
PAC Slams NHAI, Seeks Comprehensive Audit Of Operations
The recommendations were outlined in the PAC's latest report, tabled in Parliament. The committee called for broad-based consultations during the design phase of highway projects, involving Members of Parliament, other public representatives, and state-level experts. The report noted that the NHAI itself had admitted to a design flaw at Kooriyad in Malappuram district.
The PAC has recommended strict action against officials responsible for such lapses. Further, the committee urged that companies found negligent should be blacklisted and barred from receiving future contracts. The PAC also flagged serious concerns over the awarding of subcontracts at substantially reduced amounts compared to the original tenders.
Citing a striking example, the report revealed that the Kadambattukonam–Kazhakootam stretch of the National Highway was awarded for Rs 3,684 crore, but subcontracted for just Rs 795 crore.
An overall review of Kerala's highway projects showed that, on average, subcontracts accounted for only 54 per cent of the original tender value. This sharp difference, the committee warned, could compromise quality and accountability.
The PAC recommended that the Ministry of Road Transport and Highways conduct a detailed evaluation of subcontracting practices. It also stressed the need for the NHAI to have an internal mechanism for preparing and approving project designs, ensuring quality control from inception to execution.
In a significant reform proposal, the PAC suggested creating a dedicated regulatory authority to determine toll rates. Such a body, it argued, would ensure greater transparency and fairness in toll collection, addressing public grievances over high or arbitrary charges.
The report's findings are expected to intensify scrutiny of highway development in Kerala, where land acquisition challenges, design disputes, and quality concerns have often delayed projects.
Incidentally, the NH-66 project has been under scrutiny since May this year, when stretches of the under-construction highway collapsed in three districts.
Both state Public Works Minister P.A Mohammed Riyas and Chief Minister Pinarayi Vijayan faced criticism, notably from Venugopal, who conducted an on-the-spot inspection when the under-construction highway collapsed. Venugopal then accused Vijayan of claiming credit for the project until its collapse and then avoiding a site visit despite being in Malappuram for two days at the time.
In June, in an effort to control the political damage, Vijayan and Riyas rushed to Delhi and secured an assurance from Union Road Transport and Highways Minister Nitin Gadkari that the damaged stretches would be rebuilt and the entire project would be completed on time -- to be handed over as a "New Year gift" for Kerala.
Now, with PAC asking for an immediate CAG audit, this is going to be one which will see the erstwhile political rivals taking on one another on the issue.

Chitrakoot link e-way gets govt nod for land acquisition
Lucknow: Clearing another hurdle to expedite development work in Bundelkhand region, state govt gave its go-ahead to UP Expressways Industrial Development Authority (UPEIDA) to spend Rs 188.6 crore on acquiring land required for construction of Chitrakoot Link Expressway. A total of 9.52 hectares private land needs to be aggregated in the Karvi sub-division. On Jul 22, Yogi Adityanath govt cleared a budget of Rs 940 crore for the 15-km long expressway, out of which Rs 188.6 crore will be utilised to acquire last few land parcels before starting civil work. Though the 296-km long Bundelkhand Expressway already connects Etawah to Chitrakoot via Banda, Mahoba, Hamirpur, Jalaun and Auraiya, another spur route is being provided in the district to attract investors interested in setting up a unit under the defence corridor or under the integrated manufacturing and logistics cluster, the two flagship schemes floated by UPEIDA for industrial development. Moreover, the link route would also bring down commute time to Karwi, the district headquarters. The authority has surveyed Ranipur Bhatt, Gonda and Ahmadganj villages to scout for the remaining land and put up a proposal before the state to take over the required land parcels. Officials said the spur route would result in increasing vehicular movement on Bundelkhand Expressway as an increased number of motorists from Madhya Pradesh would ply via the 296-km long high-speed corridor to travel within UP and to Delhi and the National Capital Region. Two arrested in 2010-11 Minority Pre-Matric Scholarship scam
Lucknow: The Economic Offences Wing (EOW) team on Thursday arrested two individuals from Meerut in connection with the embezzlement of Rs 4 crore, earmarked for the Minority Pre-Matric Scholarship during the 2010-11 fiscal year. The accused — Dharmapal Singh alias Brahmpal and Mohsina Khan — were booked under IPC sections of 409, 420, 467, 468, 471, 120B of the Indian Penal Code, along with section 8 of the Prevention of Corruption Act. The Minority Pre-Matric Scholarship, provided by the Government of India, was intended to support minority students. However, it is alleged that the funds were misappropriated by school and madrasa administrators, headmasters, and managers, in collusion with the then district minority welfare officer of Meerut and others. The investigation into these allegations is being conducted by the EOW, Meerut sector. Dharmapal, manager of Nav Shishu Vidya Mandir, Nihori, Meerut, and Mohsina, manager of Mohsina Islamic Madrasa, Zakir Colony, Meerut, were wanted in these cases. They allegedly embezzled the scholarship funds provided by the Government of India, causing significant financial loss to the state. CM unveils Dial-112 as state's new all-in-one emergency helpline
Bhopal: CM Mohan Yadav on Thursday inaugurated the new integrated quick response service in emergency situations Dial-112 that replaced the existing Dial-100. Congratulating the MP Police on the launch of Dial-112, the CM said it was a new initiative to enhance police responsiveness. The CM further said: "In today's era of minimum govt, maximum governance, Dial 112 will play a key role as a 'one number for all emergency services' facility'." Police control rooms have been equipped with advanced technology and first response vehicles (FRVs) have been fitted with modern equipment. The Dial-100 model of MP has already been adopted by other states, including Uttar Pradesh. Through its vigilance and efficiency, Dial-100 has ensured the safety of 2.23 lakh elderly citizens, more than 19 lakh women, 1,300 newborns and reunited 23,000 missing children with their families, a significant achievement for the MP Police. The newly launched Dial 112 service will provide all possible assistance to citizens in various emergencies. The state govt has allocated over Rs 1,500 crore for these vehicles, reaffirming that citizens' safety remains its top priority, Yadav said. DGP Kailash Makwana called the launch of Dial-112 a historic occasion.
