East Bank developer provides more details on affordable housing, construction partner
With the announcement comes the first details about how affordable housing units will be developed on about 30 acres of city-owned land on Nashville's East Bank near the new Nissan Stadium. Other aspects of the massive development project led by The Fallon Company will include market-rate residential buildings, hotels, restaurants and retail space.
'Affordable housing is a pillar of our East Bank strategy,' said Fallon Company CEO Mike Fallon in the release. 'Elmington Capital Group brings the track record, capacity, and community-minded approach that ensures we deliver on this commitment — on schedule with high quality product.'
Both the city and The Fallon Company have been staffing up ahead of the start of the East Bank development project. Earlier this year The Fallon Company announced its hiring of real estate veteran Shawn Seaman to oversee the company's East Bank project. And in March, longtime Nashville Department of Transportation engineer Ben York was announced as the East Bank Development Authority's first CEO.
Under the development agreement between The Fallon Company and the city, an initial 300 affordable units and a day care facility will be included in the development's first phase, with an additional 395 affordable units to come in subsequent construction phases.
The announcement of Elmington Capital Group as the affordable housing partner included additional details about the levels of affordability that will be represented in the buildings to come.
Elmington will help build:
One fully affordable (income-restricted) development with 300+ units during the first phase of construction
An all-affordable building with a WeGo mobility hub in a future phase
'We are thrilled to have been selected as the partner to bring affordable housing to the East Bank,' said Elmington partner Hunter Nelson in the release. 'We all know how much this kind of housing is needed in our city, and we are proud to deliver it at such a desirable location."
Elmington is based in Nashville and has developed thousands of income-restricted affordable housing units across the U.S.
According to the release, at least 10% of the units within the market-rate apartment buildings will be reserved for renters making 80% or below Nashville's area median income. That figure for one-person households is $114,800, according to the Department of Housing and Urban Development.
About two-thirds of the units in the all-affordable apartment buildings will be reserved for those earning at or below 60% of the median, and one-third of the units in the all-affordable buildings will be priced for those earning between 61% and 80% of the median. At least 15% of the units in the all-affordable buildings will have two bedrooms or more.
All of the affordable units must remain affordable for the duration of The Fallon Company's 99-year lease agreement with the city.

Nashville's East Bank design partners tapped for construction. Here's when it starts
More key members of the team tasked with bringing the East Bank development to life have been selected, and a construction timeline is emerging. The Fallon Company announced it will work with architecture firms HKS, Michael Hsu Office of Architecture, Gresham Smith and Morris Adjmi Architects on the hotel, residential building and accompanying retail that will be included in the first phase of East Bank development surrounding Nissan Stadium. Construction on these first projects is projected to begin in 2026, according to a news release. 'This group of architects and designers represents the best of both Nashville and national talent,' said The Fallon Company's CEO Michael Fallon, in the release. 'Our collective vision will shape an inclusive and vibrant neighborhood that reflects the energy and aspirations of Nashville's East Bank.' The Fallon Company is the master developer for about 30 acres of East Bank land owned by Metro Nashville, primarily in the area surrounding Nissan Stadium, which is currently occupied by parking lots. The first parcel to be developed on Metro-owned East Bank land is known as Parcel C, located between the new Nissan Stadium and Shelby Avenue. The hotel planned for Parcel C1 will be designed by HKS in collaboration with Michael Hsu Office of Architecture, based in Austin. HKS Global Practice Director for Commercial and Mixed Use Mark Buskuhl said his firm is pleased to partner with The Fallon Company. 'Our firm is proud to be partnering with The Fallon Company for the Phase 1 master planning of this landmark development as well as the design of its flagship hotel,' Buskuhl said in the release. 'This site presents a rare opportunity to create a vibrant, active and connected neighborhood from the ground up — one that blends hospitality, community, and design in meaningful ways." The design for Parcel C2, which will include a multifamily residential building, will be spearheaded by Gresham Smith in collaboration with Morris Adjmi Architects, based in New York. 'We're thrilled to serve on Fallon's design team alongside Morris Adjmi to help bring the first phase of the East Bank vision to life,' Gresham Smith Principal Brandon Bell said in the release. 'As a local firm that's called Nashville home for more than 50 years, we're honored to play a role in a transformational project that will shape the future of our city.' The news comes weeks after the Boston-based East Bank master developer announced it would partner with Elmington Capital Group on the affordable housing components of the East Bank development. New Nashville bus stop farmer's market aims to boost safety, tackle food insecurity
A new farmers' market is coming to the Downtown Nashville plaza between the Elizabeth Duff Transit Center and Nashville Municipal Auditorium. It will serve fruits and vegetables every other Wednesday through October. Nashville leaders said the market's meant to be much more than just a simple diversion for passengers catching a bus ride to or from the downtown transit center, though. It's also intended to boost safety and increase access to healthy foods. Both goals were an emphasis on July 9, when local officials from Metro Nashville Council member Jacob Kupin to Nashville Mayor Freddie O'Connell gathered to celebrate the first WeGo Farmers' Market. 'The goal here is simple: bringing fresh, healthy, local food where people already are,' said Kupin, who represents the area as part of District 19. 'We know in our city, food access is so important.' Here's what else leaders said about the new market earlier this week. Several speakers at the July 9 market opening — from O'Connell to Sabrina Sussman, the chief program officer overseeing the Choose How You Move transportation improvement program — noted that events like this serve an important purpose: 'activating' the space. Broadly speaking, that means taking a public space that may otherwise have been underutilized and giving it purpose. But in this case, transit leaders have made it clear that it's also intended to help improve security at the downtown bus center. Several security enhancements were announced earlier this year, including a more than 60% increase in on-site security staffing. Also, Metro Nashville Police Department Captain Brian Williams was appointed transit liaison. 'I'll say already, we see signs of a focus on safety paying off,' O'Connell said. 'In the last two weeks, we have zero reports of any violent or property crime at any of WeGo's transit centers, and so far this year, we already have a 50% reduction in crime at all transit locations. And that's important, because transit centers do more than move people — they connect people to jobs, to health care, to schools and to opportunity.' The same day of the market opening, O'Connell's office shared a news release calling for community engagement to identify creative solutions to food deserts in Nashville. According to that release, more than 40,000 Davidson County residents live in 'food deserts' — communities where healthy grocery options are scarce or out of reach altogether. The problem's been exacerbated by an average year-over-year population growth of roughly 2% and an increased cost of living over the past decade, the release reads. 'We want to improve food access in neighborhoods across the city, building bridges to healthier outcomes, and that is what we're doing today,' O'Connell said at the market opening. 'The launch of WeGo Market is a step forward, one that meets people where they are (and) gives them access to fresh produce from local farms. We're responding to the challenge of food insecurity in part here, but we're doing more than that — we're also growing the local economy by helping people who grow our food.' O'Connell said dwindling federal support is making the issue even worse. He said that's affected agencies like Second Harvest Food Bank, which has lost access to millions of dollars in funding and programming that otherwise would have allowed it to purchase more locally-produced food. 'Whether we have federal support or not, we're going to keep pushing on programs that bring dignity and opportunities for more Nashville residents,' O'Connell said.
