Tensions rise in KwaDukuza as mayor faces backlash over cancelled public meetings on municipal budget

A political spat has erupted in KwaDukuza Municipality over the mayor's alleged failure to attend scheduled public meetings on the draft budget and Integrated Development Plan, with the Democratic Alliance (DA) accusing Mayor Muzi Ngidi of neglecting his statutory obligations.
DA KwaDukuza caucus leader Privi Makhan said the party had written to the director for Public Participation, the Office of the Speaker, and the municipal manager following the concerning fact that 'only 19 out of 27 scheduled public meetings on the annual draft budget and Integrated Development Plan have taken place.'
'With the public participation process now closed, we are demanding clarity on how these communities were consulted on the draft budget process,' she stated.
Makhan dismissed the notion that public meetings are ceremonial, asserting: 'These imbizos are not ceremonial niceties. They are the few remaining spaces where residents, many frustrated by poor service delivery can engage leadership and demand answers.'

She accused Mayor Ngidi of cancelling or avoiding meetings at the last minute and instead prioritising ceremonial appearances:
In response, Mayor Ngidi issued a strongly worded statement titled 'Mayor of KwaDukuza needs no lecture on his statutory obligations,' pushing back against Makhan's remarks.
'She accuses the mayor of neglecting one of the crucial platforms meant to ensure public accountability. She seems to believe that my absence from these public meetings symbolises a rejection of my mandate, rather than a clash in my schedule of activities,' said Ngidi.
He stated that several meetings had been cancelled for reasons beyond his control, such as poor weather, low attendance, or clashes with other activities. 'Some of the meetings were cancelled due to guidance from ward councillors who advised that the meetings would not attract the desired number of participants. Some were cancelled due to poor attendance. Some were cancelled due to unfavourable weather conditions,' he explained.
Ngidi said he had since instructed officials to reschedule meetings to ensure public input is gathered.

Mashatile reminded council members that the overall unemployment rate has climbed again to 33.2%, with the burden falling hardest on young people, women, and marginalised groups. He urged the HRDC—a multi-stakeholder advisory body of government, business, labour, and civil society—to lead with innovation, skills development, and economic inclusion. During the meeting, the Presidency and Harambee Youth Employment Accelerator outlined measures under the Presidential Youth Employment Intervention Programme, which aims to cut youth unemployment by 10–20% by 2030. The National Youth Development Agency (NYDA) also presented on its initiatives, while stakeholders discussed a digital skills ecosystem designed to connect young people to jobs in South Africa's growing digital economy. 'We must refocus our curriculum and skills development programmes to align with industry, economic, and social needs. As technology advances exponentially, today's skills may become obsolete tomorrow. We must encourage continuous personal and professional development,' said Mashatile. He concluded by calling on all sectors of society to join forces in tackling the crisis, saying only collective action will safeguard opportunities for South Africa's next generation. DA WC retains ward in the Matzikamma Municipality town of Vanrhynsdorp
CAPE TOWN - In the ongoing battle for the grassroots vote in the Western Cape's rural communities, the Democratic Alliance (DA) has retained its ward in the Matzikamma Municipality town of Vanrhynsdorp. The party has recently been embroiled in a bitter battle to retain control over the hung council after the Western Cape High Court recently overturned an attempt by a coalition of the African National Congress (ANC), Patriotic Alliance (PA) and Economic Freedom Fighters (EFF) to wrest control. Wednesday's by-election result is the DA's highest ever vote tally in that ward, which was originally won by the PA in the 2021 municipal election before its councillor defected to the DA. DA Western Cape leader Tertuis Simmers said its councillor Richard van Huyssteen will continue the party's trend of solid governance. Meanwhile, the ANC said while it's disappointed by the outcome in Matzikamma, where it's only placed third, it's managed to retain ward three in the Knysna Municipality by only 31 votes, with the PA nipping at its heels. Lukhanyiso Nohana will now take charge as the councillor. ANC Western Cape spokesperson Khalid Sayed said, despite the Knysna victory, it will nevertheless be dissecting the reasons for the 8% decline in support. "The Knysna Municipality is now able, through the ANC-led coalition, to continue improving the state of the municipality and serving all residents."

Angie Motshekga deserves to be fired for defending SANDF misconduct
Chris Hattingh | Published 4 hours ago The Democratic Alliance (DA) believes Defence Minister Angie Motshekga's conduct in shielding General Rudzani Maphwanya from accountability is so serious that it deserves for her to be fired. Her latest defence of Maphwanya's misconduct in Tehran shows she is unfit for office and is causing irreparable harm to South Africa's image. Instead of holding General Maphwanya accountable for overstepping his constitutional mandate, Motshekga endorsed his version of events and declared herself 'satisfied' with his report. By doing so, she has chosen to side with an unelected general who engaged in unsanctioned political diplomacy in Iran. This is a blatant violation of the SANDF Code of Conduct. According to Iranian state media, Maphwanya pledged 'common goals' with Tehran, endorsed its stance on Gaza, and promised deeper strategic ties. These are political pronouncements no soldier has the authority to make. Motshekga's decision to shield him undermines one of the cornerstones of our democracy: civilian oversight of the military. Instead of safeguarding South Africa's constitutional and diplomatic interests, she has rubber-stamped conduct that weakens our standing among democratic allies and strengthens ties with authoritarian regimes. Her failure is not just an error of judgment and a failure of leadership. By placing political expedience above accountability, she has sent the message that generals may act as they please without consequence, while ministers will look the other way. This cannot be tolerated in a constitutional democracy. South Africa is already struggling with strained international relations. Now, under Motshekga's watch, our global credibility and national security are being further eroded. Every day she remains in office deepens the damage. President Ramaphosa has a duty as Commander-in-Chief of the SANDF to act decisively. He must hold Motshekga and General Maphwanya accountable, and send a clear signal that South Africa remains committed to constitutional order, civilian control of the military, and respect for democratic values.
