Negeri Sembilan wins most progressive state award at IBR ASEAN 2025
The recognition highlights the state's achievements in key areas such as investment attractiveness, tourism, and sustainable development.
Menteri Besar Datuk Seri Aminuddin Harun stated that the award reflects the state government's commitment to progress.
'This recognition is more than just an award. It is a testament to the collective efforts of the Negeri Sembilan administration at all levels, guided by our principles of Clean, United and Prosperous,' he said.
The evaluation covered 20 criteria, including financial security, ease of doing business, tourism growth, industrial development, and environmental preservation.
The judging panel comprised local and international experts from diverse sectors.
State executive councillor Teo Kok Seong and State Economic Planning Unit director Dr Arwan Sabri accepted the award at the Sabah International Convention Centre in Kota Kinabalu last Saturday. – Bernama

SEREMBAN: The Negeri Sembilan government fully supports the ban on the sale and use of vapes in the state but insists that clear and firm regulations must accompany the prohibition to ensure effective enforcement. Menteri Besar Datuk Seri Aminuddin Harun emphasised that without specific laws, the ban may prove ineffective as sales and usage continue unchecked. 'The Conference of Rulers has agreed for states to ban vape, and it appears all states are in favour. However, when there is an agreement but no accompanying regulation, this needs to be reviewed so that laws can be enforced,' he told reporters at the Negeri Sembilan legislative assembly. Aminuddin, who is also the Port Dickson MP, warned against a situation where the ban is announced but sales remain rampant, rendering the prohibition meaningless. He urged security forces and enforcement agencies, including the Health Ministry (MOH), to intensify efforts to prevent vapes containing prohibited substances like magic mushrooms from entering the market. Responding to a supplementary question from Datuk Mohd Asna Amin (BN-Lenggeng), Aminuddin stated that the state will defer to the Federal Government to finalise regulations before officially enforcing the ban. He clarified that under Section 3 of the Control of Smoking Products for Public Health Act 2024, all smoking products must be registered with the MOH before import, manufacture, or distribution. 'Smoking products containing prohibited substances regulated under the Poisons Act 1952, including psilocybin from magic mushrooms, will not be approved for registration,' he said. The statement came in reply to Suhaimizan Bizar's (BN-Gemencheh) query on curbing vape abuse and ensuring targeted enforcement to avoid unfairly affecting legitimate businesses. - Bernama

Negeri Sembilan rare earth elements to boost state revenue from 2027
SEREMBAN: The Negeri Sembilan state government anticipates rare earth elements (REE) to significantly enhance state revenue starting in 2027. Menteri Besar Datuk Seri Aminuddin Harun revealed that two approved mineral tenement licenses are projected to generate RM18 million. 'REE deposits identified in districts like Kuala Pilah and Jelebu are expected to play a major role in state income,' Aminuddin said during the State Legislative Assembly session. He was responding to a query from Datuk Seri Mohamad Hasan (BN-Rantau), presented by Kamarol Ridzuan Mohd Zain (PN-Paroi), regarding progressive revenue strategies for the B40 group. Additional revenue streams include water commodity transformation and service charges promoting economic sustainability. The state government's quit rent amendment (PCT) and parcel tax adjustments under the National Land Code and Strata Titles Act could raise RM400 million in quit rent revenue by 2029. To further bolster income, the Forestry Department will introduce conservation fees for selected Forest Eco Parks. Citizens will pay RM3 per entry, while non-citizens will be charged RM6, with exemptions for children, seniors, and persons with disabilities. Ulu Bendul Rimba Eco Park will pilot the initiative. 'The fee is designed to be affordable, ensuring minimal burden on the B40 group while funding forest conservation and facility maintenance,' Aminuddin explained. The move aims to improve recreational safety and comfort while supporting environmental efforts. SEREMBAN, Aug 1 — The water tariff hike in Negeri Sembilan will not burden the public but instead lead to improved services in the future, says Menteri Besar Datuk Seri Aminuddin Harun. He said the revision was not decided arbitrarily but was thoroughly studied and discussed with the Ministry of Energy Transition and Water Transformation (PETRA), noting that most states have also agreed to the increase. 'This adjustment will bring long-term benefits, particularly in restructuring Negeri Sembilan's RM700 million debt to Pengurusan Aset Air Berhad incurred during the construction of the Ngoi-Ngoi 2 Water Treatment Plant, as well as funding the construction of new dams. 'Revenue from the new tariff will also enable better management of non-revenue water and a comprehensive pipe replacement programme, which in turn will help improve the quality of service,' he told reporters after launching the Negeri Sembilan-level Fly the Jalur Gemilang 2025 campaign here today. Aminuddin, who is also the Port Dickson member of parliament, added that operating costs have risen sharply, particularly due to higher electricity tariffs, which have increased the state's monthly water pumping expenses, especially for commercial and industrial sectors, by RM700,000 since last July. He said domestic consumers will continue to enjoy subsidies for up to 40 cubic metres of water consumption, with the first 20 cubic metres fully subsidised and the next 20 cubic metres charged at the minimum rate. 'We only make a margin of about 10 sen from the cost of water treatment and management. Even with the tariff adjustment, domestic consumers still pay below the actual cost. 'The real cost of water treatment in the state is between RM1.10 and RM1.15 per cubic metre, but consumers are only charged around 70 sen, meaning the government continues to bear a subsidy of more than 40 sen,' he said. He urged the public to understand the rationale behind the tariff increase and to support the state government's efforts to ensure long-term water supply sustainability. Yesterday, it was reported that domestic water tariffs in almost all states in Peninsular Malaysia and the Federal Territory of Labuan will be increased from Aug 1, following the gazettement of the new water tariff structure announced by the National Water Services Commission (SPAN). The adjustment involves an average increase of 20 sen per cubic metre, raising the new rate to RM2.75 from RM2.55 previously. The revision, however, does not affect domestic users in Perak. — Bernama
