Asian equities rally after China-US framework on trade

HONG KONG : Asian stocks rose today as investors welcomed a China-US agreement to lower trade tensions that stoked hopes the economic superpowers will eventually reach a broader tariff deal.
After two days of high-profile, closely watched talks in London, the two sides said they had set up a framework to move towards a pact, following negotiations in Geneva last month that saw them slash tit-for-tat levies.
The news provided some much-needed relief to markets after US President Donald Trump accused Beijing of violating that deal.
The latest round of talks followed a phone call between Trump and his Chinese counterpart Xi Jinping on Thursday.
As well as tariffs, a key issue in the discussions was China's export of earth minerals and magnets used in a range of things, including smartphones and electric vehicle batteries, while Beijing was keen to see an easing of restrictions on its access to tech goods.
US commerce secretary Howard Lutnick said he was upbeat that concerns over rare earths 'will be resolved' eventually, as the agreement is implemented.
Xi and Trump must approve the framework first.
'We're moving as quickly as we can,' US trade representative Jamieson Greer told reporters.
'We would very much like to find an agreement that makes sense for both countries,' he added.
'We feel positive about engaging with the Chinese,' he added.
Speaking separately to reporters, China international trade representative Li Chenggang expressed hope that progress made in London would help to boost trust on both sides.
The deal, which was reached late yesterday, boosted Asian markets with Hong Kong and Shanghai among the best performers, while Tokyo, Sydney, Seoul, Wellington, Taipei and Manila were also up.
However, analysts said investors would be keen to get a closer look at the details of the agreement.
'The US-China trade circus wrapped with what can only be described as a diplomatic tautology,' said Stephen Innes at SPI Asset Management.
He called it 'a late-night announcement that both sides have 'agreed in principle on a framework to implement the Geneva consensus' – consensus that was…. already agreed upon weeks ago'.
In addition, he warned that markets could run out of steam if nothing concrete came through.
'If the next headline doesn't come with something tangible, such as cargo ships loaded with rare earths or an actual rollback of tariffs, expect risk assets to start demanding more photo opportunities,' he wrote.
'Until then, this rally relies on faith,' he added.
And Saxo chief investment strategist Charu Chanana said before the deal was announced that while there was some hope for the talks 'the era of easy wins – tariff pauses and minor concessions – is over'.
'What's left are deeper, more entrenched challenges: tech restrictions, rare earth supply chains, student visas, and national security-linked concerns.
'These are strategic disputes, unlikely to be resolved in a few rounds of meetings,' Chanana said.
Still, she did say that 'trade uncertainty has clearly faded since the peak chaos of early April', when Trump unleashed a tariff blitz that hammered worldwide stock and bond markets.
Yesterday's news also overshadowed the World Bank's slashing of its 2025 forecast for global economic growth to 2.3%, from the 2.7% predicted in January, citing trade tensions and policy uncertainty.
It also said the US economy would expand 1.4% this year, half of its 2024 expansion.

Most G7 members ready to lower Russian oil price cap without US
FILE PHOTO: Russian flag with stock graph and an oil pump jack miniature model are seen in this illustration taken October 9, 2023. REUTERS/Dado Ruvic/Illustration/File photo BRUSSELS/PARIS (Reuters) -Most countries in the Group of Seven nations are prepared to go it alone and lower the G7 price cap on Russian oil even if U.S. President Donald Trump decides to opt out, four sources familiar with the matter said. G7 country leaders are due to meet on June 15-17 in Canada where they will discuss the price cap first agreed in late 2022. The cap was designed to allow Russian oil to be sold to third countries using Western insurance services provided the price was no more than $60 a barrel. The European Union and Britain have been pushing to lower the price for weeks after a fall in global oil prices made the current $60 cap nearly irrelevant. The sources, who declined to be named, said the EU and Britain are ready to lead the charge and go it alone, backed by the other European G7 countries and Canada. They said it is still unclear what the U.S. will decide, though the Europeans are pushing for a united decision at the meeting. Japan's position also remains uncertain, they said. "There is a push among European countries to reduce the oil price cap to $45 from $60. There are positive signals from Canada, Britain and possibly the Japanese. We will use the G7 to try to get the U.S. on board," one of the sources said. The White House had no immediate comment. During the G7 finance ministers meeting in the Canadian Rockies last month, U.S. Treasury Secretary Scott Bessent remained unconvinced there was a need to lower the cap, according to sources. However some U.S. Senators may endorse the idea, including Lindsay Graham, who in recent weeks told reporters he supports lowering the cap. Graham is pushing a hard-hitting new set of Russia sanctions that could impose steep tariffs on buyers of Russian oil. The EU has proposed lowering the price to $45 a barrel in its latest 18th package of sanctions. The package must have unanimity from member states in order for it to be adopted, which could take several weeks. Russia's largest export grade, Urals, trades at around a $10 a barrel discount to the Dated Brent benchmark out of Baltic ports. Brent futures have been trading below $70 a barrel since early April. Sources said Washington's buy-in was not essential to lower the cap owing to Britain's dominance in global shipping insurance, and the EU's influence on the Western rules-abiding tanker fleet. The U.S., however, does matter when it comes to dollar-denominated payments for oil and its banking system. The EU and its Western allies have been progressively cracking down on Russia's shadow fleet of tankers and related actors, which work to circumvent the cap. The pressure has started to hurt Moscow's revenues and Western allies hope this will push more of the oil trade back under the cap. Russia's state-owned oil producer Rosneft reported a 14.4% slump in profits last year. Trump hails troop deployment as California readies legal battle
LOS ANGELES: US President Donald Trump said Thursday that Los Angeles was 'safe and sound' for the past two nights, crediting his deployment of thousands of troops to quell anti-deportation protests, as California prepared for a legal showdown over his unprecedented move. With protests spreading across the United States, a night-time curfew has been in place in its second-largest city with authorities tackling vandalism and looting that scarred a few city blocks. 'Our great National Guard, with a little help from the Marines, put the L.A. Police in a position to effectively do their job,' Trump said on Truth Social, adding that without the military the city 'would be a crime scene like we haven't seen in years.' The mostly peaceful protests ignited last week over an escalation in efforts to apprehend migrants in the country illegally, but there were also pockets of violence, including the burning of self-driving taxis and hurling stones at police. Trump deployed several thousand National Guard troops and 700 active-duty marines over the objections of Democratic California governor Gavin Newsom, the first such action by a US president in decades. Trump charged that the governor 'had totally lost control of the situation.' 'He should be saying THANK YOU for saving his ass, instead of trying to justify his mistakes and incompetence,' Trump added. In Spokane, in the northwest state of Washington, another night curfew was declared after police arrested more than 30 protesters and fired pepper balls to disperse crowds, officials said. In Seattle, Washington state's biggest city, police arrested eight people after a dumpster was set on fire and projectiles were thrown. Three people were arrested in Tucson, Arizona, following clashes with police, the Arizona Republic reported. Protests also took place in Las Vegas, Dallas, Austin, San Antonio, Milwaukee, Chicago, Atlanta, and Boston, according to CNN. 'Democracy is under assault' Trump won the election last year partly on promises to combat what he claims is an 'invasion' by undocumented migrants. 'If I wasn't there... Los Angeles would have been burning to the ground,' he told reporters Wednesday Around 1,000 of the 4,700 troops Trump deployed were actively guarding facilities and working alongside ICE agents, said Scott Sherman, Deputy Commanding General Army North, who is leading operations. The rest -- including 700 active duty Marines -- were mustering or undergoing training to deal with civil disturbances, he said. The Pentagon has said the deployment will cost taxpayers $134 million. Newsom, a Democrat widely viewed as eying a 2028 presidential run, has accused Trump of escalating the confrontation for political gain. He warned earlier this week that the militarization would creep beyond his state's borders, saying 'democracy is under assault right before our eyes.' Lawyers for California were expected in court on Thursday to seek an order blocking troops from accompanying immigration officers as they arrest migrants. Trump administration lawyers called the application a 'crass political stunt.' Military parade A nationwide 'No Kings' movement was expected on Saturday, when Trump will attend a highly unusual military parade in the US capital. The parade, featuring warplanes and tanks, has been organized to celebrate the 250th anniversary of the founding of the US Army but also happens to be the day of Trump's 79th birthday. The Trump administration is painting the wave of protests as a violent threat to the nation, requiring military force to support regular immigration agents and police. But Los Angeles Mayor Karen Bass said the crisis had been manufactured in Washington. 'A week ago, everything was peaceful in the city of Los Angeles,' she told reporters. 'Things began to be difficult on Friday when raids took place... that is the cause of the problems. 'This was provoked by the White House.' Arrests by masked and armed men continued Wednesday. A pastor in the LA suburb of Downey said five armed men driving out-of-state cars grabbed a Spanish-speaking man in the church's parking lot. When she challenged the men and asked for their badge numbers and names, they refused. 'They did point their rifle at me and said, 'You need to get back,'' Lopez told broadcaster KTLA.
