The Race for US Trade: Nissan's Anxiety Grows as South Korea Gains Edge
Nissan's new CEO, Ivan Espinosa, has said he expects Japanese trade negotiators to move more quickly in the country's U.S. trade negotiations. Espinosa, who took office as Nissan's CEO on April 1, described a need for the Japan-based automaker "to get clarity as soon as possible" regarding securing lower tariffs, Reuters reports. However, South Korea, another auto manufacturing powerhouse, may beat Japan to U.S. trade negotiations with its deadline for a tariff deal by July, as Japan hasn't yet set a deadline.
Trump's recently imposed 25% tariffs on foreign vehicles and car parts are particularly harsh on Japan and South Korea, as the U.S. is the two countries' largest automotive export destination. Still, data supports the claim that South Korea is suffering more than Japan, given that U.S. exports account for a fifth of its total sales, while Japan's U.S. exports account for 7% of total sales, according to Oxford Economics. While both Japan and South Korea have large production bases in Mexico, reduced car exports from Mexico to the U.S. will lower both countries' domestic auto parts production.
South Korea's Minister of Trade and Industry, Ahn Duk-geun, said on Friday that Seoul would attempt a deal with the U.S. on tariffs by the previously mentioned July deadline, but he warned that domestic politics could endanger progress. South Korea and the U.S. will hold technical consultations next week to proceed with tariff negotiations, with another ministerial meeting expected in June. Seoul and Washington said they would try and create a trade package on tariffs and economic cooperation by July 8. Ahn Duk-geun said: "We will do our best to meet the timeline, but we expect that it may be adjusted a little in case it is unavoidable," Reuters reports. Japan, which was hit with a 24% tariff by the U.S., had spoken with Washington just before South Korea, despite not reporting a trade package deadline. South Korea received a slightly higher 25% tariff from the U.S.
Earlier this month, the U.S. and the U.K. confirmed a limited trade deal to reduce tariffs on U.K. vehicle imports from 27.5% to 10%, drawing criticism from U.S. automakers. Discounted levies on auto part imports are not part of the agreement, and the decreased tariffs have a limit of 100,000 cars annually. Last week, the U.S. and China announced a temporary 90-day tariff reduction on each country's products.
Despite progress from other countries in U.S. trade talks, Japan faces an especially uphill climb with its reliance on the U.S. market and President Trump's long-standing complaint that American cars don't sell well in Japan. Since Trump's re-election, Mazda stock has declined 19%, Nissan shares have gone down 11%, and Mitsubishi has experienced a 7% drop, according to Nikkei Asia. While both Japan and South Korea face challenges in striking a deal on U.S. tariffs, South Korea has a clearer path to a trade package first with its deadline, which, while subject to possible delays, creates more structure.

Trump renegotiating Biden-era Chips Act grants, Lutnick says
President Donald Trump's administration is renegotiating some of former President Joe Biden's grants to semiconductor firms, U.S. Commerce Secretary Howard Lutnick said at a hearing on Wednesday, suggesting some awards may be axed. Some of the Biden-era grants "just seemed overly generous, and we've been able to renegotiate them," Lutnick told lawmakers on the Senate Appropriations Committee, adding the goal was to benefit American taxpayers. "All the deals are getting better, and the only deals that are not getting done are deals that should have never been done in the first place," Lutnick said, appearing to signal that not all the awards would survive renegotiation. Biden in 2022 signed the CHIPS and Science Act to plow $52.7 billion into boosting semiconductor chips manufacturing and research in the U.S. and luring chipmakers away from Asia. The program rolled out billions in grants for semiconductor heavyweights, including Taiwan's TSMC, South Korea's Samsung and SK Hynix, as well as U.S.-based Intel and Micron. The grants, while signed, had only just begun to be disbursed by the time Biden left office. The details of those plans are not public but the money is meant to be disbursed as companies make progress toward their pledged plant expansions. Lutnick pointed to TSMC as an example of successful renegotiation. He said the chipmaker -- which won a $6 billion Chips Act award -- had increased by $100 billion its initial pledge to invest $65 billion in U.S. manufacturing. "We were able to modify the award for the same $6 billion of (government) funding," he said. TSMC announced the $100 billion in added investment in March but it was not immediately clear whether that was part of a renegotiation of its Chips Act award. TSMC declined to comment. Reuters reported in February that the White House was seeking to renegotiate the awards and had signaled delays to some upcoming semiconductor disbursements. Lutnick also said the administration agrees with the goal of having more than 50% of global AI computing capacity in America, responding to concerns that deals like the one announced by Trump last month to allow the United Arab Emirates to buy advanced American artificial intelligence chips could deprive the United States of key AI computing power.

The future of high-stakes negotiations over Iran's nuclear program remains shrouded in uncertainty as the U.S. and Iran publicly clash over the terms of an interim agreement proposed by the Trump administration that is intended to pave the way for a longer-lasting deal. Iran's supreme leader, Ayatollah Ali Khamenei, slammed that proposal during an address on Wednesday, saying it "contradicts our principle of power by 100%" and vowing that Iran would not agree to stop enriching uranium on its own soil, calling it "a key tool in the nuclear program." The Iranian foreign minister, Seyed Abbas Araghchi, succinctly underscored Iran's terms in a post on X shortly after the Ayatollah's speech, writing "no enrichment, no deal." Iran's stance contrasts sharply with that of President Donald Trump, which he emphasized on his social media platform on Monday. Trump signs proclamation to ban travel from 12 countries
President Donald Trump signed a proclamation Wednesday evening to ban travel from several countries to the US, citing security risks. The ban will fully restrict entry of nationals from 12 countries: Afghanistan; Myanmar, also known as Burma; Chad; Republic of the Congo; Equatorial Guinea; Eritrea; Haiti; Iran; Libya; Somalia; Sudan; and Yemen. People from seven countries will have partial restriction: Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela. The proclamation includes exceptions for lawful permanent residents, existing visa holders, certain visa categories and individuals whose entry serves US national interests. The president made the final call on signing this proclamation after the antisemitic attack in Boulder, Colorado, according to a White House official. He was considering it beforehand, but Sunday's assault put it into motion faster. The White House is touting the new president's travel ban as 'fulfilling' a campaign promise to 'protect Americans from dangerous foreign actors that want to come to our country and cause us harm.' On his first day in office, he issued an executive order directing cabinet members, including the secretary of state, to compile a list of countries 'for which vetting and screening information is so deficient as to warrant a partial or full suspension on the admission of nationals from those countries.' In his first term, Trump barred travelers from seven majority-Muslim nations from coming to the US, a policy that saw court challenges before President Joe Biden repealed it when he took office in 2021. The barring of nationals from Afghanistan could impact Afghans who worked alongside the US during its two decades of war there.
