.S., 'not India, or anyplace else.' Trump warned Apple would pay a 25% tariff unless the company shifted its production domestically. Trump has pressured companies to increase production in the U.S. in the wake of his wide-reaching tariffs in recent months.
