BBMP proposed to be split up into five corporations

Brand Bengaluru Committee, that presented the first draft of the Greater Bengaluru Governance Bill, 2024, that provided for multiple corporations in the city's civic limits, has proposed the Bruhat Bengaluru Mahanagara Palike (BBMP) be divided into five corporations.
The Committee made a presentation of the same with the proposed boundaries of the five corporations to Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar and Home Minister G. Parameshwara on Monday.
Revenue difference ₹100 crore
The Brand Bengaluru Committee has proposed five corporations - Central, North, East, West, and South, sources said. The proposed corporations have been drawn with maintaining balance in revenue generation and to avoid Assembly constituencies being cut in multiple corporations, as two key criteria.
The maximum variance in the revenue generation capacity of these proposed five corporations is said to have been kept at ₹100 crore and only three to five Assembly constituencies would be cut into multiple corporations, sources said. Mahadevapura and K.R. Puram Assembly constituencies that house the city's IT corridor and hence generate the highest revenue will be split up into multiple corporations, sources said.
However, this has led to wide variance in the area and population of these proposed corporations. While population density is high in the west, its revenue generation capacity is low, and its converse is true in the present East and Mahadevapura zones. Keeping balancing revenue generation capacity as a key criteria, has led to proposed corporations where the largest corporation is more than double the size of the smallest, and population also varies in the ratio of 1:3 between the smallest and largest corporations, sources said.
'Will take opposition into confidence'
Following the meeting, Mr. Shivakumar told media persons that he had told the committee chairman that the Opposition leaders need to be taken into confidence on the report, following which he would discuss it in the Cabinet. 'The corporations would be formed within the existing boundaries of the BBMP and it would be expanded at a later date. We need to conduct elections as early as possible,' he said.
Bharatiya Janata Party (BJP) and Janata Dal (Secular) have consistently opposed the idea of splitting up BBMP into multiple corporations. It can be recalled that it was a JD(S)-BJP government which expanded the erstwhile civic body in 2007 to include 110 villages, multiple city and town municipal corporations from 225 sq km to 709 sq km to form BBMP. During the previous BJP regime, the State government brought in BBMP Act, 2020, a dedicated law to govern Bengaluru, but under a single corporation set up.
The State government is keen to put out the proposed boundaries of multiple corporations over the next one month, seeking objections from the public. The government has committed itself in the court to hold elections by the end of the year, sources said. Come September this year, it will be five years without an elected council in the city.

New Delhi, Jul 31 (PTI) More than 55 per cent of Delhi University students have chosen to continue with the fourth year of studies under the Four-Year Undergraduate Programme (FYUP), ahead of the new academic session beginning August 1. According to DU Vice-Chancellor Yogesh Singh, around 31,004 of around 71,000 eligible students have opted out of the fourth year, which means over 55 per cent have chosen to pursue the optional final year. 'It is as per our expectations. We expected the same kind of numbers. We are all prepared for this new beginning," Singh told PTI. The FYUP, introduced under the National Education Policy (NEP) 2020, allows students to exit after one, two, or three years with a certificate, diploma, or degree respectively. Those who complete the fourth year are awarded an 'Honours with Research' degree, with a focus on research, entrepreneurship, and skill-based learning. Singh, who had earlier called the fourth year a 'game changer", said, 'This is the first time the focus is on research, entrepreneurship and skill." The fourth year of FYUP is being implemented for the first time this year, and while the university sees the continuation rate as encouraging, some teachers' associations and educationists have raised concerns about its structure. Critics have pointed to possible dropout risks, unprepared infrastructure, and a lack of clarity about the fourth-year curriculum. There are also concerns about stretched faculty and limited funding for the programme's additional demands. Addressing these issues, the VC said, 'Don't worry. If facilities are not available, they will be created. It is in the interest of our students." He also assured students and parents that the university has made all necessary arrangements for both first-year students and those entering the fourth year. 'It is a matter of happiness that one of the country's best higher education institutions is going to start another academic year. We will welcome our students with open arms," he added. 1 2 Patna: Patliputra University (PPU) vice-chancellor Upendra Prasad Singh on Thursday conducted a comprehensive review of the National Education Policy (NEP) 2020 and directed the formation of a dedicated task force to oversee its implementation in all affiliated institutions. The review meeting, held at the university headquarters, focused on accelerating the adoption of the four-year, choice-based credit system (CBCS) as prescribed by NEP 2020. Stressing the need for structured and timely action, the VC called for a learner-centric approach that accommodates the diverse academic and career aspirations of students. The DSW said the task force would examine various aspects critical to the successful rollout of the NEP, including curriculum restructuring, faculty training, infrastructure assessment and coordination with the University Grants Commission (UGC) and other regulatory bodies. "The VC has asked all university departments to begin internal consultations and submit detailed reports on how their current programmes could be aligned with the new four-year undergraduate framework," said the DSW. With this move, Patliputra University joins the ranks of institutions across India actively working to implement the NEP 2020, aimed at transforming the country into a global knowledge hub, the DSW added.

1 2 New Delhi: Education minister Ashish Sood on Thursday attended a vocational placement drive at Sarvodaya Vidyalaya in Rohini. The initiative aimed to provide job opportunities to students from Delhi govt schools who completed vocational training along with their Class XII education in the academic year 2024–25 or earlier. More than 30 reputed companies participated in the placement drive organised by the Directorate of Education. Sood held discussions with representatives of these companies, seeking clarity on the selection process, job roles, salaries and facilities. He also spoke with the students about their career goals. Parents, school staff and representatives from various industries were present at the event. "Over the next five years we plan to implement transformative changes in govt schools at multiple levels," the minister said.
