Kerala excise dept battling severe resource crunch amid anti-drug operations
KOCHI: In the face of extensive operations to curb drug abuse and narcotics trafficking in the state, the excise department, the nodal agency handling such cases, is grappling with severe shortage of manpower and other resources. Even when it receives tip-offs on Narcotic Drugs and Psychotropic Substances (NDPS) activities, the department often relies on other law enforcement agencies, including the police, to track suspects and gather crucial data.
'We carry out numerous raids and operations to tackle drug-related offences. But in most cases, we rely heavily on police and other agencies to trace suspects and gather vital data due to outdated technology and limited resources,' an excise officer said on condition of anonymity. At times, other agencies carry out seizures and apprehensions based on those tip-offs, he said.
For instance, when the department needs a suspect's call records or digital footprint, it must send a formal request to the superintendent of police or approach the cyber cell. This process often takes up to 24 hours, during which time the accused may flee the state. By contrast, the police force can access the same information within 5-10 minutes, the officer added.
Ernakulam assistant excise commissioner Suresh M said, 'Although we are actively participating in Operation Clean Slate, the state initiative against drug trafficking, the department continues to struggle due to inadequate technology and workforce.' He highlighted the acute shortage of drivers for night-time patrols. Still, our officers carry out their responsibilities with sincerity, and the results speak for themselves, he added.Addressing the burden of workload, Suresh pointed out that while officers are entitled to 20 casual leaves annually, in addition to weekly offs and public holidays, staff shortage often makes it impossible to avail leave.
On a positive note, he emphasised that there is no shortage of vehicles in the department, as new two- and four-wheelers are added each year.

Punjab police arrest three with foreign-made arms linked to Jugraj Singh's smuggling network
Amritsar (Punjab) [India], June 8 (ANI): In a major crackdown on cross-border arms smuggling networks, the Anti-Narcotics Task Force (ANTF) of Punjab Police arrested three associates of notorious smuggler Jugraj Singh and seized six sophisticated foreign-made weapons, Director General of Police (DGP) Gaurav Yadav said on Sunday. The operation was carried out by the ANTF's Border Range unit based in Amritsar. According to DGP Yadav, preliminary investigation has revealed that Jugraj Singh, the kingpin of the smuggling racket, orchestrated the arms trafficking from inside Goindwal Jail. He is alleged to have operated the illegal syndicate through his advocate's *Munshi* (clerk). A case has been registered under the Arms Act at Police Station ANTF, SAS Nagar. The arrested individuals are believed to be key aides of Jugraj Singh and were actively involved in receiving and distributing the smuggled firearms within the state. Further investigation is underway to uncover the full extent of the network, said the police. In a separate incident earlier today, Amritsar Rural Police arrested two key traffickers near Village Bhakna and seized 6 kilograms of high-grade heroin. Based on specific intelligence inputs, police intercepted two individuals--Gurditta alias Kalu and Captain--while they were transporting a heroin consignment on a motorcycle. According to the officials on Sunday, the heroin consignment had been smuggled into India by Pakistan-based handlers and was further meant for distribution across Punjab. An FIR has been registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act at Police Station Gharinda. The DGP said that preliminary investigations are still ongoing to unravel the full extent of the drug supply chain, including cross-border linkages. Earlier on Friday, the Punjab Police Counter-Intelligence (CI) unit in Amritsar successfully identified and dismantled a cross-border illegal arms smuggling network with connections to Pakistan. As a result of this operation, two operatives involved in the smuggling activities have been arrested, Punjab Director General of Police, Gaurav Yadav, said. According to a release, those arrested are Sukhchain Singh, a resident of Daoke in Amritsar, and Jugraj Singh, a resident of Bhakna Kalan in Amritsar. The police teams also recovered eight sophisticated pistols--three 9MM Glocks, four Px5s, and one .30-bore pistol--from their possession and impounded their black motorcycle, which was used for transporting the consignments. The DGP said that preliminary investigations have revealed that the accused were acting under the directions of a Pakistan-based smuggler identified as Noor, a resident of Manihala in Pakistan, who has been using drones to drop weapon consignments from across the border. The arrested accused were further distributing the arms to gangsters across Punjab, intending to fuel criminal activities in the state, he said. Sharing operation details, the DGP said that CI Amritsar received specific intelligence about the retrieval of a weapon consignment from the village of Bhaini Rajputtan in the jurisdiction of Gharinda in Amritsar. 3 associates of jailed smuggling kingpin Jugraj held in Amritsar, arm recovered
Amritsar: The Anti-Narcotics Task Force (ANTF), Border Range Amritsar, on Saturday claimed to have arrested three associates of the jailed kingpin Jugraj Singh and recovered six sophisticated foreign-made weapons, allegedly smuggled from across the border, from their possession. Gaurav Yadav, director general of police, Punjab, in a release, said those arrested have been identified as Rajan, a resident of Bhagtanwala Gate in Amritsar; Paramjit Singh, a resident of Heer Hall in Ghannupur, Amritsar; and Dinesh Kumar, a resident of Naraingarh, Amritsar. The ANTF recovered two Glock 19X pistols (made in Austria), two .30 bore pistols (made in Italy), one .30 bore Star Mark pistol, and one Beretta .30 bore pistol (made in Italy). The police teams also impounded a motorcycle and a scooter, both without registration plates, used to deliver the consignments. Left parties demand Supreme Court probe into alleged fake encounters of Maoist leaders in Chhattisgarh
Hyderabad, June 7 (UNI) Leaders of various Left parties strongly condemned the alleged custodial killings of Maoist leaders in Chhattisgarh's Bijapur district and demanded that all those currently in police custody be produced before a court without delay. They also called for a judicial inquiry by a sitting Supreme Court judge into the deaths of top Maoist leaders, including Sudhakar and Suresh. In a joint statement released after a meeting held at the CPI State Office, Makhdum Bhavan on Saturday, Left party leaders alleged that top Maoist cadres held in Bijapur police custody are being systematically executed and falsely declared as killed in encounters under Operation Kagar.
