
Mumbai's ‘Iconic Buildings'policy faces pushback from local heritage association
The proposed policy defines 'Iconic Buildings or Spaces' as structures that possess unique or distinctive characteristics such as size, shape, aesthetics, look, concept, theme, urban design, architectural design, or structural elements.
"What is iconic to a select group of people might not be considered iconic to everyone. 'Iconic' is defined in vague and subjective terms, opening the door to arbitrary or purely commercial interpretations.
Iconicity should be redefined based on urban contribution, cultural context, sustainability, and public value, not just shape or scale," stated a letter by the Fort Heritage Conservation Association to the Chief Engineer (Development Plan).

The letter is backed by a working group comprising key South Mumbai associations, including the OVAL Trust, Oval Cooperage Residents' Association (OCRA), Art Deco Mumbai Trust (ADMT), Urban Design Research Institute (UDRI), Kala Ghoda Association (KGA), and the Nariman Point Churchgate Citizens Association (NPCCA).
The BMC's plans are for the city to boast of iconic buildings like global cities have, namely The Gherkin skyscraper in London, Tornado Tower—a high-rise office skyscraper in the city of Doha, Qatar, and Dubai's iconic skyscraper—Burj Khalifa.
Meanwhile, the association's letter also states that the regulation prioritises visual and formal uniqueness (shape, size, aesthetics, look) but is silent on contextual integration, cultural relevance, or urban coherence.
"Only the architectural and aesthetic features do not make a building 'iconic'; it also comes from its cultural, historical, and symbolic meaning, which must be documented and reflected in the design of the iconic building," states the letter, also pointing towards there being a lack of clarity on the scale and open space allocation. "There is no mention of the scale of the proposals/built-up area and the green spaces percentage.
Without this, it is difficult to understand the density, intensity of use, or infrastructure load the proposal may generate. This must be evaluated, and the regulation must reflect the necessary details."

‘BMC didn't follow policy in tenancy transfer to woman'
Mumbai: Bombay High Court has rapped the BMC for not following procedure in its policy for transferring tenancy to a woman of a shop-cum-residence in a Worli building that was razed for redevelopment. "There was no reason for the municipal corporation to unnecessarily stick to the stand that unless an NOC (no objection certificate) of all legal heirs are produced, transfer cannot be effected. When a policy provided for a practical way out, the municipal corporation has, for reasons best known to them, adopted the usual 'we will not do it, let the court do' approach which has resulted into unnecessary litigation of this kind,'' said Justice Milind Sathaye in Wednesday's verdict. The woman appealed against the Feb 2002 civil court's order that dismissed her suit holding that the BMC proved that as per its Jan 1989 policy a tenement cannot be transferred without consent of all legal heirs and that the right to occupy is jointly owned by all the legal heirs. The woman lived with her mother in a 360-sq-ft BMC-owned premises with her tenant-mother who died in Sept 1984. The BMC insisted on an NOC from other legal heirs to transfer the tenancy to her name. Three married sisters objected that she does not have exclusive right to tenancy. The BMC must adopt a procedure "conducive to quick disposal of applications like transfer of tenancy which supports overall development. .. The practical aspect under the applicable policy was totally missed by the learned trial judge." Justice Sathaye quashed and set aside the lower court's order and directed the BMC to transfer the premises to the woman as per procedure. Referring to an Aug 2022 order, where she was directed to vacate and hand over the premises to the developer, the judge said she will be entitled to occupy the permanent alternate accommodation subject to undertaking that she shall not sell, transfer, alienate or create third party rights and will be bound by any suit filed by her sisters for declaration of share/right. BMC grants special Covid allowance to 19,400 BEST employees in Mumbai
Mumbai: BMC on Thursday announced a Covid allowance totalling Rs 52 crore for 19,400 employees of BEST and deposited the money in their bank accounts. Shramik Utkarsh Sabha President and MLA Prasad Lad said the official letter was handed over by BMC Commissioner Bhushan Gagrani to BEST General Manager Ashish Sharma. He added that amounts ranging from Rs 10,000 to Rs 22,000 were credited to the accounts of 19,400 BEST employees as a special Covid allowance. "This has brought cheer to BEST staffers on the eve of Independence Day," Lad said. "Similarly, they will celebrate Diwali as the state govt is positive about ensuring that BEST employees get their rightful housing in Mumbai. Chief minister Devendra Fadnavis has approved this demand, and a decision in this regard will be taken soon." Top cos keen to bid for BMC's 2nd Versova desalination plant project
Mumbai: Leading companies have expressed interest in the BMC's plan to develop a second 200 MLD sea water reverse osmosis (SWRO) desalination plant at Versova. Meanwhile, the submission deadline for bids for the Rs 3,200 crore Manori desalination plant, a 200 MLD facility, has been extended to Aug 19. This project had attracted interest from 20 bidders. The BMC has sought expression of interest (EOI) for setting up its second desalination plant at Versova and aims to implement the project on a design, build, finance, operate, and transfer (DBFOT) basis and has set a deadline of Sept 6 for submissions of the EOIs. Subsequently, a consultant appointed by the BMC will assess the best solutions, including technology and financing options, and recommend the most suitable option.
