FBR document submission process highlighted

LAHORE: In a recent awareness lecture on withholding tax at the Lahore Tax Bar, Member Inland Revenue Muhammad Mohsin Virk shed light on the process of filing and pursuing cases before the Appellate Tribunal.
Virk emphasized the importance of following proper procedures when submitting documents to the Federal Board of Revenue (FBR).
According to Virk, when documents go missing and cases are decided against taxpayers, they often argue for case restoration, claiming that the documents were submitted to the FBR. However, they fail to provide proof of submission in the form of a receipt.
He clarified that the only way to ensure proof of document submission is by getting the documents recorded in the FBR's record. He stated, 'If documents are submitted without proper recording, it becomes the taxpayer's responsibility to prove submission.' He stressed that once documents are properly recorded, it becomes the department's responsibility to safely keep them.

This has landed Pakistan in a fix with the IMF, which is now insisting on a one-fourth increase in sales tax base. The Fund has also outright rejected the appeasement package doled out by the government to unregistered persons in the form of an additional 4% sales tax. This was to be charged over and above the standard 18% sales tax. A glance at this crisscross hints at capitulation of the revenue generation system, and its utter inability to broaden the tax net which is hardly composed of 200,000 registered sales tax persons, of which only 60,000 pay any tax. The tactic on the part of unregistered business circles to accept the punitive 4% extra tax is a ploy. First, the cost of it is passed on the consumers, and second, it offers them a convenient route to evade direct taxation. What makes it more horrendous is the authorities' audacity to accede to the unfair demands of the business community, and that too at the cost of national interest. It is ironic that the government has no consolation or relief for the salaried persons who are taxed at source of their income and have contributed a staggering Rs545 billion during FY25, as big-ticket business, feudal, real-estate and holy cows go unscratched. The tax sleuths must work on a realistic format of broadening the scope of taxation, and that means not only genuine reforms in the culpable bureau but also application of stringent laws to rope in the dodgers. It has no choice but to be obliged to the IMF that wants, at least, 50,000 more persons in the sales tax net. It's high time for the FBR to focus on the budgetary tax target of Rs14.13 trillion, which is 9% more than in the previous year, and not to be content with unverified claims of collecting Rs455 billion additional tax from retailers. A new and ordained across-the-board tax regime is indispensable if the economy has to stand on its feet.

BYD officials and auto sector experts believe the launch of Shark 6 PHEV will help fill the market gap, while attracting customers through its comfort, features, and luxury in comparison with other pickup trucks. Talking to Business Recorder earlier this week, PakWheels co-founder Suneel Munj said because of poor road infrastructure and for want of a proper charging network, PHEV was being launched so that commuters could use both plug-in hybrid and engine.

Senator Faisal Vawda has strongly criticised a "Federal Board of Revenue (FBR) officer over mistreatment of the public" and demanded the officer's immediate dismissal, not suspension. The senator's reaction came on viral video making rounds on social media depicting an official in Karachi traffic police uniform intercepting an unregistered vehicle bearing the FBR logo and no number plate. In a tweet shared on X, Vawda expressed disappointment that "neither the Prime Minister, nor the Finance Minister, nor the FBR Chairperson had yet taken action against the official". He noted he had maintained strong working relations with them for the country's progress. 'It must be made clear that suspension is not enough. This officer, who behaves like a tyrant with the very public he is paid to serve, must be dismissed from service,' the senator said, calling such conduct "unacceptable under any circumstances". The tweet came after a video circulated on social media showing Karachi traffic police stopping an unregistered vehicle bearing an FBR logo and no number plate. During the encounter, the driver lost his temper and behaved inappropriately with the traffic officers. Earlier, FBR decided to purchase 1,010 new vehicles worth over Rs 6 billion. According to official documents, FBR had issued a letter of intent to a company for the procurement, which was planned in two phases. An advance payment of Rs 3b was to be made for the first batch of 500 vehicles, covering the full cost of that phase. The remaining payment was to be made after the delivery of the first batch. The delivery of all 1,010 vehicles was scheduled between January and May 2025.
