KL ramps up efforts to tackle homelessness

KUALA LUMPUR: The government has stepped up efforts to address homelessness and begging in the capital, including providing treatment for homeless individuals suffering from mental health conditions.
Minister in the Prime Minister's Department (Federal Territories) Datuk Seri Dr Zaliha Mustafa told the Dewan Rakyat today that the Federal Territories Department (JWP) established the KL Strike Force: Homelessness committee on May 27 last year to tackle the issue.
The committee is led by the Federal Territories Social Welfare Department (JKMWPKL) and comprises representatives from JWP, Kuala Lumpur City Hall (DBKL), the Health Ministry (MoH), police, National Security Council, Immigration Department, National Registration Department, National Anti-Drug Agency, Solid Waste Management and Public Cleansing Corporation (SWCorp), the National Welfare Foundation (YKN) and several non-governmental organisations.
"For 2025, the KL Strike Force carried out five integrated operations involving 444 individuals. Of this number, 184 were dealt with by enforcement agencies under their respective Acts.
"Homeless individuals found begging in public areas were referred to JKMWPKL, while those with mental health issues were referred to MoH for treatment at public health clinics," she said in response to Fong Kui Lun (PH-Bukit Bintang).
Dr Zaliha added that the remaining homeless individuals were advised to seek temporary shelter at centres such as the Anjung Kembara Homeless Transit Centre and the Medan Tuanku Homeless Service Centre, both of which provided meals three times a day with NGO support.
She said the National Social Council (MSN) had also approved a series of interventions to improve the placement of homeless individuals with mental health conditions.
"These include regular MoH visits to welfare institutions to expedite the discharge of mental health patients, the establishment of an enforcement unit under the Mental Health Act 2001, and an increase in the number of gazetted psychiatric nursing care homes for patient placement."
Dr Zaliha said job-matching programmes were also being implemented in collaboration with YKN, the Labour Department and Socso to help the homeless reintegrate into society.
"This includes interview sessions with potential employers and assistance in preparing CVs to improve their chances of securing employment," she said.

He said AI is rapidly advancing in oncology as well as in cardiology, surgery, general medicine, specialised surgery, and dentistry, as well as various other fields, and is expected to continue growing. 'We will certainly embrace more AI applications and AI research related to health, in the form of research or services,' he said, adding that MOH is committed to implementing such initiatives. Meanwhile, Dr Dzulkefly said MOH practices zero-tolerance against all forms of workplace bullying among its staff as part of efforts to create a safe and harmonious working environment. According to him, from the start of his administration, he had conveyed a firm message that bullying is utterly intolerable, with more than 400 complaints received to date. 'I am confident of saying that the existence of these bullying management guidelines sends a clear warning and exerts pressure on potential workplace bullies within MOH,' he said. He said that creating a fair and safe work environment must start with human values and a character rooted in compassion.

KOTA BHARU: More than 20,000 children in Kelantan aged between six and 59 months have received vaccination shots under the Measles and Rubella Supplementary Immunisation Activity (MRSIA). Kelantan Health Department director Datuk Dr Zaini Hussin said the initiative by the Ministry of Health (MOH), which began on August 4, aims to boost herd immunity and reduce the risk of measles and rubella outbreaks. He said that as of August 17, the 14th day of the MRSIA implementation, Kelantan had successfully immunised 21,334 children, which represents 23.32% of the overall target of 91,500 children. 'So far, six districts in Kelantan have achieved coverage of over 25%, namely Jeli (43.6%), Tanah Merah (34.5%), Machang (28.1%), Bachok (26.9%), Kuala Krai (25.4%) and Pasir Puteh (25.2%).' 'Of the total vaccine recipients, 97.5% were citizens while 2.5% were non-citizens,' he said in a statement today. Expounding further, Dr Zaini said the achievement reflects the dedicated efforts of healthcare workers together with government agencies, schools, and local communities to ensure children are protected from measles and rubella. 'I would also like to urge all parents and guardians with children aged six to 59 months to bring them to receive this supplementary immunisation.' 'Parents may obtain the free vaccinations at MOH health clinics, Malaysian Armed Forces facilities and through outreach teams.' 'Community cooperation is crucial to achieve the 95% coverage target by October this year, thereby strengthening herd immunity and protecting children from measles and rubella,' he said. – Bernama
