He has not played a single minute for Chelsea's first team despite embarrassing senior stars in training.
Manager Enzo Maresca cancelled a day off for the first team after McNeilly scored a brace against them.
The goals came in a match between the senior side and the Under-21s.
McNeilly is one of the leading scorers in the youth ranks with 12 in 18 Premier League 2 games.

Officials at the English Premier League side are open to letting the 23-year-old leave either on loan or permanently, although he is just one of many names on Hearts' shortlist. Various English Football League clubs are also keen on Tyrer. Blackpool, Plymouth Argyle, Burton Albion and Stevenage have all been credited with interest, while Hearts are looking at him as potentially their 10th summer signing. Rangers 'miss out' on target amid £8m Wrexham transfer
Callum Doyle is said to be on the verge of sealing an £8m move to Wrexham from Manchester City. The Hollywood-owned Championship side are spending big this summer, having already secured the services of Nathan Broadhead from Ipswich for £10m. The Welsh side also bought Conor Coady - another former Gers target - from Leicester City for £2m. The Athletic reports that Rangers had shown interest in Doyle when it was made clear he'd be allowed to leave City. The 21-year-old defender came through the youth ranks at the Premier League giants, but has failed to make the grade for the first team. Doyle has enjoyed successful loan spells at the likes of Sunderland, Coventry and Norwich City in the Championship and League One. And that's exactly where his £8m transfer to Wrexham will see him ply his trade for at least the season ahead. Along with Rangers, Sheffield United were also credited with holding an interest in the defender.

Ian Wright has pleaded with Arsenal to pay whatever it takes to keep two of Mikel Arteta's key players at the Emirates for their entire careers. 'And for me, I would pay them anything for them to stay for the rest of their careers here because they are two of the best defenders we have ever had at our club.
