Rising trend of mobile phone use by motorists while driving cause for concern

Using mobile phones while driving is becoming an alarming trend on Chennai's roads, contributing to frequent slowdowns, near-miss incidents, and accidents.
Though route navigation via phone is legally allowed in hands-free mode, drivers of cab aggregators, food delivery services, and bike taxis often misuse this allowance. Phones mounted on dashboards are used not just for directions but also for watching entertainment. There is currently no effective monitoring system to regulate or penalise such violations. 'It's concerning that drivers mount their phones on holders and stream videos while driving. When they see us, they quickly switch to maps and pretend to navigate. We can't always prove they were watching videos, while it is now par for the course to consult maps while driving/riding. So it's actually difficult to penalise them,' said a traffic investigation officer.
Though many crashes are caused by distracted driving, victims often don't admit to mobile use in their accident reports. They prefer minimal documentation to ease insurance claims, making it hard to zero down mobile phone usage as the cause. The problem is more visible during city traffic, where sudden halts and erratic speeds caused by distracted drivers lead to crashes/accidents, and then it becomes quite visible.
Motoring enthusiast D. Sathish highlighted that distracted driving is common among all road users — two-wheelers, cars, buses, and lorries, even pedestrians. It is those on vehicles that cause maximum damage. He observed that middle-aged drivers are the worst offenders and rarely face action. 'Many two-wheeler riders talk through the helmet gap or watch videos, putting themselves, pillion riders, and pedestrians at risk,' he said. Accidents involving heavy vehicles can be fatal, he added.
Monica, a frequent user of ride-hailing services, noted that many drivers use phones for texting or watching videos while driving. 'It causes jerky rides and minor accidents. I request drivers to avoid using their phones, but not everyone listens,' she said. A traffic officer revealed that some auto and taxi drivers watch TV serials or comedy clips during long drives to beat boredom. 'We have no complaints from passengers, and verifying mobile usage through call records is difficult given our workload,' he admitted.
B. Ramadasse, a transportation expert, estimated that 15–20% of motorists use mobile phones while driving. He noted that aggregator drivers often get fatigued and use phones for calls, videos, or music to stay engaged. According to the Ministry of Road Transport and Highways (MoRTH), there were 7,558 crashes and 3,395 fatalities due to mobile phone use in 2022 — a 15.7% increase from 2021. Tamil Nadu reported 39 crashes and 12 deaths, while Chennai officially recorded none. Experts suggest this underreporting is due to a lack of proper documentation.
Section 184 of the Motor Vehicles Act penalizes dangerous driving, including handheld mobile use. Rule 165 of the Central Motor Vehicles Rules allows hands-free navigation but prohibits any activity that distracts the driver. Experts and NGOs urge the police strictly enforce rules and make it clear that they will not tolerate mobile phone use for entertainment while on the road, besides facilitating tech-enabled monitoring, awareness campaigns, and in-app restrictions for aggregator drivers to curb this rising threat.

THANE: A 32-year-old pedestrian was killed late Tuesday night after an allegedly speeding container truck ran over him on the Thane-Nashik highway near Bhiwandi. Police said the truck driver abandoned his vehicle and fled after the accident. He was booked on Wednesday for rash driving and causing death due to negligence. The deceased, Umashankar Mahesh Sharma, worked at a small company and was returning home. According to the police, around 11.30pm on Wednesday, Sharma was standing by the roadside to cross the road near the rickshaw stand along the Bhiwandi bypass. A container truck going towards Bhiwandi was allegedly speeding and struck him with force. Sharma fell and came under the rear wheels of the vehicle, resulting in his death on the spot. Based on a complaint by a police officer, a case was registered at the Kongaon police station on Tuesday. The accused driver was booked under section 106(1) (causing death by negligence) and 281 (rash driving) of the Bharatiya Nyaya Sanhita, 2023, and other relevant sections of the Motor Vehicles Act, 1988. The body was taken to the Indira Gandhi Government Hospital in Bhiwandi for postmortem. Sub-inspector Vaibhav Muble, who is leading the investigation, said, 'Preliminary investigation indicates that the driver was speeding in a congested area. We have identified the truck and are actively working to trace the absconding driver.' Raju Jadhav, an eyewitness, runs a tea stall near the rickshaw stand. He said, 'The speeding truck came out of nowhere. Before anyone could react, it had already hit the man. People began shouting, but the driver didn't stop. He just left the truck and ran away.'

A 21-year-old man died while the pillion rider sustained injuries after their motorcycle skidded on the SNDT to Canal Road stretch in Erandwane area Saturday night. The deceased has been identified as Tanmay Kalantre of Nandanvan Society in Kothrud. According to the police, the incident occurred around 4am when Kalantre and his friend were riding towards Karve Road. As their two-wheeler approached a turn near the SNDT College stretch, the bike reportedly lost balance and skidded off the road. Passersby rushed to help the duo and alerted authorities. Initial probe by Deccan Gymkhana police reveals speeding as possible reason for accident. Deccan Police Station has filed a case under Sections 106(1), 125(B), 281, 324(4) of the Bharatiya Nyaya Sanhita (BNS) and Sections 184, 119/177 of the Motor Vehicles Act.

1 2 3 Nagpur: Probably no structure in the city has a fate more twisted than the height barriers installed on the ever-busy Adivasi Gowari aka Sitabuldi flyover, as they keep getting knocked over faster than they can be put up. New barriers were installed on Monday night, and three trucks ran into the barriers on Tuesday. At the Rahate Colony end, one carrying LPG cylinders rammed it in the morning, and a petrol tanker in the evening. Another truck had rammed the barrier at the Zero Mile end the same morning. This is the second time in the past 10 months that the barriers were damaged, with more incidents earlier. The petrol truck driver, identified as Kailash, was on his way to deliver fuel to a city petrol pump from a depot at Khapri at around 4pm. According to preliminary investigations, Kailash was driving at high speed while talking on his mobile phone. Unaware that new height barriers had been erected at the entry point of the Adivasi Gowari flyover, he attempted to ascend it as usual. As the truck surged forward, the top of the tanker collided with the steel barrier. Fire officer Bhagwan Wagh told TOI that their control room had initially received a distress call reporting that a petrol tanker had overturned. Two fire tenders, one each from Civil Line and Cotton Market fire zone, were immediately dispatched. "When we reached the scene," Wagh explained, "we discovered that the vehicle hadn't overturned. But all the top bin-holes were torn open, and petrol was exposed to the air. " Wagh, emphasising the close call, said, "It was pure luck that there was no sparking during the collision. If there had been even a small spark due to friction, the resulting fire could have been catastrophic." In response, the fire department took no chances. As a precautionary measure, on-site police officers and nearby locals were instructed to switch off mobile phones and avoid using any handheld transceivers (HT sets) near the tanker. Even the smallest electronic signal could have proved fatal. To safely extract the vehicle, the fire department and city police worked out a coordinated plan. Technicians were brought in to loosen one end of the flyover's upper barrier, which was then tied to a crane using a metal chain. Once partially lifted, this created just enough clearance for police officials to carefully reverse the damaged tanker from beneath the barrier. The police have booked the driver under multiple sections of the Motor Vehicles Act and BNS, including negligent driving and damage to public property said inspector Surendra Aher. Inspector Anirudh Puri of Sitabuldi Traffic Zone also ordered the seizure of the vehicle and the remaining petrol, treating it as evidence pending further investigation.
