RMMJ: Five housing developers blacklisted, 10 under watch
State Housing and Local Government Committee chairman, Datuk Mohd Jafni Md Shukor, said punitive measures include the registration of land caveats against developers who fail to meet RMMJ obligations, construct fewer affordable units than required, or miss deadlines set by the Evaluation, Planning and Design Committee (PDRC).
'The Johor State Housing Development Corporation (PKPJ), together with the Land and Mines Office (PTG) and local authorities (PBT), has blocked new applications from developers that breach these requirements.
'Caveats have also been placed on land owned by offending developers, including subsidiaries and related companies with common board members,' he said.
Under the Johor Affordable Housing Policy 2023, projects on land of five acres or more must allocate 40 per cent of units for affordable housing, while developments on plots between three and five acres must set aside at least 20 per cent.
'This policy is not a guideline but a mandatory condition for all planning applications submitted to local authorities. Any application that fails to comply will be rejected outright,' Mohd Jafni said during the state legislative assembly sitting at Kota Iskandar today, in response to a question from Selamat Takim (BN-Sungai Balang) on compliance and enforcement.
Mohd Jafni, who is also the Bukit Permai assemblyman, added that PKPJ is working closely with PTG to block approvals for land title returns (SBKS) if developers have not started their RMMJ projects as promised.
Similarly, local authorities are suspending planning permission (KM) for non-compliant developers, who are required to submit revised development plans for review by the PDRC and technical verification by PKPJ.
Since PDRC Johor was established in 2022, 29 meetings have been held, resulting in commitments from 115 developers to build 18,568 affordable housing units across 151 projects statewide.
These projects are being monitored by 16 local authorities, reflecting a comprehensive and coordinated approach to achieving Johor's goal of becoming an inclusive and prosperous state
'I want to stress that the implementation of the RMMJ agenda is a collective responsibility involving PKPJ, PTG, PLANMalaysia, PBTs, and all stakeholders in the housing ecosystem.
'To date, no housing project has been approved without fulfilling the affordable housing quota. Any violations are met with strict action, as seen in other districts.
'I assure the people that the state government will continue strengthening monitoring and enforcement efforts to meet our target of delivering 100,000 affordable homes by 2030 with integrity and determination. This goal can only be achieved through collective commitment,' he added.

Designated premises are listed under categories that include data centres, hotels, factories, shopping centres, libraries, dormitories, places of assembly, and warehouses. 'The state government has received 42 data centre applications so far – 13 are currently in operation and there are strict safety guidelines in place, which includes fire safety compliance,' he said after launching a fire safety seminar in Johor Baru. On the surge in demand for data centres, which also raises fire safety concerns because of their heavy electricity and water usage, Mohd Jafni said those operating in Johor were mostly in the tier four category, meaning their water usage was at a 'minimum level' but with slightly higher electricity usage due to their water-cooling systems. He added that as the state continued to receive investment and develop, including under the Johor-Singapore Special Economic Zone, the number of designated premises requiring an FC was expected to rise. Meanwhile, Fire and Rescue Department deputy director-general (operations) Datuk Ahmad Izram Osman said once FC enforcement starts in the first quarter of 2026, errant owners would be taken to court. 'Upon conviction, they could be fined up to RM50,000, jailed for five years or both, under Fire Services Act 1988 (Act 341).' There were currently 9,321 designated premises nationwide requiring an FC but only 5,881 had done so, he said. Ahmad Izram said his department was working to ensure compliance by end-2025, and would continue engaging with stakeholders to raise awareness and ensure compliance. Under Fire Services (Desig-nated Premises) (Amendment) Order 2020, premises requiring the fire certificate include office buildings with a height of 30m, congregation areas with a size of 2,000sq m and above, and hostels or dormitories that are 10 storeys or taller. To qualify, the premises must appoint a fire safety manager and officers who will undergo a certain amount of training and inspections by the department. The certificate must be renewed annually.

Johor tourism nears 90% readiness for Visit Johor Year 2026

Tourism Johor director Mohammad Nazrul Abd Rahim said large-scale promotions target 12 million visitors through key entry points like airports and land borders. Marketing efforts include social media, influencer partnerships, and mainstream media to highlight Johor's attractions. 'After 13 years since the last Visit Johor Year, now is the ideal time to revive the campaign,' Nazrul said at the VJY2026 sticker launch at Sultan Ibrahim Stadium. Upgrades feature a new night experience at Johor Zoo and the reopening of eco-tourism sites such as Gunung Ledang Waterfall. Nazrul called the event the start of an inclusive promotion to position Johor as a top Malaysian travel destination. Over 10,000 VJY2026 stickers will be placed on public transport, including trishaws, tour buses, and e-hailing vehicles. Johor homestay operator settles RM70,000 piracy case with Astro

(File pic) PETALING JAYA : A Johor-based homestay operator has reached a RM70,000 settlement with Astro Malaysia Holdings Bhd over the illegal streaming of the broadcaster's content. In a statement, Astro said this was the first time its subsidiary Measat Broadcast Systems Sdn Bhd had resolved a piracy case involving a short-term rental business. Astro's chief sales and marketing officer Tai Kam Leong said the case highlighted the spread of content piracy. 'Whether it's a hotel, café or short-term rental, those in the hospitality sector must understand using TV boxes to stream content without a commercial licence is unlawful and undermines the creative economy,' he said. In November 2022, the Kuala Lumpur High Court ruled that broadcasting content from unauthorised sources for commercial use without the proper licence was illegal. The homestay operator, registered as The Cactus X Empire, was found to have used unauthorised streaming devices to broadcast Astro channels at rental units in Iskandar Puteri and Johor Bahru without a commercial subscription. Under the settlement, it agreed to pay RM46,000 in damages and legal costs, subscribe to five AstroBIZone commercial packages valued at RM24,000 for at least 12 months and issue a formal apology on its official Facebook page. The apology posted on the Cactus Homestay JB Facebook page acknowledged the infringement and urged others in the hospitality industry to use only licensed sources for entertainment content. 'We unequivocally condemn all forms of piracy and affirm our commitment to respecting Astro's intellectual property rights now and in the future. We are grateful to Astro for allowing us the opportunity to rectify our actions,' said the operator. In January, Measat was awarded RM175,000 in another case involving the unauthorised streaming of its premium content. The same High Court ruled in favour of Measat on Jan 7, after Frenz Pool Café and Tuwang 69 Sdn Bhd were found to have streamed an English Premier League match without permission. The court also issued a permanent injunction against the two companies, barring them from further unauthorised use of Astro's content.
