South Africa: Tourism budget proposes $134mln for 2025/26
Speaking in Parliament, Minister de Lille highlighted the budget's alignment with the Government of National Unity's Programme of Action, aimed at driving inclusive economic growth, reducing poverty, and building a capable state. She emphasised the importance of tourism as a key economic driver, referencing its central role in the National Development Plan and the Tourism Sector Master Plan.
Budget highlights
• R1.3bn allocated to SA Tourism, the Department's main entity.
• R331m dedicated to destination development, primarily funding the Working for Tourism Programme.
• R331m earmarked for Tourism Sector Support Services, covering incentive schemes such as the Green Tourism Incentive Programme (GTIP), Market Access Programme, Tourism Grading programme, and Tourism Transformation Fund (TTF).
Addressing oversight and improving governance
Minister de Lille outlined the department's response to Portfolio Committee concerns, including:
• Finalising the Tourism Amendment Bill to address short-term rentals, grading enforcement, and governance.
• Reviewing outdated strategies on heritage and cultural tourism, domestic growth, rural tourism, service excellence, and climate change.
• Strengthening fund management with clear deliverables, 60-day approval targets, and consequence management.
• Implementing a Community Tourism Aftercare programme offering post-handover support to community lodges.
• Enhancing digital transformation through a Digital Maturity Roadmap, real-time tourism dashboards, and mobile tools.
• Applying a Sector Risk and Mitigation Plan focusing on climate change, health, safety, and governance.
• Increasing transparency via quarterly public dashboards on EPWP placements, fund disbursements, and risk metrics.
Tourism performance and economic impact
The Minister reflected on the sector's strong performance in 2024/25:
• International visitor arrivals reached a peak of 9.1 million.
• Domestic overnight travel increased to 40 million trips from 37.7 million the previous year.
• International tourists contributed R92.8bn in foreign direct spend.
• Domestic tourism grew by 7.6% to R133.1bn.
• 76% of the budget was directed to growth-and-jobs initiatives, with 40% procurement from SMMEs and 40% from women-owned businesses.
• The Green Tourism Incentive Programme retrofitted 103 properties.
• Support was given to 266 SMMEs at global trade shows via the Market Access Support Programme.
• R144m was spent to train and deploy 2,305 Tourism Monitors.
• Major policy achievements included completing the Tourism Master Plan, Tourism White Paper, and Tourism Route Development Marketing Plan.
• The Trusted Tour Operator Scheme, in collaboration with Home Affairs, welcomed the first Chinese and Indian travellers via digital visas.
Tourism growth partnership plan
The department introduced the Tourism Growth Partnership Plan with five pillars to drive sustainable sector growth by 2030:
1. Ease of access – visa reform, air and road connectivity
2. Coordinated destination marketing – covering international, continental, domestic, and MICE markets
3. Tourist safety and security – awareness and crisis management
4. Tourism product development – infrastructure and immersive experiences
5. Job creation – youth employment acceleration and skills development
An upcoming Execution Lab will engage sector leaders to implement these goals.
Marketing and product development initiatives
The flagship 'South Africa Awaits – Come Find Your Joy!' campaign reached seven key markets, boosting website traffic by 35% and generating 1.2 million digital engagements. Domestic campaigns like 'Sho't Left/Travel Week' saw a 9% increase in provincial travel and supported 914 new jobs.
The Department plans to spend R20m marketing National Domestic Tourism and has commissioned new tracking surveys to gain real-time visitor insights.
Efforts continue to maintain Africa's position as a leading hub for Meetings, Incentives, Conferences, and Exhibitions (MICE), aiming to increase exhibitor diversity by 15% for Meetings Africa and Travel Indaba 2026-2028.
Tourism product development will receive R95m for the maintenance and enhancement of Department-owned sites, community tourism lodges, and branded routes in villages and townships. The department will host its first Tourism Investment Conference in Cape Town in September 2025.
Minister de Lille reaffirmed the government's commitment to leveraging legislative, operational, and strategic interventions to strengthen tourism, remove barriers, and embed innovation. The sector is positioned as a catalyst for a resilient and inclusive South African economy.

African Development Bank and Invest in Africa Sign $850,000 Grant Agreement to Boost Inclusive Green Jobs in Ghana and Senegal
The African Development Bank ( has signed a $850,000 grant agreement with Invest in Africa (IIA), a non-profit organization, to support the MicroGREEN project to provide livelihood opportunities for marginalized and vulnerable groups in Ghana and Senegal. Titled, Strengthening Women, Youth, and People with Disabilities' Micro-Entrepreneurship for Green Jobs in Natural Resources, this initiative aims to generate up to 500 green jobs, focusing on the agroforestry, fisheries, and biodiversity conservation sectors. It is funded through the Bank's Fund for African Private Sector Assistance (FAPA), alongside an initial $1 million grant commitment by the Bank's Youth Entrepreneurship and Innovation Multi-Donor Trust Fund to support the project over two years. These targeted sectors hold high potential for climate-resilient employment and require a skilled workforce capable of managing ecosystems and deploying green technologies. Despite their potential, women and youth in Africa remain largely underrepresented in Africa's sustainable growth sectors. Increasing their participation, especially in employment-intensive green industries, could accelerate inclusive and resilient economic development across the continent. The FAPA grant will fund the Capacity Development and Value Chain Enhancement component of the MicroGREEN project. Many small and medium enterprises (SMEs) in fragile or transitional economies like Ghana and Senegal face limited access to entrepreneurship training and business development services. These constraints are particularly acute for women- and youth-led enterprises and are compounded by high service costs and systemic socio-economic and gender-based barriers. To help address these challenges, the MicroGREEN project will deliver high-quality entrepreneurship training, tailored business development services, and mentorship programs for women, youth, and people with disabilities in agriculture-based sectors. By strengthening capacity and integrating micro enterprises into green value chains, the project seeks to stimulate local job creation and promote inclusive participation in Africa's green economy. Invest in Africa will serve as the implementing partner for the project. As a non-profit organization, IIA is dedicated to supporting African SMEs by facilitating market access, developing skills, and improving access to finance. FAPA is a multi-donor trust fund that supports technical assistance and capacity building initiatives aligned with the African Development Bank's Private Sector Development Strategy. The Government of Japan is FAPA's primary donor. Since its inception, FAPA has financed over 100 projects across more than 38 African countries, committing more than $80 million to improve business environments, deepen financial systems, and foster the growth of micro, small, and medium enterprises. Qatar maintains tourism growth in first half of 2025, achieving record visitor numbers
The tourism sector in Qatar continued its strong growth during the first half of 2025, welcoming more than 2.6 million international visitors between January and June, representing an increase of 3% compared to the same period last year. Visitors from Gulf Cooperation Council (GCC) countries accounted for 36% of arrivals, followed by visitors from Europe at 26%, Asia and Oceania at 22%, and 7% each from the Americas and other Arab countries. These figures underscore Qatar's standing as a preferred destination in both regional and international markets. Qatar saw visitors arrive by air (57%), by land (33%), and by sea (9%), reflecting the success of the country's multi-access strategy that ensures ease and smooth entry for visitors from around the world. This growth coincided with solid performance in the hospitality sector, with hotels recording an average occupancy rate of 71%, an increase of 2 percentage points compared to the same period in 2024. A total of 5.23 million hotel nights were sold, marking a 7% rise from the first half of last year. Commenting on these achievements, His Excellency Mr. Saad bin Ali Al Kharji, Chairman of Qatar Tourism and Chair of the Board of Directors of Visit Qatar, said:"The figures for the first half of 2025 confirm the success of our comprehensive strategy to strengthen Qatar's position on the global tourism map and to develop the tourism sector as a key pillar in diversifying the national economy, in line with the goals of Qatar National Vision 2030. Qatar's strong tourism performance is the result of a robust strategy led by Qatar Tourism and supported by its promotional arm, Visit Qatar. Media Campaigns and Events In the first half of the year, Visit Qatar launched several regional and global media campaigns to attract visitors from key target markets. This included the recent "Moments Made for You" campaign, which highlights the range of experiences available during the summer season and invites visitors from GCC countries and beyond to discover Qatar. Visit Qatar also released a promotional film featuring English footballer David Beckham, showcasing the country's diverse tourism offerings, from heritage and culture to modern attractions and natural sites. Additionally, Visit Qatar expanded its stopover promotion campaigns, focusing on priority markets including the United Kingdom, United States of America, South Africa, China and Australia. These campaigns coincided with major events such as the Qatar Toy Festival, which recently completed its third edition, attracting over 130,000 visitors, a 12% increase from the previous year. Other notable events included the Doha Jewellery and Watches Exhibition 2025, Ras Abrouq, Sealine Season, Shop Qatar, and Qatar International Food Festival, alongside key initiatives such as Scoop on the Sea and the ongoing whale shark tours. The 2025/2026 cruise season will launch in November 2025, building on the success of the previous season, which saw 87 cruise ships dock in Qatar, a 19% increase from the year before, and welcomed over 360,000 visitors, up 4% from the prior season. The second half of the year will also feature the inaugural T100 Triathlon World Championship finals in Doha, held in partnership with the Professional Triathletes Organisation. Other highlights include the FIFA Arab Cup Qatar 2025™️, the F1® Qatar Airways Qatar Grand Prix 2025, the third Qatar Tourism Awards, the unveiling of the Michelin Guide Doha 2026, along with several other events to be announced soon.
