
No action to make danger stretch safe: Family of victim now struggling to survive

Kota Kinabalu: A tragic road accident on July 7 claimed the life of Suzila Adip (40s), who was struck by a Toyota Hilux while crossing the road in front of a bank along Jalan Masak, Keningau. The incident occurred at around 6:20pm, shortly after Suzila returned to her café workplace as a cashier, having bought food nearby.
Advertisement She was crossing the street when the vehicle hit her, causing fatal injuries. Suzila died at the scene. Her untimely death had stirred public outcry. Ivyna Augustine Ensu,President of the Keningau Rural Women's Community Association (PKWPK), spoke out against the hazardous road conditions in the area, which she described as lacking basic safety infrastructure, including road markings, pedestrian crossings, speed limit signs, zebra crossings, and speed humps. 'We live with constant uncertainty. Jalan Masak is one of the main routes for residents, yet there is nothing to help pedestrians cross safely. It feels as though the blame is placed on the victim, but the real culprit is the unsafe road. We urge the authorities to act now before more lives are lost,' pressed Ivyna. Suzila's death had left her family in dire circumstances. Her husband, Nais Embun (57), is a dialysis patient requiring treatment three times a week and is unable to work. With their three children still in school, the loss of their sole breadwinner has severely impacted the family's livelihood. According to Suzina, Suzila's sister, a representative of the driver offered RM3,000 as a 'consolation.' 'It's as if my sister's life held no value. The amount couldn't even cover funeral costs,' she said, expressing disappointment with how the matter was handled. The family of the deceased is appealing for public assistance to help ease their burden during the difficult time. Ivyna also recalled a previous fatal incident at the same location, where another woman with a child were struck while crossing the road, pressing for urgent need for infrastructure improvements. The community is now appealing to local authorities to take immediate action to improve Jalan Masak's safety conditions for both pedestrians and motorists. Ivyna also urged pedestrians to exercise greater caution when crossing the road. She emphasized the importance of staying alert and advised against using mobile phones while navigating traffic, even in areas where signage or zebra crossings are present. 'It's crucial for pedestrians to be aware of their surroundings before crossing. Road infrastructure alone can't guarantee safety, we must all play our part,' she advised. BNM fines Bank Islam, Bank Rakyat, BSN RM7.29m for regulatory breaches
BANK Negara Malaysia (BNM) has imposed a total of RM7.29 million in administrative monetary penalties on Bank Islam Malaysia Bhd (BIMB), Bank Kerjasama Rakyat Malaysia Bhd (Bank Rakyat), and Bank Simpanan Nasional (BSN) for various regulatory breaches, including prolonged service disruptions and lapses in anti-money laundering compliance. In separate announcements, BNM said the fines were issued under the Islamic Financial Services Act 2013 (IFSA), Development Financial Institutions Act 2002 (DFIA), and the Risk Management in Technology Policy Document (RMiT PD). BIMB was fined RM1.75 million for failing to ensure high availability of its critical systems, in breach of the RMiT PD. Between 1 June 2023 and 31 December 2024, BNM said BIMB experienced 'multiple unplanned downtimes that caused prolonged disruptions to its banking services, such as e-banking channels, debit card system and online payment transactions.' BNM found the disruptions were due to 'lapses in executing the response and recovery process to restore the disrupted systems promptly.' Separately, BIMB was fined another RM1.7 million for non-compliance with anti-money laundering and counter-financing of terrorism (AML/CFT) policies. This included delayed sanctions screening and reporting of transactions involving specified entities. 'BNM takes the breach seriously, as transactions were facilitated for the specified entities during the period before the identification and confirmation of positive name matches against the Domestic List,' the central bank said. Bank Rakyat was fined RM2.85 million for failing to meet system availability requirements under the RMiT PD between 1 June 2023 and 31 December 2024. BNM cited 'multiple unplanned downtimes that caused prolonged disruptions to its banking services, such as e-banking channels, Automated Teller Machines (ATMs), including debit and credit card systems.' The bank's non-compliance stemmed from 'lapses in executing the response and recovery process to restore the disrupted systems promptly,' impacting essential banking services. BSN was fined RM995,000 for similar failures in maintaining the uptime of critical systems. Between 1 June 2023 and 31 October 2024, the bank experienced prolonged IT outages that affected customer access to key services. BNM stated that the fine considered factors including 'the severity of the non-compliance, including the impact of the service disruptions on customers and counterparties.' BNM stressed the importance of operational resilience across the banking sector. 'BNM expects all financial institutions to maintain a high level of technology resilience against operational disruptions to ensure the continuous availability of essential financial services. BNM will not hesitate to take appropriate supervisory and enforcement actions when financial institutions fall short of regulatory expectations.' All three banks have since taken remedial actions to strengthen their IT infrastructure and compliance processes. — TMR

3 banks fined more than RM7mil for regulatory breaches
Bank Negara Malaysia said the penalties were determined after considering the severity of the breaches, past compliance records, and effectiveness of remedial actions. PETALING JAYA : Bank Negara Malaysia has imposed more than RM7 million in administrative monetary penalties on three banks for non-compliance with regulatory requirements, particularly relating to system downtime and sanctions screening failures. Bank Islam received two separate penalties totalling RM3,445,000, Bank Rakyat was fined RM2,850,000, and Bank Simpanan Nasional was handed a RM995,000 penalty, said BNM in separate statements today. The central bank said the penalties stem from breaches of the Development Financial Institutions Act 2002, the Islamic Financial Services Act 2013, as well as requirements under its policies on risk management in technology, anti-money laundering, financial sanctions, and countering financing of terrorism. Bank Islam's first penalty, amounting to RM1,745,000, was for prolonged service disruptions between June 2023 and December 2024. BNM said the bank was found to have delayed system recovery, which affected its digital banking services. It has since begun upgrading its IT systems and recovery plans to prevent future incidents. The second penalty against Bank Islam, amounting to RM1,700,000, was for failures in sanctions screening compliance under regulations on anti-money laundering and countering financing of terrorism. These failures included delays in screening non-customer beneficial owners and the bank's entire customer database, resulting in late identification of matches with specified entities. Bank Islam also failed to report its findings in a timely manner. BNM said the bank's lapses were attributed to weak internal processes, inadequate training, and ineffective oversight. It said Bank Islam has since enhanced its sanctions screening systems and procedures. Bank Rakyat was fined RM2,850,000 for failing to meet BNM's requirements for system availability, resulting in multiple service disruptions between June 2023 and December 2024. These outages affected critical banking services such as e-banking, ATMs, and card systems. The disruptions exceeded allowable downtime thresholds due to inadequate response and recovery measures. BNM said Bank Rakyat has since strengthened its IT infrastructure and recovery capabilities. It said financial institutions must ensure that their critical systems are designed for a cumulative unplanned downtime that affects user interface of not more than four hours on a rolling 12-month basis, and a maximum downtime of 120 minutes per incident. BSN was fined RM995,000 for similar failures in meeting downtime requirements. It experienced multiple unplanned outages between June 2023 and October 2024 that disrupted services, including ATMs, e-banking, and card transactions. BNM said the disruptions breached the allowed downtime thresholds because of weak recovery protocols, though BSN has since upgraded its technology infrastructure It said all financial institutions must maintain strong technology resilience to ensure uninterrupted access to essential financial services, adding that non-compliance will result in enforcement action regardless of past performance. The central bank also said the penalties were determined after considering the severity of the breaches, past compliance records, and effectiveness of remedial actions. All three institutions have paid their fines.

Two men killed and another hurt in Ranau, Kuala Penyu crashes

RANAU: A man was killed while another was injured after a Perodua Kancil collided with a palm fruit-laden lorry here on Sunday. Head of Fire and Rescue Department Rantey Fred said the incident occurred at Km 45, Ranau-Telupid Road at about 1.15pm. In the incident, the victim, Sylvester Pius Gulmit, 42, who was driving Perodua Kancil was confirmed dead when receiving treatment at the Paginatan Health Clinic. A passenger, an 18 -year -old man, suffered minor injuries with scratches and injuries to the body. The victim's car was moving from Telupid to Ranau town. 'We received a call at 1.07pm, and the rescue team reached the location situated 45km away at about 1.54pm. 'Upon arriving at the scene, the car was believed entering the opposite lane before colliding with the lorry in the opposite direction,' he said. Rantey said the victims were sent to the Paginatan Clinic before firefighters arrived. The lorry driver was not at the scene. 'The firefighters cut the battery cable to prevent fire,' he said. Meanwhile, he called on all motorists to be extra careful when driving across the district, especially on narrow and bending village roads. 'People are asked to be more careful when driving in rainy weather conditions as well as damaged or under-repaired roads. 'Always be attentive while on the road and give good cooperation to other road users. Do drive slowly especially when on uneven roads. 'Drive prudently and be sensitive to the surrounding conditions, because we all want to reach our destination safely and meet our beloved family,' he said. In KUALA PENYU, a 41-year-old man died after being hit by a Toyota Hilux in a three-vehicle accident on Sunday. Kuala Penyu District Police Chief Supt Wong Leong Ming said initial investigations showed that the Hilux had veered into the opposite lane, colliding with the victim's motorcycle before sideswiping another oncoming vehicle. 'The motorcyclist was thrown from his bike and pronounced dead at the scene by medical personnel,' he said, adding that the body was sent to the Kuala Penyu Hospital for further action. He urged road users to exercise caution, adhere to traffic laws and ensure their vehicles are roadworthy before driving. 'Check your tires, brakes and signal lights beforehand. If there are issues, avoid using the vehicle to prevent accidents,' he said.
