As part of the deal, the U.K. would return migrants to France in exchange for accepting an equal number already in France that have a stronger connection to the U.K. French police would also get more powers to stop the migrants as they set out from the shore.

Tech giant OpenAI signs deal with government to boost efficiency in public services
OpenAI has signed a deal with the government to use artificial intelligence (AI) in an effort to increase department efficiency. The new partnership will involve the ChatGPT creator exploring how AI can be used in areas such as education, justice, defence and security to make them "more efficient and effective". They will also explore investing in British AI infrastructure, such as data centres. Technology Secretary Peter Kyle said: "AI will be fundamental in driving the change we need to see across the country - whether that's in fixing the NHS, breaking down barriers to opportunity or driving economic growth. "This can't be achieved without companies like OpenAI, who are driving this revolution forward internationally. This partnership will see more of their work taking place in the UK." In an attempt to become a global AI hub, the government previously set out plans to invest £1 billion in infrastructure for AI development, with the plan to increase capacity 20-fold over the next five years. However, the creative industries have criticised their commitment to AI, which they say could be at the detriment of their jobs. Concerns around the amount of water needed to cool data centres and the amount of energy AI uses have also been raised as the government tries to tackle water shortages, pollution, and high energy bills. The government hopes the partnership will mean "world-changing" AI tech is developed in the UK. Mr Altman said: "AI is a core technology for nation building that will transform economies and deliver growth. "Britain has a strong legacy of scientific leadership and its Government was one of the first to recognise the potential of AI through its AI Opportunities Action Plan. "Now, it's time to deliver on the plan's goals by turning ambition to action and delivering prosperity for all." The civil service already uses ChatGPT in its AI assistant, "Humphrey", to speed up admin tasks.

Bank of England chief says ‘not sensible' to tear up ring-fencing rules
The governor of the Bank of England has warned against tearing up the UK's ring-fencing regime, which he said was good for British banks and consumers, after the Government announced plans to reform the system. Andrew Bailey also stressed that the UK cannot 'compromise' on financial stability amid the Treasury's plans to rip up red tape across the sector. Ring-fencing was brought in after the 2008 financial crisis and requires banks to separate their retail services from their investment banking activities. It aimed to protect UK consumers from the effects of any shocks felt by other parts of a bank and in the global financial markets. But Government plans to reforms the rules, unveiled last week, are intended to make Britain more competitive globally and give banks more flexibility. Mr Bailey told MPs on the Treasury Committee: 'I do think the ring-fencing regime is an important part of the structure of the banking system. 'It makes the resolution of banks if they're in trouble much easier, and it benefits, particularly in terms of the UK, consumers, business and households. 'I'm sure there are things that can be improved and we will work constructively to get through that process.' He added: 'I think it has established itself as part of the system and to me it would not be sensible to take it away at this point.' The ring-fencing shake-up formed part of Rachel Reeves's 'Leeds reforms' – a package of measures which she said are set to be the biggest changes to financial services for more than a decade. Ms Reeves said regulation 'still acts as a boot on the neck of businesses' in many areas, and urged regulators to avoid 'excessive caution'. Asked if he agreed with those comments, Bank of England chief Mr Bailey said: 'It's not a term I'd use.' 'I think there are areas that we clearly should look at it… we've announced a whole range of things we're doing, and that's a good thing,' he told the committee. 'But we can't compromise on basic financial stability and that would be my overall message.' However, Mr Bailey added that, post-Brexit, the UK is in a better position to reshape the financial rule book to suit the sector, rather than relying on EU rules. Nationalisation of train operators ‘tackling deep-rooted problems'
Bringing train operators into public ownership is 'tackling deep-rooted problems' with the railways, Transport Secretary Heidi Alexander said. The Cabinet minister made the claim ahead of c2c becoming the second operator to be nationalised by the Labour Government on Sunday. The operator, which runs services between London Fenchurch Street and south Essex, has been owned by Italy's state-owned rail company Trenitalia since 2017. The Department for Transport (DfT) said c2c is 'consistently rated one of the best performing operators in the country'. It achieved a passenger satisfaction rating for the overall journey of 89% in the most recent research by watchdog Transport Focus. This was the joint sixth best performance out of 22 operators. Ms Alexander said: 'Whether you're shopping in Lakeside or walking along the beach in Southend-on-Sea, from this Sunday you will be able to get there on a train service run by the public, for the public. 'Public ownership is already tackling deep-rooted problems we see on the railway that's led to spiralling costs, fragmentation and waste.' Customers of a nationalised train company can use their tickets on another publicly-owned operator at no extra cost during disruption. Ms Alexander added: 'A unified network under Great British Railways (GBR) will take this further with one railway under one brand with one mission – delivering excellent services for passengers wherever they travel.' GBR is an upcoming public sector body that will oversee Britain's rail infrastructure and train operation. Nationalised services are currently the responsibility of DfT Operator. South Western Railway became the first operator brought into public ownership by the Labour Government in May. It joined Northern, TransPennine Express, Southeastern and LNER, which were nationalised under the Conservative government because of performance failings by the former owners of those franchises. Rob Mullen, managing director of c2c, said: 'We are proud of the reliable and high level of service we offer our passengers, consistently being rated as one of the best performing operators in the country. 'We now have a golden opportunity to collaborate with the wider family of publicly-owned operators, sharing our successes and best practice, but also learning from a wide range of different and diverse operators who have already benefited from public ownership, to drive even more improvements for the people and places we all serve. 'A unified and focused railway can deliver more for our communities, including better growth, jobs and houses.' Eddie Dempsey, general secretary of the Rail, Maritime and Transport (RMT) union, welcomed the nationalisation of c2c but expressed frustration that staff cleaning its trains and stations will still be employed by private company Bidvest Noonan. He said: 'The injustice of outsourcing must end so all railway workers can reap the benefits of public ownership and greedy private contractors can no longer extract obscene profits from the industry. 'Our members working for Bidvest Noonan deserve decent pay and the same terms and conditions as their colleagues, and we will fight tooth and nail to achieve it.' Paul Nowak, general secretary of trade union body the TUC, said: 'We need a fully integrated national rail service that works for passengers and the rail workforce. 'That means tackling outsourcing in the sector.' The next operator to be nationalised will be Greater Anglia on October 12.
