'Formal famine declarations always lag reality'

For an area to be classified as in famine, at least 20% of people must be suffering extreme food shortages, with one in three children acutely malnourished and two people out of every 10,000 dying daily from starvation or malnutrition and disease.
The latest data indicated that famine thresholds have been reached for food consumption in most of the war-torn Palestinian enclave - where some 2.1 million people remain - and for acute malnutrition in Gaza City, the IPC alert said.
The IPC has classified areas as being in famine four times: Somalia in 2011, South Sudan in 2017 and 2020, and Sudan in 2024. The IPC says it does not declare famine, but instead provides an analysis to allow governments and others to do so.
"Formal famine declarations always lag reality," David Miliband, head of the International Rescue Committee aid group, said in a statement ahead of the IPC alert.
"By the time that famine was declared in Somalia in 2011, 250,000 people - half of them children under 5 - had already died of hunger. By the time famine is declared, it will already be too late," he said.
'Widespread starvation' in Gaza, global hunger monitor warns

Famine is "playing out" in the Gaza Strip, a global hunger monitor said in an alert issued on Tuesday.
That's as international criticism of Israel intensifies over the rapidly worsening conditions in the Palestinian enclave.
"The worst-case scenario of Famine is currently playing out in the Gaza Strip," said the Integrated Food Security Phase Classification (IPC) alert.
"Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths."
The IPC alert does not formally classify Gaza as being in famine. Such a classification can only be made through an analysis, which the IPC said it would now conduct "without delay."
The IPC is a global initiative that partners with 21 aid groups, international organizations, and U.N. agencies, and assesses the extent of hunger suffered by a population.
War has raged in Gaza between Israel and Palestinian militants Hamas for the past 22 months.
Facing global condemnation over the humanitarian crisis, Israel said on Sunday it would halt military operations for 10 hours a day in parts of the Palestinian enclave and allow new aid corridors.

'Little confidence' US Gaza delegation would see full picture

The visit to Gaza by Trump's envoy was an important gesture to show America cared about the humanitarian situation there amid mounting pressure at home and abroad. It was also "to learn the truth", according to US Ambassador Mike Huckabee, who accompanied Mr Witkoff to an aid site. They gave themselves around five hours to do this. The American delegation will report their assessments back to Washington and "help craft a plan to deliver food and medical aid to the people of Gaza". There's very little confidence in either of those objectives. Images of Mr Witkoff sitting around a table at a calm and ordered aid site in Gaza does not suggest Donald Trump will hear a full picture of the humanitarian crisis in Gaza. And America's plans to deliver aid to Palestinians in Gaza has proved deeply flawed in recent months. 4:27 When Mr Witkoff last visited Israel in May, it was a very different picture. Palestinians were suffering in Gaza and getting killed in airstrikes but deaths were not largely a result of hunger. It was around that same time the controversial Gaza Humanitarian Foundation (GHF) was launched as the new way of distributing food in the enclave by America and Israel. "GHF delivers more than one million meals a day, an incredible feat!", wrote Mike Huckabee after his visit to site 3 with Trump's envoy. It paints a very different picture to the images and reports we receive on a daily basis of Palestinians getting killed and injured attempting to reach aid at these sites close to areas of conflict. People in Gaza have told me regularly going to these sites is a last resort because they're so scared - but food is now so scarce for many there is little choice. Not enough aid is getting through and we're hearing reports every day of deaths due to hunger. A UN-backed authority on food crises this week reported the "worst case scenario of famine" is now playing out in Gaza. The UN has decades of experience as humanitarians distributing aid in Gaza yet it seems America is still backing its GHF model run by inexperienced armed security contractors. In light of this, reports that a new plan is being formed for Gaza between the US and Israel don't instill a huge amount of confidence.

37 killed in Gaza as US envoy visits aid sites in enclave

Dozens of civilians were shot at the Gaza Humanitarian Foundation (GHF) aid sites described as 'killing zones', including near the Morag Corridor south of Khan Younis. A drone attack killed two in northern Gaza whilst a body was recovered from the rubble of a previous strike. At least 159 people, including 89 children, have now died from hunger in Gaza as a result of the man-made famine in the enclave, with most occurring the past few weeks according to Human Rights Watch. Around 1383 Palestinians have been killed since May 27 after the introduction of new aid distribution systems, with more than 9000 injured according to a statement issued on Friday by Gaza's health ministry. Only around 100 aid trucks now enter Gaza daily, far below the 600-700 trucks needed to meet basic needs. Germany is the latest country to begin dropping aid into the enclave, though air drops have been widely criticised for the dangers they pose, including landing in heavily-militarised areas and on tents currently housing displaced people. The IPC, the UN food security classification, has officially declared famine-level conditions in Gaza, warning of an unfolding catastrophe unless aid access is immediately scaled up. The US‑backed GHF operates just four militarised aid centres, replacing hundreds of UN‑run sites, forcing civilians into overcrowded, dangerous zones. On Friday, US special envoy Steve Witkoff and Ambassador Mike Huckabee visited GHF aid distribution sites in southern Gaza to assess the situation in person. They toured facilities described as 'death traps' by survivors and human rights groups, amid global outrage over systematic killings at food queues. A White House official said Witkoff will later brief president Donald Trump following his visit, seeking approval for a final plan to accelerate aid deliveries into [[Gaza]]. The total death toll in Gaza has now surpassed 60,000, with thousands missing or presumed dead since the genocide began.

US special envoy Witkoff visits food distribution centre in Gaza

US President Donald Trump's Middle East envoy has visited a food distribution site in the Gaza Strip operated by an Israeli-backed American contractor whose efforts to deliver food to the hunger-stricken territory have been marred by violence and controversy. International experts warned this week that a 'worst-case scenario of famine' is playing out in Gaza. Advertisement Israel's near 22-month military offensive against Hamas has shattered security in the territory of some 2.0 million Palestinians and made it nearly impossible to safely deliver food to starving people. Envoy Steve Witkoff and the US Ambassador to Israel, Mike Huckabee, toured a Gaza Humanitarian Foundation (GHF) distribution site in Rafah, Gaza's southernmost city, which has been almost completely destroyed and is now a largely depopulated Israeli military zone. Steve Witkoff, centre, and Mike Huckabee, centre left, visiting a food distribution site in Gaza City (David Azaguri/US Embassy Jerusalem via AP) Hundreds of people have been killed by Israeli fire while heading to such aid sites since May, according to witnesses, health officials and the UN human rights office. Israel and GHF say they have only fired warning shots and that the toll has been exaggerated. Advertisement In a report issued on Friday, the New York-based Human Rights Watch said GHF was at the heart of a 'flawed, militarised aid distribution system that has turned aid distributions into regular bloodbaths.' Mr Witkoff posted on X that he had spent more than five hours inside Gaza in order to gain 'a clear understanding of the humanitarian situation and help craft a plan to deliver food and medical aid to the people of Gaza'. Humanitarian aid is airdropped to Palestinians over Khan Younis, in the Gaza Strip (Abdel Kareem Hana/AP) Chapin Fay, a spokesperson for GHF, said the visit reflected Mr Trump's understanding of the stakes and that 'feeding civilians, not Hamas, must be the priority'. The group said it has delivered over 100 million meals since it began operations in May. Advertisement All four of the group's sites established in May are in zones controlled by the Israeli military and have become flashpoints of desperation, with starving people scrambling for scarce aid. More 1,000 people have been killed by Israeli fire since May while seeking aid in the territory, most near the GHF sites but also near United Nations aid convoys, the UN human rights office said last month. The Israeli military says it has only fired warning shots at people who approach its forces, and GHF says its armed contractors have only used pepper spray or fired warning shots to prevent deadly crowding. Officials at Nasser Hospital in southern Gaza said on Friday they received the bodies of 13 people who were killed while trying to get aid, including near the site that US officials visited. Advertisement GHF denied anyone was killed at their sites on Friday and said most recent shootings had occurred near UN aid convoys. Mr Witkoff's visit comes a week after US officials walked away from ceasefire talks in Qatar, blaming Hamas and pledging to seek other ways to rescue Israeli hostages and make Gaza safe. Mr Trump wrote on social media that the fastest way to end the crisis would be for Hamas to surrender and release hostages. The war was triggered when Hamas-led militants killed about 1,200 people, mostly civilians, on October 7 2023 and abducted 251 others. Advertisement They still hold 50 hostages, including about 20 believed to be alive. Most of the others have been released in ceasefires or other deals. Israel's retaliatory offensive has killed more than 60,000 Palestinians, according to Gaza's health ministry. Its count does not distinguish between militants and civilians. The ministry operates under the Hamas government. The UN and other international organisations see it as the most reliable source of data on casualties.
