Rs300 billion set aside for law and order maintenance
The announcement marks one of the largest-ever investments in internal security in the province's history, with emphasis on technology-driven policing, prison reform and the establishment of specialised crime-fighting institutions.
More than Rs200 billion of the total allocation has been reserved for non-development expenditures, primarily covering operational costs and salaries for police across Punjab.
Meanwhile, over Rs10 billion will be spent on development schemes in the police, prisons and Rescue 1122 sectors.
A highlight of this year's budget is the establishment of the Crime Control Department (CCD) tasked with investigating heinous and organised crimes across the province. The CCD will be headquartered in Lahore and will receive a total Rs6.54 billion. This includes Rs3.24 billion under the Annual Development Programme (ADP) for the construction of its state-of-the-art headquarters and investigative facilities, while another Rs3.3 billion is earmarked for staffing, logistics and operations.
The government has rolled out a plan to upgrade police infrastructure, with Rs600 million allocated for the renovation and modernisation of police stations across all districts. Additionally, Rs734.7 million has been allocated to bolster the Police Training School in Rawalpindi, while the Specialised Protection Unit (SPU) headquarters in Lahore will receive Rs797.2 million.
To improve crowd control and tactical response capabilities, Rs382 million has been approved for the establishment of an Anti-Riot Headquarters in Lahore. Meanwhile, construction of new administrative facilities and residences is under way, including Rs450 million for the DPO office and residence in Murree, Rs350 million for investigation offices in Mandi Bahauddin and Rs280 million for officers' residences in Lahore.
Emergency services under Rescue 1122 are set for expansion, with Rs508 million allocated for current and new initiatives. The Emergency Services Academy in Lahore will undergo a Rs352 million upgrade to improve training capacity, while two new rescue stations will be developed in Gujrat's Mangowali and Kathala Chowk areas at a cost of Rs291.8 million.
Furthermore, Rs50 million will support Community Emergency Response Teams (CERTS) in rural areas, aiming to bridge emergency response gaps in under-served regions of Punjab.
The government plans to significantly invest in the surveillance and command-and-control systems through its Smart Safe Cities and Tehsil Project. The Lahore Safe City initiative will be revamped with Rs1.2 billion to install high-resolution cameras and AI-based threat detection tools.
To complete Smart Safe Cities in 19 additional districts, Rs2.54 billion has been earmarked, while Rs5.8 billion will fund the CM's Tehsil Project, which brings surveillance infrastructure to high-crime divisions across the province.
The flagship Lahore Prisons Complex will receive Rs6 billion for construction of a modern correctional facility featuring vocational training, rehabilitation programmes and high-security zones. Another Rs4.8 billion will go toward building a new district jail in Sialkot with a capacity of 1,500 inmates.
For ongoing prison infrastructure improvements, Rs674.5 million has been allocated for staff accommodations and inmate reintegration initiatives.
Additional funds include Rs65.6 million for the expansion of Child Protection Units in eight districts and Rs1.17 billion for establishing inter-provincial joint checkpoints at key locations like Attock and Bhakkar to counter crime and smuggling across the provincial border.

Punjab Chief Minister Maryam Nawaz Sharif has said that Quaid-i-Azam's Pakistan is the homeland of all citizens who are safe and free in the country with their faith. In her message on National Minorities Day, she paid tribute to all minority communities who "always remain active for the development and prosperity of their beloved homeland". She stated that the minorities were the pride of Pakistani society. "There will be no compromise on the honour, dignity, protection and progress of minorities. The Punjab government is strictly adhering to its policy of granting the minorities complete rights for their education, development and welfare," she added. She vowed, "The Punjab government is the guardian of the rights of minorities and is fully committed to granting them their rightful share in every field of development and progress. We are moving towards a society where love, tolerance and brotherhood will be our hallmark and sole identity. Minorities are the beautiful colour of Pakistan and we will never let this colour fade." The chief minister said, "For the first time in history, Punjab has achieved the distinction and honour of introducing a 'Minority Card' for welfare." She said 50,000 citizens were being paid Rs10,500 quarterly through the cards and their number would be increased to 75,000. "Punjab attained the honour of passing the first Sikh Marriage Act 2024. Now 'Anand Karj' has been given legal status. The pending Hindu Marriage Act 2017 has been approved this year. The Punjab government is taking numerous steps to make it possible for the minority communities in the province to have easy access to education, health and employment," she added. Chief Minister Maryam Nawaz said Rs8 billion had been allocated in the current financial year in development and non-development budget of the minority communities. Grants for religious festivals of the minorities have been enhanced from Rs60 million to Rs366 million. A substantial amount has been allocated in the budget for the restoration of 40 historic gurdwaras, 25 churches and five temples. She added, "The Samadhi Maharaja Ranjit Singh in Lahore, Shri Krishna Temple in Rawalpindi and the Church of Pakistan are being rehabilitated and restored. Scholarship funds worth Rs60 million are allocated for minority students." She said training courses had been launched in Youhanabad in the first phase, through which 1,000 students would benefit. In the second phase, 10,000 students will benefit from the initiative. Baisakhi, Holi, Diwali, Christmas and Easter were celebrated in Punjab for the first time at the official level. The minorities' quota system is being implemented in letter and spirit in the province. Meanwhile, over 4,000 cases related to the minority communities have been received by the Virtual Centre for Minorities since its establishment under the Punjab Safe Cities Authority (PSCA), of which more than 3,600 cases have been resolved and over 750 FIRs registered to ensure justice. In a statement marking National Minorities Day, a PSCA spokesperson said the centre whad been launched for protecting minorities' rights and addressing their concerns effectively. The virtual centre operates through the PSCA's emergency helpline 15. Trained officers handle the complaints on a priority basis. "The PSCA remains fully committed to providing a secure and inclusive environment for all minority communities across Punjab," the spokesperson added, encouraging citizens to utilise the service for immediate police assistance and resolution of grievances. Two gang-rape suspects killed
Two men suspected in the gang rape of a 13-year-old girl were killed during a police encounter in Manga Mandi. According to police sources, the Crime Control Department (CCD) received information about the whereabouts of the suspects. Inspector Shabbir and his team conducted a raid in Manga Mandi to arrest them. Upon seeing the police, the suspects opened fire. During the ensuing gunfight, the two suspects identified as Shoaib and Zubair were killed allegedly by gunfire from their accomplices, the police sources said. The bodies of both suspects were shifted to a morgue for post-mortem examination. During the exchange of fire, Head Constable Inamdaar was shot in the chest by the suspects. However, he escaped serious injury due to his bulletproof vest. The gang-rape victim is under treatment in a hospital. A First Information Report (FIR) regarding the assault had been registered at the Manga Mandi police station. In another development, Race Course Women Police arrested two suspects, identified as Fazal and Abdullah, for allegedly assaulting a minor girl in Rajgarh. The case had bene registered at the Race Course Women Police Station. As per the complaint, the suspects, who are relatives of the victim, had allegedly taken advantage of the absence of her family to molest her several times. They reportedly threatened to kill the victim if she disclosed the assaults. Civil Lines Superintendent of Police Chaudhry Asar Ali said the arrested suspects had been handed over to the anti-gender-based crime cell for investigation.

Gandapur vows PTI's 'war for freedom'
Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur has said that following the regime change which toppled their government, Pakistan Tehreek-e-Insaf (PTI) is in a state of war. "This is a battle for Pakistan and for freedom, and we will fight until our last breath," he declared. In a statement, the chief minister said elected representatives are being disqualified without justification, depriving them of their constitutional rights. "Even during the elections, our mandate was stolen across the country. There is no longer any trace of the Constitution and the rule of law in Pakistan," he remarked. He alleged that a "borrowed mandate" through Form 47 has been imposed on the nation and that corruption from past governments is being used as a weapon against PTI. Referring to the Kohistan scandal, he said it was a federal matter, yet the blame was being pinned on the provincial government. Highlighting his administration's performance, Gandapur stated that in the past 17 months the province had generated over Rs250 billion in revenue, setting a new record. "We inherited a province buried in debt and struggling to pay salaries, yet we have put it on the path to development," he said. The provincial government has established an endowment fund of Rs190 billion to repay debts, with a target of Rs300 billion. "Khyber-Pakhtunkhwa has now become an example for transparency, service, and progress across the country. Our top priorities are eliminating terrorism and restoring public confidence. The scope of traditional Jirgas will be expanded, and public opinion will be decisive," Gandapur added. He stressed that the sacrifices of police and army martyrs will not go in vain, and a strong strategy will be formulated through public input and Jirga consultations. "State-opposing forces are active, and retaliatory actions are at their peak, but we will not back down. This is a war for Pakistan and for freedom, and we will fight until the very end," he vowed. It may be recalled that the series of regional consultative Jirgas on law and order, hosted by Chief Minister Ali Amin Khan Gandapur, concluded on Saturday with the fourth and final gathering held at the Chief Minister's House in Peshawar. The meeting drew a large turnout of tribal elders from Upper, Central, and Lower Kurram, political party representatives, and members of the provincial and national assemblies. It was also attended by the CM's Adviser on Information and Public Relations Barrister Muhammad Ali Saif, Senator Noorul Haq Qadri, Chief Secretary Shahab Ali Shah, Inspector General of Police Zulfiqar Hameed, and relevant commissioners, deputy commissioners, and police officials. Participants lauded the Chief Minister for engaging tribal elders to promote peace and for addressing the Kurram issue through peaceful means. They thanked the provincial government for announcing a special development package for the region, launching helicopter services during crises, and extending full support to the local population.
