Owners of Pace Pharmacy arrested on pill mill, drug trafficking allegations

The two owners and an employee of a Pace pharmacy were arrested May 14 on prescription drug trafficking charges, according to a Florida Department of Law Enforcement news release.
Pace Pharmacy pharmacists Stephen Allen Burklow and David Barron Winkles, along with pharmacy office manager Monique Burklow, the were the subject of a multi-year, multi-agency investigation led by FDLE.
They are charged with conspiring to traffic prescription drugs including trafficking over 22 kilograms (48 pounds) of oxycodone, over 26 kilograms (57 pounds) of hydrocodone and just shy of one kilogram of hydromorphone, according to FDLE. The Burklows are the owners of Pace Pharmacy LLC.
FDLE's investigation began in December 2020, after learning that a local obstetrician-gynecologist, later identified as Dr. Elaine Sharp, was writing an excessive amount of controlled substance prescriptions and recommending her patients fill the prescriptions at Pace Pharmacy. During this same time, FDLE was working jointly with multiple state, local and federal agencies to investigate numerous allegations of a pill mill operation in the area.

Agents say the Burklows and Winkles accepted and dispensed illicit prescriptions (including oxycodone, hydromorphone and hydrocodone) outside the course of professional practice and not intended for medical purpose or need. Additionally, Stephen Burklow, through the Pace Pharmacy, allegedly billed multiple insurance companies, using various physicians' National Provider Identifier (NPI) numbers without their knowledge or consent to do so, for prescriptions that may or may not have been provided to patients.
The trio were arrested without incident and booked into the Santa Rosa County Jail.
Stephen Burklow, 54, of Pace, was arrested on conspiracy to traffic oxycodone, conspiracy to traffic hydrocodone, conspiracy to traffic hydromorphone, conspiracy to commit racketeering, conspiracy to commit money laundering, conspiracy to commit healthcare fraud and five counts of identity theft.
Winkles, 69, of Pace, was arrested on conspiracy to traffic schedule II-controlled substances and conspiracy to commit racketeering.
Monique Burklow, 58, of Pace, was arrested on conspiracy to commit racketeering, conspiracy to commit money laundering and conspiracy to sell controlled substances.
The investigation was led by FDLE with assistance from the Santa Rosa County Sheriff's Office, the Florida Department of Health, the Florida Highway Patrol, the Florida Department of Financial Services, the Drug Enforcement Administration, the U.S. Food and Drug Administration, the U.S. Department of Health and Human Services and Homeland Security Investigations.
The cases will be prosecuted by the Office of the State Attorney, First Judicial Circuit, and the investigation remains active.

Jun. 6—A woman was arrested on Tuesday and charged with obtaining a controlled substance by fraud after she allegedly gave two prescriptions to a pharmacy in Hartselle under a different name, according to an affidavit signed by a Hartselle police lieutenant. Dorian Jada Brazley, 28, was transported by Hartselle police to Morgan County Jail and held in lieu of $50,000 bail. Jail records show her still in custody as of Wednesday morning. According to the affidavit, at approximately 5:43 p.m. on Tuesday, a pharmacy technician at Kroger took possession of two prescriptions presented by Brazley. "Brazley claimed the prescriptions were for her cousin, identified on the prescription forms as Jaylen T. Moore," the affidavit said. The prescriptions were for 30 mg of Oxycodone and Lubiprostone 24 mcg capsules, which is a laxative used for chronic constipation. The technician and pharmacist became suspicious because of the unusual formatting and presentation of the prescriptions that were inconsistent with typical prescriptions issued by this specific doctor, who the affidavit identified as a family physician in Decatur. After calling the doctor's office, the affidavit said the pharmacist was informed the prescriptions were forgeries and they called the Hartselle police department. "While law enforcement was en route, the suspect departed the location but returned at approximately 7:30 p.m. to inquire about picking up the prescriptions," the affidavit said. Officers were then called again and arrived on scene to detain Brazley and transported her to the Hartselle police department to speak with investigators. — or 256-340-2442.

BATON ROUGE, La. (Louisiana First) — A man was arrested after a drug bust in Baton Rouge on Wednesday. According to the East Baton Rouge Sheriff's Office, deputies conducted a multimonth investigation into a suspected drug dealer, Johnny Richardson, 38. During the investigation, agents were able to identify a location in the 4900 block of Mobile Drive that is believed to be associated with Richardson's alleged narcotics operation. Agents managed to purchase crystal meth from Richardson. EBRSO noted that Richardson left the home before the purchase and returned immediately after. A search warrant was granted for Richardson's home and vehicle. On Wednesday, deputies conducted a traffic stop of his vehicle. BATON ROUGE, La. (Louisiana First) — Nearly one dozen people allegedly tied to a gang in Baton Rouge have been arrested after a multi-agency investigation that spanned two months. The East Baton Rouge Sheriff's Office (EBRSO) says during April and May 2025, its Gang Intelligence and Enforcement Unit started an extensive investigation into a criminal street gang known as the 'Vultures.' According to EBRSO, members of the 'Vultures' are suspected of being responsible for numerous shootings in and around the Baton Rouge area. Coroner identifies man killed in Baton Rouge shooting Agents identified several members and several associates of the group, collecting hundreds of hours of surveillance on the gang. Authorities then determined that the gang was involved in a large-scale marijuana distribution operation. While under investigation, members of the gang were involved in a police chase in Texas. During the chase, the sheriff's office says the gang members threw a pistol that had a machine gun conversion device, called a 'switch,' out of the window. Other gang members were able to retrieve the gun but were stopped and arrested once they arrived back in Baton Rouge. Four members were arrested in connection with the incident and later released on bond. Deputies identified 11 residences that the gang used to facilitate their marijuana trafficking operation. Agents secured search warrants for the locations, as well as several banks used by the gang to hide their money.
