Uzbekistan and Malaysia: Co-operation in Higher Education, Science & Innovation Demonstrates New Facts

Uzbekistan and Malaysia have been developing consistent and effective co-operation, establishing strong ties in higher education, science and innovation. Visits and summits between the leaders of the two countries give a powerful impetus to this process, opening up new areas of educational and scientific co-operation.
In February 2025, within the framework of the high-level visit of President of the Republic of Uzbekistan Shavkat Mirziyoyev to Malaysia, it is planned to sign a number of important agreements aimed at further expansion of cooperation. It is expected that this visit will bring to a new level the cooperation between the two countries in education, science and innovation, as well as give impetus to the implementation of joint projects in the field of innovative technologies and personnel training.
In the era of accelerating globalisation, international cooperation in higher education is of strategic importance. From this point of view, integration in the higher education system is promoted as one of the important aspects of cooperation between Uzbekistan and Malaysia. Relations in the field of higher education between Uzbekistan and Malaysia have developed significantly in recent years and reached a new level. This cooperation is aimed at modernising the education systems of the two countries and ensuring their integration in the international arena.
The institutional basis of co-operation between the two countries is based on direct links established with leading universities in Malaysia. In particular, during the official visit of Prime Minister of Malaysia A. Badawi to Uzbekistan on 16-17 November. Cooperation with these institutions has made it possible to improve the quality of education in Uzbekistan and to establish academic exchange programmes between universities. There are currently 94 agreements, contracts and arrangements between universities in Uzbekistan and Malaysia. This partnership will contribute to the development of projects in science and education.
Cooperation in higher education between Uzbekistan and Malaysia meets the strategic interests of both countries. Innovative educational methods and international experience of Malaysia open new opportunities for Uzbek students and teachers. This, in turn, will contribute to improving the quality of education and scientific potential in the country. In this regard, 195 professors and teachers of higher educational institutions of Uzbekistan were sent to higher educational institutions of Malaysia for advanced training. In turn, 230 professors and teachers from partner universities and educational organisations in Malaysia took part in the training process. Under the Technical Cooperation Programme with Malaysia (MTCP), since 2016, more than 200 professors and teachers from Uzbek universities (15 in 2024) have visited Malaysia to exchange experience, undergo internships and participate in training courses in various areas.
Opportunities for Uzbek students to study at higher education institutions in Malaysia have expanded. In particular, students are very interested in educational programmes in engineering, information technology, medicine and management. In addition, the holding of Malaysian educational forums and exhibitions in Uzbekistan contributes to the further strengthening of cooperation between the two countries. Currently, about 500 citizens of Uzbekistan are studying at higher educational institutions of Malaysia in various fields of study. Grants and scholarships provided by Malaysian universities to Uzbek students are also an important factor in the development of ties in the field of education. Thanks to these grants, many young Uzbeks have the opportunity to learn from foreign experience and in the future apply modern knowledge in their own countries.
It is noteworthy that every year the interest in studying in Uzbekistan is growing among Malaysian students as well.
Currently, 7 students are studying at the International University of Tourism and Cultural Heritage 'Silk Road', 2 students are studying at the Tashkent State Economic University, 3 students are studying at the Uzbek State University of World Languages, a total of 12 Malaysian citizens are studying in the direction of 'Archaeology'. 'Management', 'Museum studies' and 'Tourism'. They study in different directions, joint research and scientific conferences are held within the framework of co-operation. This, in turn, demonstrates that the quality of the education system in Uzbekistan is recognised abroad.
Many joint educational programmes and projects are currently being implemented between the two countries. Student exchange programmes, joint master's and doctoral programmes are being implemented. In particular, Tashkent State University of Oriental Studies, Tashkent State University of Economics, Uzbek State University of World Languages, Silk Road International University of Tourism and Cultural Heritage, Bukhara State University, as well as National University of Malaysia, Technological University of Malaysia, Sultan Idris University of Education, Putra Malaysia University. Effective co-operation has been established between prestigious higher education institutions such as Petronas University of Technology and Malaysian Management University in the field of academic exchange and research. In particular, as a result of the cooperation established between Petronas University of Technology and Karshi Institute of Engineering and Economics, 6 Uzbek professors have been awarded the title of 'Professor Emeritus' in 2023. The Centre 'Modelling and Prototyping' was established jointly with the Bukhara Institute of Natural Resources Management and INTI University.
Also within the framework of cooperation, joint educational programmes and dual system of education are being implemented. The implementation of joint educational programmes is recognised as one of the important areas of cooperation. Particular attention is paid to this in the fields of engineering, information technology, medicine and management. In particular, Tashkent State University of Economics and MARA University in Malaysia have developed joint educational programmes in International Tourism and Human Resource Management. In particular, an important result of this process is the co-operation between the College of Lincoln University in Malaysia and several higher educational institutions of the Republic.
In particular, within the framework of a joint educational programme between the Bukhara Institute of Engineering and Technology and Lincoln College University, students of the direction and specialty 'Management' continue their studies under the 2+2 and 1+1 system. Between the Samarkand branch of the Tashkent State University of Economics and Lincoln University, a joint educational programme has been created in the area of digital economy. Activities within the framework of joint programmes are actively developing in such educational institutions as Nukus State Pedagogical Institute and Karakalpak State University.
Today, 4 higher educational institutions of our republic together with Malaysian universities implement joint educational programmes in 5 bachelor's and 3 master's degree programmes. These efforts are an important step in the development of educational tourism and further strengthening of co-operation between the two countries. In the above-mentioned institutions, students in tourism, philology and pre-school education acquire modern knowledge at the international level and are formed as promising specialists of the new Uzbekistan.
Joint educational programmes serve not only to strengthen cooperation in the field of education between Uzbekistan and Malaysia, but also to strengthen cultural and social ties between the youth of the two countries.
Currently, four higher educational institutions in our republic, in collaboration with Malaysian universities, are implementing joint educational programs across five bachelor's and three master's degree programs. These efforts represent an important step in the development of educational tourism and the further strengthening of cooperation between the two countries. In these institutions, students specializing in tourism, philology, and pre-school education acquire modern knowledge at an international level, shaping them into promising specialists for the new Uzbekistan.
Joint educational programs not only enhance cooperation in education between Uzbekistan and Malaysia but also strengthen cultural and social ties among the youth of both countries. The future development of dual education programs between Uzbekistan and Malaysia will be significant in further deepening educational cooperation. This system enables students to combine theoretical education with practical training. Through dual education, students not only acquire modern knowledge and skills but also gain work experience in their respective fields, significantly expanding their employment opportunities.
The establishment of higher engineering schools is considered one of the most promising areas of cooperation between Uzbekistan and Malaysia. The primary objectives of these institutions are aligned with modern requirements, including providing students with in-depth and up-to-date knowledge in their chosen fields and fostering their research, analytical, creative, and communication skills. For this purpose, the educational process will follow a "4+1" format, offering comprehensive study programs encompassing bachelor's, master's, and doctoral degrees.
In addition, professional development and retraining programs for engineering and technical personnel will be introduced. Considering the needs of partner enterprises, the priority is to train personnel with the qualifications of 'research engineer,' equipped to master advanced technologies and multidisciplinary production and capable of effective teamwork. Leading domestic and foreign professors and educators will be engaged in the educational process. Modern teaching methods, including project-based learning, problem-based learning technologies, and applied research, will be utilized. The institutions will also emphasize conducting research on industrial issues, implementing practice-oriented educational programs, and fostering innovative projects.
In the field of educational standards, Malaysia's expertise in ensuring the quality of education is being thoroughly studied. Curricula and teaching materials are being exchanged, and Malaysian higher education standards are being gradually adapted to Uzbekistan's education system. Special attention is being given to integrating innovative educational technologies into the process.
Cooperation in scientific research between the two countries holds great significance. Joint scientific projects, conferences, and seminars are regularly organized, while co-authorship in scientific publications is increasingly common. Collaborative efforts focus on developing startups, technology parks, and innovation clusters by learning from Malaysia's experience in building an innovation ecosystem and applying it in Uzbekistan. In collaboration with Malaysia's Ministry of Science, Technology, and Innovation, plans are underway to organize competitions for applied research and innovation projects in 10 priority areas by 2025.
The partnership between Malaysia's MRANTI Center and INNO Technopark in Tashkent is also pivotal for the innovative development of both countries. This collaboration aims to integrate modern technologies into the economy, develop innovative ideas, and create competitive products for the international market. Joint MRANTI and INNO Technopark projects are designed to enhance research infrastructure, facilitate scientific research in modern technologies and robotics, and promote digital technologies. This partnership supports the realization of numerous startup projects in Uzbekistan and successfully integrates Malaysian technologies into new markets. These joint activities strengthen the strategic partnership between the two countries and establish an international innovation platform. This collaboration is crucial not only for Uzbekistan and Malaysia but also for regional and global development.
With 2025 declared the 'Year of Environmental Protection and Green Economy' in Uzbekistan, the two countries are expected to conduct joint research on environmental protection, the development of renewable energy sources, and carbon footprint reduction. These projects will focus on establishing joint scientific laboratories and enhancing the material and technical base of higher education and research institutions. Exchange programs and internships for scientists from both countries are being organized to facilitate the mutual sharing of scientific achievements. Notably, the conference 'Malaysia and Uzbekistan: Prospects for International Cooperation in Higher Education' played a significant role in identifying new opportunities for implementing joint educational programs and promoting student exchange between universities in both countries.
Malaysia is placing significant emphasis on the innovation sector, making remarkable progress and pursuing consistent policies to enhance its innovation capacity. Uzbekistan can also benefit from Malaysia's experience to develop practical approaches for advancing its innovation sector. Such cooperation would be mutually beneficial.
Collaboration with Malaysia's leading educational and scientific institutions contributes to improving the quality and efficiency of higher education and research in Uzbekistan. Academic exchanges and joint educational programs provide opportunities for students and faculty from both countries to share new knowledge and experiences. Moreover, cooperation in innovation projects and technology parks stimulates stronger strategic interactions between the countries, opening new pathways for global development. This collaboration will deepen ties between the two nations in science, education, and innovation, fostering the enhancement of scientific and creative potential.
Looking ahead, the scope of cooperation between the two countries is expected to expand further. Plans include developing joint online courses, launching virtual learning platforms, and establishing modern research centers. Additional projects will focus on enhancing students' entrepreneurial skills.
Cooperation in higher education between Uzbekistan and Malaysia is reaching new heights. This collaboration not only strengthens educational ties but also fosters cultural and scientific connections, creating vast opportunities for future generations and boosting the international prestige of both countries.

Josson Khor, an advisor to the association, said that foreign demand, coupled with strong prices, will push Malaysian gold jewelry exports this year beyond the $2.17 billion recorded in 2024. He noted that about 80% of Malaysian gold jewelry exports come from manufacturers and exporters based in Penang. Khor added, "There is stable demand from overseas markets for Malaysian gold jewelry, as the cost of local craftsmen remains competitive, despite the shortage of this specialized labor." It is worth noting that gold prices remain up more than 26% since the beginning of 2025, despite having retreated slightly from their record peak of $3,431 per ounce last month. According to data from the Malaysia External Trade Development Corporation, domestic gold jewelry exports reached $780 million (RM3.3 billion) during the period from January to April 2025, compared to approximately $6.6 million (RM2.8 billion) during the same period last year. The UAE recorded the highest purchase volume, importing jewelry worth $260 million (RM1.12 billion), a 7.4% increase, while Singapore increased its imports by nearly 16% to $240 million (RM1 billion). Conversely, domestic demand has suffered a significant decline due to high prices, with average retail gold jewelry sales halving from around 10 kg per month, according to Khor. The Penang Jewellers Association has approximately 650 members, more than 60% of whom are small and medium-sized enterprises (SMEs) with an annual turnover of less than RM25 million. Rana Atef On Tuesday, the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, delivered a speech at the Fourth Tashkent International Investment Forum. The full text of his speech is as follows: "Dear participants of the forum! Ladies and gentlemen! Dear guests! At the outset, I would like to extend a warm welcome to all of our distinguished guests, high-ranking representatives from our partner countries, heads of international organizations, and prominent figures from the business world, to the Fourth Tashkent International Investment Forum. I am also delighted to welcome His Excellency Rumen Radev, President of Bulgaria, His Excellency Robert Fico, Prime Minister of Slovakia, His Excellency Olzhas Bektenov, Prime Minister of Kazakhstan, His Excellency Adylbek Kasymaliev, Chairman of the Kyrgyz Government, His Excellency Kohir Rasulzoda, Prime Minister of Tajikistan, His Excellency Ali Asadov, Prime Minister of Azerbaijan, Deputy Prime-Minister of Russia Mr. Alexander Novak, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Mr. Nokerguli Ataguliev, who are with us today. I would also like to welcome the distinguished delegations from Russia, China, the United States of America, and the Arab, European, Asian and African countries. Let me express my special gratitude to the heads of the financial institutions working closely with us: Ms. Odile Renaud-Basso, President of the European Bank for Reconstruction and Development, and Ms. Dilma Rousseff, President of the New Development Bank. Today's forum is attended by more than 7.5 thousand delegates, including almost 3 thousand foreign guests from around 100 countries. We see this as a true expression of respect for our country, as well as an indication of mutual trust and close cooperation. Welcome to Uzbekistan, dear friends! Dear participants! The world today is facing big challenges. Serious threats to global security and sustainable development are strengthening, while geopolitical processes are changing rapidly before our eyes. The global arms race is intensifying again. Military spending by major countries has increased by 1.5 times against 2010, reaching $2.5 trillion. Due to the consequences of the economic crisis and a shortage of financial resources global GDP has been declining for three years in a row. Unfortunately, the norms of international law and the power of diplomacy are weakening. Even more regrettably, attention is waning to the most pressing problems of humanity: food security, poverty and climate change. It is more important than ever to restore peace, justice and a shared belief in human dignity around the world. We believe that the situation related to Ukraine must be resolved only through diplomatic means, and we welcome the process of direct negotiations taking place in Istanbul. At the same time, I would like to draw your attention to the ongoing tragedy in Gaza. In the 21st century, the death of so many innocent people before our eyes cannot be justified. The only solution to this problem is a fair settlement of the conflict based on international law and adopted resolutions. The people of Palestine have a right to their own independent state. Another issue on the global agenda is supporting the peaceful and sustainable development of neighboring Afghanistan. Now more than ever, it is crucial to engage in constructive dialogue with the current government of this country on the international stage and to prevent its isolation. After all, stability and economic development in Afghanistan are key factors for the long-term progress of all surrounding regions. On the issues I have just outlined, we urge all our partner states to engage in open and broad-based international cooperation. Because the core theme of the forum is investments that guarantee not only economic development, but also peace and stability! Let us work together to create an investment environment that, alongside generating profit, becomes a strong foundation for upholding human dignity and contributing to societal development! Dear guests! In the current challenging environment, we are focusing our primary attention on maintaining economic stability in Uzbekistan. Our gross domestic product has doubled over the past eight years. We have set a goal to increase it to $200 billion by 2030. Last year, the volume of investments into national economy reached $35 billion, and exports amounted to $27 billion. This is also a practical result of the Tashkent International Investment Forum, now being held for the fourth consecutive year. The effectiveness of reforms in New Uzbekistan is duly reflected in international rankings. Our position in the Index of Economic Freedom has risen by 48 places over the past five years. In the Economic Complexity Index of Harvard University, we improved our standing by 28 positions. Last month, the reputable agency S&P upgraded Uzbekistan's independent credit rating outlook from "stable" to "positive." We all understand that today, the world economy is on the threshold of a new era and changes. This encourages all countries to work together on the path of sustainable development in the following four areas. Firstly, transition to green economy. We are firmly committed to developing green energy to provide our economy with stable energy resources. Over the past short period, nearly $6 billion worth of foreign direct investment has been attracted to this sector. Electricity production has increased from 59 billion to 82 billion kilowatt-hours. In the next five years, this figure will exceed 120 billion kilowatt-hours, and the share of green energy in the energy mix will reach 54 percent. We will also attract $4 billion to upgrade the power grids. In this regard, this year we will transfer the Samarkand power grids, and next year, another 8 regional power grids to private partnership. In addition, we have launched the sale of green certificates and carbon units for the first time. This year, we will join global carbon markets and create a 'Green Uzbekistan' climate investment platform. Secondly, digital technologies and AI are turning into the 'drivers' of the economy. This year alone, IT exports in our country will reach $1 billion. We have enough potential and opportunities to increase this figure fivefold by 2030. Our work has been internationally recognized, and over the year, we have risen 17 positions in the International AI Readiness Index. Next year, 'Cloud Technologies' National Platform will be launched. In the next five years, together with private investors, we will build 20 Data Centers with a capacity of more than 500 megawatts. We will also develop a national model of artificial intelligence that embodies our rich history, values, and new creative ideas. In order to ensure the effectiveness of this system, we have launched the project 'One million AI leaders'. I am confident that together with you, we will turn Uzbekistan into a prestigious IT and Fintech 'hub'. Third, the financial system and technologies are drastically changing in modern world. Recently, together with the International Monetary Fund and the World Bank, we conducted a comprehensive assessment of Uzbekistan's financial sector for the first time. They fully supported our reforms in banking, finance, insurance, and the capital market. In order to take these sectors to the next stage of development a Financial Stability Council will be established in Uzbekistan, as well as cybersecurity and financial technology platforms at the Central Bank. We have also launched major reforms in the insurance system. A National Reinsurance Company and Global Digital Reinsurance Platform have been established. We are witnessing rapid growth of venture capital as an alternative tool for startups. Notably, last year, two local startup companies' capitalization surpassed $1 billion. We are committed to increasing the number of such companies. In this regard, a draft law "On Alternative Investment Funds" has been developed. Our goal is to increase the volume of venture and other alternatives investments to $1 billion over the next five years. There is another significant direction. The Fourth Industrial Revolution is sharply increasing global demand for so-called "technological minerals". Uzbekistan is home to substantial reserves of minerals, including tungsten, molybdenum, magnesium, lithium, graphite, vanadium, titanium, and others. In total, the potential of our subsoil resources is valued at $ 3 trillion. We have all necessary capabilities to transform our region into a hub for the production of high value-added goods from minerals. In this regard, we are constructing "Metals of the Future" techno parks in the Tashkent and Samarkand regions. In this context, I would like to put forward an initiative: investors implementing a full-cycle operation – from geological exploration to the production of finished goods – will be granted rent tax refund for 10 years. I am confident that our long-term productive relations will bring win-win business cooperation in all key areas. Distinguished investors! We are taking all necessary measures to turn the principle of "New Uzbekistan – a country of vast opportunities for investments" into practical accomplishments. First and foremost, I would like to draw your attention to one important point: it is essential to ensure level playing field for each state within global production chains. Undoubtedly, the World Trade Organization plays a key role in this regard. Therefore, we have set the goal to become a member of this organization next year and we are actively working with our partners. To this end we have harmonized dozens of laws and hundreds of standards to international requirements, and this year we will complete this process in full. Second, in order to create a more favorable environment for foreign investors in our country a 'national regime' will be introduced, guaranteeing the same conditions as those enjoyed by local companies, the 'one-stop-shop' principle will be implemented in relations with government bodies, a system of guaranteed protection of investment activities from excessive inspections will also be created. These measures are intended to raise Uzbekistan's credit rating to the "investment" level by 2030. Third, in privatization of state-owned companies, we have opted to transform them into valuable assets that serve the prosperity of our country. To this end, we have established the National Investment Fund that unites state shares in 18 major companies and banks worth almost $2 billion. A world-renowned Franklin Templeton company has been invited to manage the Fund. Next year, the Fund will launch its international IPO. Moreover, professional consultants will be invited to privatize 29 large state-owned companies within two years. Fourth, we recognize the vital role of transport and logistics in our economy. Therefore, we are actively attracting private capital to this sector. For instance, Samarkand, Namangan, Bukhara and Urganch international airports have been handed over to sophisticated investors on the basis of a public-private partnership. The world's leading company, Incheon, has been involved in the management of Urgench Airport. Next year, tenders will also be held for Nukus, Termez, Fergana and Navoi airports. Another significant development is that the population of our capital city has exceeded 5 million. In order to accommodate this growth, we are planning to build the city of "New Tashkent" to house 2 million people, transforming the capital into a metropolis. A "multimodal hub" will be created that covers railway, road transport and airport, serving 20 million passengers in a year. Large shopping and financial centres will also be built. We invite investors, international financial institutions and foreign banks to collaborate with us on this major project. Fifth, as a result of our open and friendly policy towards our neighbours in recent years a new environment for cooperation has been created in Central Asia. The participation of the heads of governments of these countries in today's forum is clear proof of this. Please note that the volume of trade with our neighbors has increased by more than 3.5 times in eight years, reaching almost $13 billion. Large investment projects are being implemented. In particular, construction of China-Kyrgyzstan-Uzbekistan railway has begun, significant progress has been made on preparing major energy and infrastructure projects. More broadly, we propose promoting the 'Concept of an Integrated Region for Investment and Trade' in Central Asia. In this regard, I would like to reach out to international organizations with a following message: the time has come to establish new financial mechanisms to support regional projects. By working together, we can transform Central Asia into a place of peace and prosperity. Dear participants of the forum! We are hosting today's event in a new, expanded format. For the first time, a specialized exhibition is taking place as part of the forum, with Uzbek companies presenting their projects and joint initiatives. I would like to underscore one issue: for us, investment is not just a financial resource. It also encompasses technology, knowledge, qualified personnel and integration into the international production chain – in other words, real development. As part of its ongoing efforts to expand its network of academic partnerships and foster cross-border knowledge exchange, Hamdan Bin Mohammed Smart University (HBMSU), led by its Chancellor, His Excellency Dr. Mansoor Al Awar, conducted an official visit to the Republic of Uzbekistan. During the visit, H.E. Dr. Al Awar met with H.E. Shuhrukh Hajji Akbarovich Daliyev, First Deputy Minister of Higher Education, Science and Innovation, along with senior officials and academic leaders from across the country. The discussions focused on establishing a strategic cooperation framework in the fields of smart learning, the development of joint academic programs at both undergraduate and postgraduate levels, launching collaborative research initiatives, and promoting the use of digital education technologies to support the educational transformation in Uzbekistan. Dr. Al Awar also presented an overview of HBMSU's 23-year journey in pioneering smart education and its strategic approach to integrating advanced technologies and artificial intelligence into interactive learning environments aligned with the needs of the future. The visit included a series of productive meetings with senior representatives of leading Uzbek universities, including the National University of Uzbekistan, Tashkent State Pedagogical University, and Tashkent State University of Economics, in addition to high-level discussions with the Ministry of Higher Education, Science and Innovation, and the Agency for Innovative Development. In his official meeting with H.E. Daliyev—one of Uzbekistan's most prominent academic figures and policy-makers—both parties emphasized the importance of exchanging expertise and drawing on successful educational models. The Uzbek side expressed appreciation for HBMSU's leadership in digital transformation and smart learning and voiced their interest in adopting best practices from the UAE to enhance the quality of higher education in Uzbekistan. H.E. Dr. Mansoor Al Awar reaffirmed that building sustainable knowledge partnerships is a core pillar of HBMSU's strategic vision, highlighting that collaboration with Uzbekistan's academic sector represents a significant milestone in the University's efforts to amplify its international impact and reinforce the UAE's status as a global hub for educational innovation. This visit reflects the University's steadfast commitment to its strategy as a globally oriented institution, placing smart learning at the heart of its mission while building knowledge cooperation frameworks that prepare academic communities for the challenges of the future.
