Over R500 million spent by government on civil claims against police
The state has parted ways with over half a billion rand in payments for civil claims against police in the space of 12 months.
Data showed that the state and the police ministry were reluctant to settle matters, instead forcing the courts to grant payment orders to complainants.
The police ministry noted that officers had been undergoing training in order to prevent situations that would cost the state down the line.
Over 15 000 civil claims
The minister of police was asked via a written submission in parliament about the scale of civil claims against police in the country.
The ministry replied with the latest available figures, presenting the stats for the 2023/24 financial year as more recent claims were still in the legal pipeline.
Data provided for the period mentioned, showed that 15 067 civil claims were made against police for wrongful arrest, as well as another 180 related to shooting incidents.
The combined amount of the claims totalled R14.8 billion for arrests and detentions, and R741 million for the shooting-related civil claims.
'It must be noted that the above reflect the total number of new claims received during the 2023/2024 financial year and the amount claimed,' the police ministry noted.
The respondents — the state and the police minster — settled the claims out of court roughly 5% of the time, with the remainder of claimants requiring a court order to force payment.
For arrests and detention, the state paid out R466 million — R20.6 million through settlement and R445 million by court order.
In civil claims related to shooting incidents, settlements accounted for R4.4 million, while court orders forced the payment of R57.8 million
Reiterating national instructions
The police ministry stated it was implementing several measures to help officers to avoid 'undesirable consequences'.
These measures centre around 'mind-set changes' as well as the 'attitudes and behaviours' of officers through rigorous internal communications programmes.
'The issue of civil claims has been identified as a strategic risk for the department, requiring that specified risk owners implement specific actions to mitigate, or reduce the incidence of civil claims,' explained the ministry.
A risk committee was set up to report mitigation measures to management and additional training on how to guard against civil claims was touted.
Areas of police work mentioned as needing attention centred around the treatment of arrested people, dealing with domestic violence incidents and crowd management, among others.
'[This includes] the drafting of and workshopping of members on specific instructions aimed at regulating the powers that are accorded to Saps members,' the ministry concluded.

Ramkisson-Kara said the man then went to his brother's homestead, and related to him what had transpired. He told his brother that he was going to hand himself over to the police. At the police station, he reported to the officer on duty what he had done. The police took him back to his homestead, where he showed them his wife's body. He was then arrested and charged with murder,' said Ramkisson-Kara. In court, prosecutor Zama Zikalala led the testimony of the accused's brother and the police official in question. 'The postmortem results were also handed in to the court. In aggravation of sentence, Zikalala told the court that the accused had a previous conviction for assaulting the deceased on a prior occasion. The accused was sentenced accordingly, and the court declared him unfit to possess a firearm. 'We remain committed to the fight against the scourge of gender-based violence and femicide,' said Ramkisson-Kara. Ilitha Labantu spokesperson Siyabulela Monakali said it is deeply saddening to witness continued violence perpetrated against women and children across all sectors of society. 'Between January and March 2025 alone, 966 women and 314 children were murdered. In the first quarter of this year, 5,727 people lost their lives to murder and over 24,000 sexual offences were reported and 10,688 reported cases of rape. "These are not mere statistics. They represent shattered lives, broken families, and communities living in trauma. Year after year, the same systemic failures are raised, and year after year, they remain unresolved. South Africa does not lack insight into the root causes and consequences of GBVF; what is missing is decisive leadership and meaningful implementation,' said Monakali. While commemorating Women's Month, Monakali said they remained deeply concerned about the low conviction rate of offenders and the persistently high prevalence of violence against women and children in South Africa. 'We must ask ourselves critical questions: Are we truly winning the fight against GBVF, or are we more concerned with creating the appearance of progress, ticking boxes, and meeting targets on paper while failing survivors in reality? The latter appears to be true.

Alleged killers of Mpumalanga cop traced to Eswatini
On August 14, the Royal Eswatini Police (REP), with the assistance of Commissioner Vusie Manoma Masango, traced three suspected killers to Eswatini. Lowvelder reports that the suspects allegedly shot and killed Sergeant Lawrence Mtshweni on August 8, while he and fellow officers were responding to a burglary at a business centre in Schoemansdal. According to the REP, two additional suspects were later traced to the Sishweleni region. When they noticed the police, they allegedly opened fire, prompting officers to return fire and fatally shoot both suspects. In a statement, National Commissioner of Police General Fannie Masemola thanked the cross-border operation and Masango for assisting in tracing the killers to Eswatini. 'On behalf of SAPS and Mtshweni's family, we would like to thank the REP, led by Masango, as well as the Umbutfo Defence Force for assisting Mpumalanga SAPS in locating these killers. We look forward to strengthening and deepening our co-operation on law enforcement matters. 'The attacks and killing of our police officers are a serious concern, and we call on communities to help put a stop to these killings. From April 1 to date, we have already lost six police officers; we cannot afford to lose more. We need as many boots on the ground as possible to prevent and combat crime,' says Masemola. Further investigation led Eswatini police to Mantambe in Shiselweni, where a third suspect allegedly took his own life with a pistol before police could arrest him. Mpumalanga police spokesperson Brigadier Donald Mdhluli extended his condolences to Mtshweni's family. 'Mtshweni's sacrifice is a stark reminder of the risks our police officers face every day. It is a profound loss, not only for his family and friends, but for the entire SAPS community and the society he diligently served. Four South Africans arrested over Home Affairs fire
Home Affairs Minister Leon Schreiber has confirmed the arrest of four suspects in connection with the fire that destroyed the Germiston Home Affairs office. The incident happened on Tuesday during a protest by Pharoe Park residents against eviction for unpaid rent. Amid the unrest, some protesters allegedly threw a petrol bomb into the first floor of the Home Affairs building, sparking a fire that spread from a neighbouring block of flats. Schreiber said Home Affairs had opened a criminal case and was working with the South African Police Service (SAPS) to ensure convictions. 'Home Affairs is collating evidence and will open criminal charges against the anarchists who set a block of flats on fire in Germiston, which then spread to the neighbouring Home Affairs office. It is nothing less than an attack on our social infrastructure and cannot stand,' he said. Police arrested two people on Tuesday and took two more into custody on Thursday. 'For those who jumped to conclusions designed to fuel another type of fire: all four are South Africans, who will be prosecuted because we are governed by law, not prejudice,' Schreiber added.
