Musk's SpaceX seeks exception to South Africa's black ownership rules

Elon Musk's SpaceX urged South Africa to consider an alternative to Black ownership rules for telecom companies that want to operate in Africa's largest economy.
SpaceX asked the authorities to allow it to operate using an equity-equivalent program as an alternative to the existing requirement that Black people have 30% ownership of businesses operating in the ICT sector, the company said in a letter to the government seen by Bloomberg. It wants such programs to be a standard for the industry, according to the submission.
'Equity equivalent investment programs will provide much-needed regulatory certainty and foster investment in infrastructure,' SpaceX said. 'Uniform empowerment regulation will motivate both current and prospective operators to expand their business activities and network reach.'
South Africa's Department of Communications and Digital Technologies has asked the industry regulator to provide an alternative that would allow telecom companies to invest in projects such as infrastructure, local businesses, digital inclusion initiatives or research. This type of exemption is already standard for a number of industries.
The proposal is similar to a deal offered to carmakers in 2019. Car manufacturers - including BMW AG, Ford Motor Co. and Toyota Motor Corp. - established a fund that would bring disenfranchised groups into the sector.
Starlink has pledged to give 5 000 rural schools free service and provide 2.4 million students high-speed Internet at no cost as an alternative to Black ownership.

'Starlink is not seeking any type of special treatment, as these changes would apply to all current and future potential operators,' it said on the Starlink South Africa website.
The Department of Communications and Digital Technologies and SpaceX didn't immediately respond to requests for comment. News24, a Cape Town-based news website, reported on the letter earlier.
South Africa introduced Black economic empowerment rules after the end of apartheid, an era in which Black people were subjugated and excluded from the formal economy by the ruling White minority. Musk - who was born in Pretoria, South Africa's capital - has persistently criticized the laws, calling them 'openly racist.'
Starlink's technology, which relies on a constellation of low-Earth orbit satellites, would be a potential game-changer for South African users who've historically faced expensive or unreliable Internet options. Only 1.7% of rural households have access to the Internet, according to a 2023 survey compiled by the nation's statistics agency.
South Africa's National Development Plan is targeting easy access to affordable broadband for 100% of the population by 2030.

Image: Supplied Bluebells School Bluebells School is one of New Delhi's top high schools, ranking among the top 10. Sooklal said the ANC had a representational office in New Delhi, and many ANC leaders who were exiled in India sent their children to this school. It helped raise funds for the ANC and it helped provide free education to all the ANC exiles' children. He said the school had established a South Africa Club to raise money to support the anti-apartheid movement. 'So it has a historical relationship with South Africa. They still have a South Africa Club and an Africa Club as well,' Sooklal said. He said that annually, the school celebrates South Africa's Freedom Day and International Nelson Mandela Day in a large way, where the students participate and have an art competition, essay competition, cultural items, singing and dancing. 'When Mandela came to India (Delhi) he met the principal and board members of the school and thanked them for the role they played to conscientise young students about our struggle and how they supported it. Today they are still very wedded to South Africa. It is this school and there's one other school also called Springdales; these two schools have a very special relationship with South Africa,' Sooklal said. 'Firstly, they have lost contact with the Sastri family in India. They are preparing in 2029 to celebrate 100 years of the school's existence and they wanted to reconnect with the Sastri family,' Sooklal said. 'The second request they made to me was to find a school that Sastri College could be twinned with in India. 'That was also for me an important mandate because we don't have any twinning between schools in India and South Africa.' Sooklal said that when he arrived in India, he visited Bluebells School and spoke to the principal and the board. He proposed twinning Sastri and Bluebells. 'They were very excited. They started a dialogue and had many online meetings between the two schools. Now they have finalised an MoU,' Sooklal said. 'They will look at cooperating in terms of assisting each other in terms of curriculum sharing, in terms of student exchange, teacher exchange, and a whole lot of other activities that they are planning. That's the first part. 'The second part was for me to try and find the Sastri family because the school has been trying for many years and we have not been able to and through the ministry of culture here, one of the officials assisted me and I located the family - in fact the great granddaughter of Srinivasa Sastri,' Sooklal said. 'The family was very excited to make contact with the High Commission and I then put them in touch with Sastri College. They (Sastri family and Sastri College) had a very good online meeting.' 'Distorted and Inaccurate': South Africa dismantles US Human Rights report allegations

The controversy has revived a long-standing false narrative, one previously amplified by high-profile figures such as US President Donald Trump and billionaire Elon Musk. Trump also threatened to skip the SA G20 summit later this year because 'bad things are happening in South Africa'. Musk, in turn, has echoed similar sentiments in public statements and online, warning of an alleged 'white genocide' in the country. The Department of International Relations and Cooperation (DIRCO) labelled the assertions as 'distorted and inaccurate,' reaffirming its commitment to a transparent, evidence-based approach to rural safety. In a revised statement issued this week, DIRCO spokesperson, Chrispin Phiri, clarified what it described as "misleading interpretations" of crime data in South Africa's farming communities. 'We address all forms of crime, which remain a significant challenge for all of our citizens, regardless of race or location,' said Phiri. 'The suggestion that these crimes represent a concerted practice of racially motivated attacks is not borne out by the facts.' According to the South African Police Service (SAPS), only six murders were reported in farming communities between January and March 2025. Of these, two were farmers, three were employees, and one was a farm dweller—evidence that violence in rural areas is not racially selective but affects all individuals living and working in those communities. ANCYL slams corruption in Polokwane municipality, calls for arrests over scandals

In an interview with IOL, Malatji said: 'Anyone caught participating in corrupt activities must face the full might of the law. Law enforcement agencies must act urgently and decisively.' Mayor John Mpe is facing growing scrutiny following accusations of irregularly awarding tenders and allegedly giving political and economic favours to foreign nationals. The allegations have triggered public outrage and renewed questions about ethical leadership within the ruling party. Mpe remains in office. He is not charged with any wrongdoing. Malatji did not mince words, stating that those implicated — including leadership — must be "brought to book" without delay. While urging for unity in Limpopo — a historically significant base for the ANC — Malatji stressed that unity cannot exist without discipline and accountability. 'Limpopo is a special province.
