HE Al-Humaidi: The competition marks a qualitative leap in Muscat's urban development journey
Muscat – Muscat Municipality today announced the winners of the Muscat Municipality Design Competition 2025 during the competition's closing ceremony, held under the patronage of His Highness Sayyid Dr. Kamil Fahad Mahmood Al-Said, Secretary General in the General Secretariat of the Council of Ministers. The ceremony was attended by H.E. Ahmed bin Mohammed Al-Humaidi, Chairman of Muscat Municipality, along with several dignitaries, officials, and a distinguished group of engineering experts and consultants from within and outside the Sultanate of Oman.
The German firm KSP Engel, known for its work on cultural and institutional buildings, was awarded first place in this edition of the competition, which was launched to design a landmark multi-use building in the Wilayat of Bausher. Second place went to Bisan Mohammadi Architects (BMA) from North Macedonia, while third place was awarded to Xavier De Geyter Architects (XDGA) from Belgium.
In his opening remarks, H.E. Ahmed bin Mohammed Al-Humaidi stated:
'This competition represents an important milestone in Muscat's urban development journey. It is inspiring to see how these design proposals embody innovation and sustainability while preserving our rich cultural heritage. We are shaping Muscat's future in line with our identity and values, which are at the heart of our development strategy.'
He further explained that the results of the competition will play a key role in driving urban development in Muscat, ensuring that modernisation aligns with the preservation of Omani architectural identity.
The two-day closing event, organised by Muscat Municipality on 7 and 8 July 2025, at the Mandarin Oriental Muscat, generated strong momentum and engagement. Day one featured live presentations by the five finalist teams before the jury and attendees. These were:
Bisan Mohammadi Architects (BMA) – North Macedonia
Paolo Vimercati Urban Projects and Architectural Designs (POV) – United Kingdom
Samyn and Partners for Sustainable Architecture – Belgium
Xavier De Geyter Architects (XDGA) – Belgium
KSP Engel – Germany
Each firm presented comprehensive designs that creatively blended modern innovation with elements of Omani culture, tailored for a prominent civic landmark.
The competition's jury was chaired by Don Murphy, founder and partner at VMX Architects, and comprised a distinguished panel of Omani and international consultants and engineers. The jury adopted clear values and criteria to ensure the highest standards of integrity and transparency in the evaluation process, with a focus on sustainability and cultural alignment. Murphy commended the participants' efforts during the winner announcement, noting that each submission brought a unique vision to enrich Muscat's urban landscape and community life.
Launched earlier this year, the competition was initiated by Muscat Municipality to design a multi-use civic landmark in the Wilayat of Bausher. It attracted top architectural firms from around the world, inviting innovative concepts for a sustainable, iconic building that reflects Omani identity while meeting the needs of modern civic life. The winning project will be built on an 8,000-square-metre plot near Oman Avenues Mall, offering a striking architectural presence that blends heritage with the aspirations of a modern city.

Oman posts strong gains in food self-sufficiency

MUSCAT: Oman's food self-reliance metrics improved significantly across major staples in 2024, buoyed by strong new inflows of investment in agriculture, fisheries and food processing activities. According to the Oman Investment Authority (OIA), a key government entity mandated to strengthen food security among other objectives, the GDP contribution of the agriculture, fisheries and forestry sectors grew by 9.8 per cent year-on-year, reaching RO 966.4 million in 2023. By the end of the first half of 2024, the figure stood at RO 529.5 million, underscoring the significant pace of growth in the country's broader food economy. Oman Food Capital, the new brand established following the merger of OIA subsidiaries Oman Food Investment Holding Company (Nitaj) and Fisheries Development Oman (FDO), currently oversees investments and assets valued at over RO 1 billion. Its portfolio spans the entire food value chain, including fisheries, aquaculture, poultry and red meat production, dairy, fruits and vegetables, animal feed, food processing, agri-tech and R&D, logistics and cold chain infrastructure and local farming. These investments, coupled with initiatives by the Ministry of Agriculture, Fisheries and Water Resources to stimulate sector-wide growth, have contributed to a significant uptick in food self-sufficiency ratios across key food categories. According to data compiled by Oxford Business Group on behalf of the OIA, Oman recorded notable shifts in its food self-reliance indicators in 2024 compared to the previous year. Fish remained the most self-sufficient food category, improving from 151 per cent in 2023 to 162 per cent in 2024, highlighting Oman's robust marine production and growing export potential. Fresh milk also saw a strong performance, rising from 88 per cent to 97 per cent signalling improvements in domestic dairy output and supply chain efficiency. Table eggs experienced a dramatic increase in self-sufficiency, jumping from 59 per cent in 2023 to 92 per cent in 2024, thanks to expanded poultry farming capacity and improved production practices. Fruit production more than doubled in performance, rising from 26 per cent to 57 per cent, indicating broader cultivation and improved seasonal yields. Red meat saw a modest increase from 44 per cent to 46 per cent, reflecting incremental gains in livestock production. Conversely, a few food categories saw declines. Vegetable self-sufficiency dropped from 77 per cent in 2023 to 60 per cent in 2024, while poultry experienced a modest decline from 61 per cent to 55 per cent. Nonetheless, Oman continues to strengthen its agricultural and food sectors through strategic investment. The Oxford Business Group report noted that the Sultanate of Oman is leveraging technology and capital to enhance productivity across its 1.4 million hectares of agricultural land, thereby reinforcing food security and economic resilience. 'By 2024, the country achieved self-sufficiency rates of 92 per cent in table eggs, 97 per cent in fresh milk and 162 per cent in fish production — reflecting considerable progress in fundamental segments', the report stated. The fisheries sector in particular has been described as a 'pillar of economic diversification', with production reaching 748,000 tonnes in 2022, valued at $1.2 billion. Exports rose by 23.7 per cent in the previous year to $362 million, positioning Oman as a global leader in sustainable aquaculture, the report added. In 2024, Oman launched 89 new investment projects in agriculture and fisheries, covering over 9 million square metres. These include 70 agricultural ventures, 10 livestock projects, seven water-related initiatives and two fisheries projects, all aimed at enhancing food security through modern scientific methods. The projects require a minimum 30 per cent Omani or GCC ownership, aligning with Oman's broader strategy to boost private sector participation and sustainable sectoral growth. By 2025, the sector aims to attract $1.2 billion in investment and generate 8,500 jobs. Notable initiatives include integrated aquaculture farms and artisanal fishery projects, supported by Oman's strategic geographic location and robust logistics infrastructure — further reinforcing the Sultanate of Oman's emerging role as a regional food distribution hub, the report concluded.

Muscat - The National Program for Digital Transformation (Tahawul) (2021-2025) has recorded an 80 percent increase in overall performance since its launch until the end of May 2025. The program achieved a 19 percent qualitative leap over its performance recorded at the end of the first half of last year, confirming the effectiveness of the implemented strategies and the levels of progress achieved in organizational and digital structures as an effective tool for leading the digital transformation in the Sultanate of Oman towards a digital government that applies the highest standards of efficiency, speed of implementation, and quality of services. The average readiness of government institutions for digital transformation rose to 81 percent, a seven percent increase over the rate recorded at the end of June 2024. Meanwhile, the readiness of the digital infrastructure in government institutions rose to 86 percent, and procedures for 96 percent of targeted and priority government services were simplified, including 381 services whose procedures were simplified in Manjam's laboratories for simplifying government procedures. 74 percent of targeted and priority government services were digitized. 48 government agencies completed 11,439,542 digital transactions between January and May 2025. 33 advisory and enabling sessions were held in the areas of digital transformation, and 4,100 services were documented and indexed in the digital guide for government services. Dr. Ali bin Amer Al-Shidhani, Undersecretary for Communications and Information Technology at the Ministry of Transport, Communications and Information Technology and Chairman of the Technical Committee for the Government Digital Transformation Program, said that the results and performance indicators of the "Transformation" program reflect the extent of concerted national efforts and the commitment of government institutions to proceed with confident steps towards a promising digital government. He praised the level of institutional integration with the program's vision and objectives, which embodies the ability to keep pace with digital transformations with confident and deliberate steps. Al Shidhani affirmed that the "Transformation" program is moving forward to continue enhancing the efficiency of digital services, improving infrastructure, completing the digitization of more services, and empowering national competencies, in line with an ambitious national direction to build a more innovative future that meets the aspirations of the Sultanate of Oman's renewed renaissance. Among the most notable achievements of the National Government Digital Transformation Program (Tahweel) over the past period is the launch of the unified government services portal, which includes 23 government services for a number of government agencies. The number of portal users reached 35,746, while the number of service requests completed through the portal reached 3,905. The Visual Library section was activated in sign language to support the use of the portal by people with disabilities. The electronic payment gateway (OmanNet) has also been fully operational, contributing to an increase in the volume of electronic payment transactions and reducing the risk of fraudulent transactions. The total number of transactions executed through the platform reached 14.5 million digital transactions during the first quarter of this year. The number of active users of the electronic document and records management system "Wusool" has reached more than 17,000, and the total number of documents created through the system has exceeded 1.5 million, providing services to 20 government entities using the system. The number of digital transactions signed via electronic authentication during the first half of 2025 reached approximately 1,572,638 digital transactions. The number of data records exchanged via the National Electronic Integration Platform during the same period reached 163 million records. More than 90 digital community consultations were conducted to enhance the government's efforts to activate the digital participation approach across various government institutions and governorates in the Sultanate of Oman. It may be noted that the National Government Digital Transformation Program falls under the umbrella of the National Digital Economy Program.
