China's CPEC secures $2.5 billion seawater pipeline project in Iraq

Baghdad (IraqiNews.com) – China Petroleum Engineering Corporation (CPEC), an engineering branch of China National Petroleum Corporation, has secured a $2.5 billion contract to build a seawater pipeline in Iraq.
Basra Oil Company (BOC) has awarded the project to Pipeline Engineering, a CPEC affiliate, its Beijing-based parent firm said on Friday, according to Yicai Global, the English-language edition of Shanghai-based business and financial media outlet Yicai.
It is estimated that the mainline from seawater treatment facilities to different connection stations, branch pipes from those stations to oilfield distribution posts, and related onshore facilities will take 54 months to complete.
A contract has yet to be finalized, so formal execution is questionable, according to CPEC. However, if legally contracted and effectively completed, the project will boost the company's revenues over the next four to five years.
CPEC has shifted its focus to higher-end projects, collaborating with multinational and national energy corporations as well as global construction businesses.
In the past couple of months, CPEC's affiliated companies have signed two contracts with France's TotalEnergies, valued at $1.6 billion and $294 million, respectively.

Baghdad ( – Iraq's Ministry of Planning announced today, Saturday (August 9, 2025), that the total expected revenues for the country's five-year development plan (2024–2028) are projected to reach approximately 710 trillion Iraqi Dinars. According to the official spokesperson for the Ministry, Abdul Zahra Al-Hindawi, the majority of these revenues will be sourced from the oil sector. Oil revenues are expected to account for around 631 trillion Dinars, while non-oil revenues are estimated at roughly 79 trillion Dinars. Al-Hindawi added that the five-year plan has also calculated the investments required to achieve its targeted economic growth rate of 4.24%. Over 241 trillion Dinars in investments will be needed, with the government sectors contributing about 157 trillion Dinars and the private sector contributing 84 trillion Dinars. The spokesperson further explained that the oil sector is set to receive the largest share of capital formation, at 27.4%. This will be followed by the housing sector at 22.5%, and social development services at 20.8%. In comparison, the water and electricity sector will account for 8.6%, while the manufacturing industry's share will be approximately 7.8% of the total planned capital formation.

Baghdad ( – The Iraq Stock Exchange (ISX) announced today, Saturday (August 9, 2025), a week of strong performance, with over 16 billion Iraqi Dinars in shares traded. The trading sessions, which ran from August 3 to August 7, saw a significant rise in key market indices. According to the ISX report, the total number of shares traded during the first week of August exceeded 5 billion, with a total financial value of over 16 billion Dinars. These transactions were executed through 6,797 buy and sell contracts on the shares of companies listed on the exchange. The ISX60 trading index, a key barometer for the market, closed the week at 960.27 points, marking a substantial increase of 8.16% from its opening close of 881.94 points at the beginning of the week. Similarly, the ISX15 trading index, which represents the performance of the top 15 companies, also saw a notable gain, closing at 1127.47 points, a 5.20% increase from its opening close of 1068.87 points.

"Talk about the existence of places that allow the smuggling of Iraqi oil and blending it with the oil of neighboring countries is untrue," Ali Nizar Faiq, general director of the State Oil Marketing Organization (SOMO), told state-run Iraqi News Agency (INA). "There are no blending or smuggling operations inside Iraqi ports or regional waters,' he added. Last month, the US Treasury Department announced sanctions against a network accused of smuggling 'billions of dollars' worth of Iranian oil.' The sanctions target companies allegedly controlled by Iraqi-British businessman Salim Ahmed Said, who is accused of using fraudulent documentation and ship-to-ship transfers to disguise Iranian oil as Iraqi, including through blending. 'There is no evidence in any international body that confirms the existence of this kind of blending or smuggling,' Faiq said. The sanctions are part of renewed US pressure on Iran following the reimposition of Washington's 'maximum pressure' policy in February. The July measures came shortly after a 12-day war between Iran and Israel, during which the US struck Iranian nuclear facilities. Kurdistan Region oil exports Faiq also said Iraq is prepared to resume oil exports from the Kurdistan Region once producing companies begin deliveries. SOMO 'has completed all preparations, and has completed contracts with the purchasing companies, and is fully prepared to start exporting oil from the region as soon as the producing companies in the region start delivering the produced quantities,' he said. Under a recent agreement between Erbil and Baghdad, the Kurdistan Regional Government (KRG) committed to exporting its oil - about 230,000 barrels per day - through SOMO. In return, Baghdad agreed to release delayed salaries for the KRG's public servants. Kurdistan Region's oil exports through the Iraq-Turkey pipeline have been halted since March 2023, when a Paris-based arbitration court ruled Ankara had violated a 1973 agreement by allowing the KRG to export oil independently starting in 2014. Talks between Baghdad, Erbil, and international oil companies continue about a long-term framework to fully restore the Region's exports.
