IFSCA unveils framework for ESG-linked transition bonds at GIFT City

The International Financial Services Centres Authority has issued a framework that will enable companies that face difficulty in reducing carbon emissions to raise funds at Gift City through Environment, Social and Governance (ESG)-linked bonds.The unified regulator issued Tuesday a framework for issuance and listing of the so-called transitions bonds. 'The said framework will enable the issuers, specifically from hard-to-abate sectors , to raise capital and list their securities at GIFT IFSC, while committing to a credible transition plan and making enhanced disclosures to ensure the interests of the investors are protected,' it said.Industries such as steel, cement, aviation are classified as hard-to-abate. Companies from these sectors particularly find it difficult to reduce carbon emission because of their heavy reliance on fossil fuels and processes that make decarbonization difficult.ISFCA noted that ESG-labelled debt securities have played a key role in mobilizing climate finance . But it is generally seen that their application is often limited to sectors/projects that are at near/net zero. 'Transition finance provides a structured pathway for hard-to-abate industries to reduce their emissions progressively,' it said.The framework has four important pillars. These are a credible transition plan at the entity level, alignment with globally recognized taxonomies and technology roadmaps, mechanism for independent external review, and disclosure requirements.Last week, infrastructure conglomerate Larsen & Toubro raised ESG-compliant bonds amounting to Rs500 crore for a term of three years. This is the first such bond issue under the Securities and Exchange of India's (Sebi) newly issued framework on ESG and sustainability-linked bonds

NTPC Limited, India's largest power producer, has become the first public sector company in the country's power industry to implement a Business Continuity Plan (BCP) aligned with ISO 22301:2019, the international benchmark for business continuity management systems (BCMS). In an official release on Friday, NTPC said the plan would strengthen its ability to maintain uninterrupted power generation and supply in the face of unexpected events. 'This strategic initiative strengthens NTPC's ability to ensure uninterrupted power generation and supply under all circumstances,' the company stated. Adopting global best practices A business continuity plan is a formal set of procedures designed to help an organisation prepare for, respond to, and recover from disruptions — such as natural disasters, cyberattacks, supply chain issues, or technical breakdowns — while protecting employees and assets. ISO 22301:2019 sets out globally accepted requirements for such plans, focusing on prevention, preparedness, response, and continual improvement. NTPC said its framework has been developed 'in alignment with global best practices and tailored to NTPC's expansive operational footprint'. The BCP includes regular risk assessments, disaster recovery drills, backup communication systems, and coordinated response protocols. Address risks in energy sector The plan also provides for ongoing review to address new risks in the fast-changing energy sector. 'The BCP… includes mechanisms for continuous review and improvement to address emerging risks,' the company said. The adoption of the plan was formally approved by NTPC's Risk Management Committee, making it the first PSU in India's power sector to implement an ISO-compliant BCMS.

GIFT City and GTU have signed a Memorandum of Understanding (MoU) as part of which both institutions will jointly develop specialised courses, training programmes, certification modules, and a Centre of Excellence. Notably, GIFT City is touted to be India's maiden International Financial Services Centre (IFSC). Through this partnership, both institutions will jointly develop specialised courses, training programmes, certification modules, and a dedicated Centre of Excellence focused on opportunities in GIFT IFSC and emerging trends in financial technology, a press statement informed.
