Ludhiana: GLADA slaps notice on violators as locals flag illegal construction
The notice, issued under Section 88 of the Punjab Regional and Town Planning and Development Act, 1995, follows a site inspection by GLADA's regulatory team. According to officials, the construction was underway at the site despite the absence of approvals or necessary building permits. The assistant district town planner has directed immediate suspension of all ongoing construction activity, warning that failure to comply may result in sealing of the property, demolition of the structure and recovery of all expenses from those responsible.
Residents of the colony submitted a detailed complaint to the GLADA, highlighting that the plot in question was marked for community use in the original layout plan approved in the late 1980s. The land was reportedly transferred in 2007 by late coloniser Balbir Singh Pujani to his daughter Poonamdeep Kaur with the stipulation that it be used solely for community purposes. A copy of the land registry, attached with the residents' representation, confirms this condition.
Meanwhile, residents said the construction work was still going on. 'The construction is being carried out in violation of the Punjab Urban Planning and Development Building Rules, 2021,' said Jaspal Singh, a resident. 'We urge GLADA to ensure that this land, meant for the welfare of all, is not misused for personal gain.'
GLADA officials have stated that if valid ownership documents and building permissions are not produced within seven days, legal action would be initiated. The notice has also been forwarded to other government wings, including the PSPCL, the sub-registrar, Punjab Police and the forest and irrigation departments for coordinated enforcement.
Junior engineer Amandeep Singh, part of GLADA's regulatory wing, confirmed that a halt order has been served and that the construction would be stopped completely. Further action will be taken after reviewing the documents, once submitted, he said, adding, 'We are going to issue a second notice wherein police help will be sought to stop illegal construction.'

FIR against 1 for taking lives of 7 trees & shrubs
Ludhiana: Police Friday registered an FIR against an unidentified person for killing seven trees and a few small plants. The move followed a PAC complaint about the alleged poisoning of these fully grown trees on 200 Feet Road in Dugri by the owner of a nearby building under construction. After Glada's horticulture engineer flagged the matter, members of PAC took it up with the principal secretary of PUDA. The PAC lodged a formal complaint saying that they had seen fully grown trees along the service lane of 200 Feet Road, all of which were strangely drying up despite the monsoon. However, they added that a similar breed of native plants that stood ahead and behind these trees were lush green and in very good condition. So, it was evident that these trees were poisoned to remove them. In their complaint, they said they suspect the only person who stands to gain from this is the owner of the building coming up bang opposite these trees. The PAC members further said they urged that samples of the soil as well as the outer shell of the trees be collected in their presence and tested in an accredited laboratory. They also requested to be provided with a set of sealed samples to get them tested independently themselves. In case the reports were positive, i.e., the allegations were found to be true, they said an FIR must be registered against the owner of the alleged illegal building as per the Tree Preservation Policy of Punjab 2024. Since the matter is very serious and, as held by the Supreme Court, damage to trees is equivalent to murder, they asked the authorities to act within two days, failing which they threatened to knock the doors of NGT. Police, Glada demolish woman drug peddler's house
Times News Network Ludhiana: Police and officials of Greater Ludhiana Area Development Authority (Glada) demolished the house of a woman drug peddler from Malakpur village. The woman is currently lodged in jail. According to the police, she grabbed the land fraudulently and constructed a house on it illegally. The woman, Amarjeet Kaur, has six FIRs of drug peddling and liquor smuggling lodged against her. She was convicted in three cases, including one case of drug peddling and two cases of liquor smuggling. She was acquitted in one case. Deputy commissioner of police (DCP-investigation) Harpal Singh said that Amarjeet Kaur, fraudulently grabbed land which belonged to Paramjit Sharma of Haibowal. She paid Rs 50,000 advance to Sharma, while Rs 1.50 lakh was yet to be paid. However, she allegedly took possession of the land forcibly and constructed a house on 50 square yards. BDPO office patwari among 2 booked for issuing fake NOC
Ludhiana: The patwari of a BDPO office is among two booked for alleged fraud related to the issuance of a fake NOC for a residential colony. The accused have been identified by Ludhiana rural police as Jagtar Singh, patwari at Jagraon BDPO office, and Rachpal Singh Gabria. The complaint against them was lodged by Mandeep Jindal and Indrajit Singh, residents of Govind Nagar in New Shimlapuri here. ASI Balwinder Singh said in their complaint, they told police that a residential colony was built on 35 acres of land in Jagraon's Agwad Gujjar. To get that approved, they applied for a licence from Glada. Letters regarding the issuance of NOC were issued by Glada to various departments. The complainants told police that after obtaining NOCs from 13 departments, they submitted the same to the office of Glada. They said they contacted their acquaintance, Mandeep Singh, to get one of the NOCs from the BDPO office in Jagraon, as he works as a patwari in the BDPO office, Ludhiana. The complainants said they were asked to submit the relevant documents to Patwari Jagtar Singh, posted at the BDPO office in Jagraon. They complied and provided the documents to Patwari Jagtar Singh on his request. They also submitted the fees, bank guarantee, and other documents sought by Glada. However, BDPO Jagraon later called Indrajit Singh to his office, placed the copy of the NoC in front of him, and claimed that the signature on the NoC was not his. According to the complainant, the BDPO asserted that the NOC was fake and returned the file submitted by Jagtar Singh Patwari on their behalf. A letter was also sent to the office of Glada to inform them about the matter. The complainants said when they spoke to Jagtar Singh, he told them that Rachpal Singh Gabaria, an RTI activist, was filing complaints against them and had sent the copy of the NOC to the BDPO office. The complainant alleged that the accused told them they had to pay a significant amount of money to Rachpal Singh Gabaria, else he would continue to blackmail them by submitting false applications against them.
