
HMDA to select consultancy for skywalk near Secunderabad Railway Station
In an effort to take forward the proposal for improvement of pedestrian facilities near Secunderabad Railway Station, the State government, through the Hyderabad Metropolitan Development Authority, has invited proposals from consultants towards execution of the project for an elevated walkway covering significant points around the station.
HMDA has published a request for proposal for selection of consultant for providing services towards development of skywalk near the railway station. A Secunderabad Railway Station Precinct Area has been demarcated to spell out the terms of reference for the consultancy, which encompasses several important points nearby from where pedestrian traffic is generated on daily basis. The locations to be covered include the railway station, the two metro rail stations — Secunderabad West and Secunderabad East connecting to the railway station, Rathifile bus station, Secunderabad bus stop, Gurdwara bus stop, Blue Sea bus stop, Chilkalguda bus stop, Bhoiguda bus stop, and the Uppal bus stop.
In addition to the transportation hubs, the area is also home to a temple, and a Gurdwara, which add to the number of footfalls in the region, the RFP document notes. The current infrastructure is insufficient to accommodate the high volume of pedestrians, contributing to traffic congestion and safety concerns, the document said explaining the need for the skywalk.
The selected consultants will be responsible from the stage of design up to bid processing. They will have to prepare a conceptual design of the skywalk structure with revenue generation model, a detailed project report including technical drawings, architectural and structural designs and Bill of Quantities for tendering, and also prepare the bid document for selection of contractor, besides providing technical assistance in bid process management. Last date for submission of tenders is June 2.

Andhra Pradesh government calls for tenders to fast track river linking project
1 2 3 Vijayawada: State govt is determined to launch the dream river linking project by initiating Godavari-Banakacharla major irrigation scheme. Notwithstanding the objections and uproar from the neighbouring Telangana, Andhra Pradesh govt has decided to put the project on fast track by calling tenders. The project will be taken up under the Hybrid Annuity Model (HAM). The Centre has raised several doubts about the economical feasibility of Godavari-Banakacherla project. However, the State has decided to prepare the detailed project report (DPR) in order to secure further clearances from the Centre for the Godavari diversion scheme. State-level technical committee and oversight committees will be appointed to screen the project DPR. The Polavaram–Banakacherla linkage project is being undertaken under the Jalaharathi Corporation, a special purpose vehicle (SPV). The project is expected to cost 81,900 crore. Govt requested the Centre to arrange financial assistance through external aided projects (EAP) from the multinational lending agencies and also from the Union budget. It requested the Centre to ensure that at least 50% of the project cost (₹40,950 crore) is raised as EAP loans. It requested the Centre to spare another 20% (₹16,380 crore) as grant. AP govt is getting ready to take burden to the tune of ₹8,190 crore which is 10% of the total project cost. It proposed to involve private players to share the remaining 20% load, which is around ₹16,380 crore, under the hybrid annuity model (HAM). A high-level delegation from state govt visited New Delhi and shared the details of Godavari-Banakacherla project with the senior officials from the Union finance ministry. However, Sajjan Singh Yadav, additional secretary of finance ministry,reportedly asked the state officials to explain as to how the project could be technically and financially feasible when so many lift schemes are part of it. He had also wanted to know from state govt as to what would be the fate of existing projects on Krishna river when it is proposed to divert 200 tmc ft of Godavari water to Krishna basin. He reportedly asked about the power required to operate the lift schemes, included as part of the scheme, and as to how the State wanted to generate such a huge quantum of energy. It was also said that Yadav asked the state team how they wanted to utilise the flood waters from both Krishna and Godavari simultaneously, since flood hits both the rivers either simultaneously or with little gap. Former agriculture minister and social activist, Vadde Sobhanadreeswara Rao objected the proposal to take up Godavari-Banakacherla without completion of ongoing irrigation projects. "Several projects launched during NTR regime between1983-89 could not be completed even after 40 years and also his grandson Lokesh became minister. How could we expect Godavari-Banakacharla, proposed with Rs.1 lakh crore, would be completed anytime soon?" fumed Vadde. He alleged that state govt is proposing the projects only to benefit the contractors, and not the state.

Hyderabad development body plans new round of land auction at Neopolis in Kokapet
HYDERABAD : After almost two years, the Hyderabad Metropolitan Development Authority (HMDA) is gearing up for land auctions at Neopolis in Kokapet. Along with this, it has identified plots that can be sold. Earlier, the previous BRS govt had auctioned about 95 acres at Neopolis in two phases – June 2021 and Aug 2023. The state govt has already decided to go for land auctions across the state as part of resource mobilisation to fund various projects. Since there is a slump in the real estate sector, agencies such as HMDA and Telangana State Industrial Infrastructure Corporation (TGIIC) have been waiting for the right time. The HMDA also wants funds for its various projects, including two elevated corridors – Paradise to Shamirpet and Paradise to Dairy Farm Road (Medchal) – and a greenfield radial road in Future City. "Of the 20 big land parcels at Neopolis, five are still available. If the state govt permits, we will go ahead with the auctions," HMDA metropolitan commissioner Sarfaraz Ahmad told TOI. In the earlier auctions, HMDA got about Rs 40 crore to Rs 100 crore per acre, and this time, the authority may fix Rs 40 to Rs 50 crore per acre as the upset price. From Neopolis, the HMDA earned Rs 2,000 crore and Rs 3,300 crore in the two phases. Budvel land auctions fetched the govt another Rs 3,625 crore in 2023. HMDA officials said there are about 2,414 plots available in 18 HMDA layouts, including ongoing layouts. While four major land parcels are available in Budvel, there are 41 open plots in Uppal Bhagat, 12 in Turkayamjal and 327 in Inmulnarva village in Rangareddy district. There are various layouts, including projects that were taken up under land pooling schemes, which have open plots that would be auctioned in the future, officials said. For instance, Lemoor, Thorrur, Kurmalguda, Bachupally, Medipally, Mokila, Pratapa Singaram, Bahadurpally and Pedda Kanjarala have 2,029 plots that are developed or under development. Sources said the govt will first go for land auctions in high demand areas in western part of the city, such as Kokapet, and continue if there is a good response.
