Lawmakers draft bill to reassemble Marine Commission, current commissioner voice concerns

The Lake Norman Marine Commission is slated to be dismantled by July 1. But some have safety concerns, so some lawmakers are stepping in.
Lawmakers drafted a bill during a committee meeting last week to update and refurbish the old commission, creating a new one with more authority, according to Senator Vickie Sawyer.
She told lawmakers that with the revisions, two counties would have to vote to dismantle the commission, not just one. It would also add four commissioners to the existing five.
Channel 9's Hunter Sáenz spoke with Jeff Tarte, the former mayor of Cornelius and former state senator, who helped facilitate the bill and has lived on the lake for decades.
'This clarifies and adds specificity to the real authorities and responsibilities of the Marine Commission going forward,' he said.
Still, current Marine Commissioners have concerns. Commissioner David Scott told Sáenz last month that he has concerns, including lake safety, water quality, and maintenance.
'The Wild West, deaths will go up, I believe,' Scott said.
He also questioned law enforcement's ability to patrol, worried about jurisdictional boundaries.
But Tarte said patrols will remain in place.
'Everything will be fine, even if the marine commission didn't exist,' he said. 'Their ability to patrol the lake changes not one iota.'
If the bill passes, the counties surrounding the lake would still need to work together to form the commission.
Tarte said he hopes that could happen by July 4.
'The main thing is, most of it is common sense,' he said.

It was October of 2024 when Hurricane Milton hit Florida. Following its path, communities in Apopka were left underwater for several weeks. 'I don't want a repeat of last year,' said Amber Barrick, a long-time Apopka resident. 'It is really sad that we've gotten to this point, but let's get the long-term plans there.' Barrick lives at the Wekiva Village. As of Wednesday, it all looked normal and dry – quite a different picture from 2024, when the same community was left without power for more than a week, and their homes were filled with water streaming down their hallways. Since February, there's been a border lake project in the works that would address concerns for the entire city. However, neighbors say so far, the plan is just that - a plan. 'As of today, I don't believe the plan has been executed,' Barrick said. According to the City of Apopka, the work should not take long to begin. '[It should start] really soon,' Apopka Mayor Bryan Nelson said. 'I need to get city council approval; if I can get this document opened, I will present it.' City leaders debated the project on Wednesday, but they were not able to reach an agreement about when the project would start. Orange County claims all the details about their part in the project have been defined. 'The county has put in the gauges, has done a study, and prepared all the paperwork to submit to Saint John Water Management,' said Commissioner Christine Moore, who represents District 2. Channel 9 also confirmed that the City of Apopka was eligible for funds for flooding projects from Hurricane Ian. The money—more than 85 million dollars—was awarded to Orange County through the Community Development Block Grant Disaster Recovery, offered by the Department of Housing and Urban Development. Municipalities could apply for the grant until February, but according to a county official, the City of Apopka never finished its application for the funds. Families of deadly mass shooting victims to sue City, OPD, businesses in Downtown Orlando

The families of the two men killed during a mass shooting in Downtown Orlando in 2024 are suing the city, OPD, and several businesses in the Entertainment District. 19-year-old Timothy Schmidt Jr. and 25-year-old Tyrek Hill were fatally shot while attending the traditional bar crawl on Halloween night. 'This can't keep happening. It's indescribable. What's it going to take? A shooting at Disney? A theme park? In a sports arena, why are the streets not safe, but those places seem to be?' said Timothy Schmidt Senior, father of Timothy Schmidt Junior, killed in the mass shooting. Junior was killed on the same night as Tyrek Hill. The 25-year-old was supposed to open his own business just days later, according to his mother. 'To lose your child like this is the worst thing ever,' said Teresa Clinton, Tyrek Hill's mother. 'We know that we all have to leave here, but what a way to go. Because of someone else's negligence.' Attorneys representing the families claim negligent security and wrongful death; they also claim they have been trying to find out who was responsible for getting event permits for last year's event. 'A number of the members of the Orlando Entertainment District, The Block, which is a loosely organized entertainment district in those private enterprises,' said Michael Haggard, crime victim attorney, when asked about what specific businesses would be listed in the suit. As the legal move starts, the suspect, 17-year-old Jaylen Edgar, remains at the Orange County Jail. Edgar faces two counts of first-degree murder and seven counts of attempted first-degree murder, with a court hearing scheduled for August 25th. The case is scheduled to be filed at the end of the month, as state law requires six months' notice when a public agency is involved in a lawsuit. 'We can point the blame at anybody. But who's going to step up and make a change?' said Clinton. The City of Orlando sent Channel 9 a statement saying it cannot make comments at this time.
