Union Minister of State for Fisheries, Animal Husbandry and Dairying, Prof. S.P. Singh Baghel, in a written reply to the Rajya Sabha on July 30, revealed that bird flu outbreaks in domestic poultry have been reported from Maharashtra, Chhattisgarh, Jharkhand, Andhra Pradesh, Madhya Pradesh, Telangana, Karnataka, Bihar, Uttar Pradesh, and Odisha.

has been launched to promote a disease-free poultry sector with biosecurity guidelines tailored for both backyard and commercial farms.

Assistance to States for Control of Animal Disease (ASCAD)
scheme, financial support is provided for compensating poultry owners for bird culling, strengthening laboratories, research, training, and public awareness.
A
National Joint Outbreak Response Team (NJORT)
, comprising officials from key agencies like the Department of Animal Husbandry, National Centre for Disease Control, ICMR, and ICAR, has been set up to investigate and contain outbreaks.
To ensure continuity in poultry trade during localized outbreaks, the government is enabling the creation of
avian influenza-free compartments
for poultry products, in line with international (WOAH) guidelines.
The use of the
Low Pathogenic Avian Influenza (H9N2) vaccine
, developed using an indigenous seed strain, has been approved to aid disease prevention.
An
AI-powered early warning system
, developed under the
National Animal Disease Referral Expert System (NADRES_v2)
by ICAR-NIVEDI, now offers disease forecasts up to two months in advance to help with early preparedness and response.
The minister emphasized that these coordinated efforts are crucial to minimizing the spread of Avian Influenza and protecting both animal and public health.

Mumbai: A five-year-old in India would typically weigh around 18 kg and stand over 3 feet 6 inches tall, but Naman Khetan from Shegaon was shorter and, like a two-year-old, weighed just over 8 kg. He is among the "lightest to undergo a kidney transplant," which was performed at BMC-run KEM Hospital, Parel. "We took him to local doctors in Shegaon because of his failure to gain weight and found out his kidneys were tiny and non-functional," said his 41-year-old father, Sanjay, a salesman who donated one of his kidneys to Naman on July 15. The family has been in KEM Hospital for "two months to the day," said his mother, Monica. When they first came to KEM Hospital last year, the doctors advised them to start Naman on dialysis. "We wanted him to become 10 kg or 11 kg before carrying out a transplant," said Dr Tukaram Jamale, head of the nephrology department. "But getting a paediatric deceased donor is rare. If a parent is donating, then there is the issue of surgically fitting the adult kidney into the child's small abdomen," said Dr Jamale. The Khetans were called to Mumbai as soon as Sanjay confirmed he would donate. The medical teams held meetings over a month, discussing the challenges of operating on the "lightest recipient." "Our previous lightest recipient was 13 kg," said Dr Jamale. Head of KEM Hospital's urology department, Dr Sujata Parwardhan, who performed the transplant, said they were particularly concerned about the blood vessels. "We had cardiovascular surgeons with us," she said. The placement of the oversized donor kidney in the child's abdomen was closely discussed. As Naman was highly malnourished, the dose of anaesthesia and fluids had to be planned to "millimetre precision," said Dr Patwardhan. On July 15, however, most of the surgical issues were sorted out easily. The country's first kidney transplant was carried out in KEM Hospital in 1965, and we have been doing difficult cases with good results for patients since then, said KEM Hospital dean, Dr Sangeeta Ravat. Dr Bharat Shah from Gleneagles Hospital and secretary general of the Zonal Transplant Coordination Centre (ZTCC) said that while younger recipients have been reported, Naman's 8 kg-at-5-years label makes it a challenging case. "An early transplant is best for a child as they don't tolerate dialysis well," he said. As for Naman, discharge is likely in a couple of days. "Naman couldn't join school as he was too tiny. Union Minister of State for Science & Technology Jitendra Singh inaugurated the nation's first 'Animal Stem Cell Biobank', a state-of-the-art facility that will store and preserve high-quality stem cells from various animal species, at the National Institute of Animal Biotechnology (NIAB), a premier institute under the Department of Biotechnology's Biotechnology Research Innovation Council (BRIC), in the city on Saturday. The Minister also unveiled a set of five breakthrough technologies developed by NIAB for protecting animal health and safeguarding farmer livelihoods like BruDIVA – diagnostic test that distinguishes between animals infected with brucellosis and those vaccinated to track and control the disease more effectively. Udder Care: An affordable, field-friendly kit for early detection of mastitis, a common udder infection in dairy cattle which reduces milk production and quality. CureCheck: A portable device for rapid antibiotic sensitivity testing in livestock infections such as mastitis providing results in under two hours. Toxo Antibody Rapid Test:A simple, on-the-spot test for detecting toxoplasmosis, a parasitic disease affecting both humans and animals causing abortions and stillbirths in livestock. RapiChex JE NS1 Test: A rapid, point-of-care diagnostic kit for Japanese Encephalitis, a mosquito-borne viral disease affecting humans and animals. Dr. Singh praised the NIAB research team and said that field-ready and affordable innovations will play a crucial role in improving animal health, increasing livestock productivity, and securing farmers' livelihoods. Besides, such advances also strengthen India's ability to combat zoonotic diseases, illnesses that spread from animals to humans and account for nearly two-thirds of new and emerging diseases globally, including COVID-19. Director General of BRIC and DBT secretary Rajesh S. Gokhale noted that knowledge-driven livestock production and the sustainable use of livestock as a biological resource form a key pillar of India's growing bioeconomy. He commended NIAB director Dr. G. Taru Sharma for steering farmer-focused innovations that bridge cutting-edge science with field-level impact. The Animal Stem Cell Biobank, developed in partnership with HiMedia Laboratories, will provide quality-controlled animal stem cells and indigenous, cost-effective cell culture media to veterinary clinics, research institutions, hospitals, and industry, he said. He also laid the foundation stone for a new hostel and residential block on the institute's campus to support its growing scientific community, said a press release.
