Karnataka Regional Imbalance Redressal Commission
(KRIRC).
Addressing the meeting of the Karnataka Regional Imbalance Redressal Commission of Davanagere on Tuesday at the District Panchayat SS Mallikarjuna Hall, he asserted that DM Nanjundappa's study of 175 state taluks identified 39 as most backward, 40 as very backward, and 35 as backward regions. North Karnataka contained 26 of the most backward taluks, while south Karnataka had 13. The govt allocated Rs 821 crores to Davanagere district (2007-08 to 2023-24), releasing Rs 698 crores for development, with Rs 640 crores utilised. "The state now comprises 240 taluks, and the Karnataka Regional Imbalance Redressal Commission was established to assess development progress, investigate reasons for continued backwardness despite funding, and ensure balanced regional growth," Rao informed.
He further said that, established in March 2024, the commission became fully operational in September 2024. Only Dakshina Kannada, Udupi, and Bangalore Urban districts achieved expected development levels. "The commission will evaluate 32 indicators, including infrastructure, education, healthcare, and agriculture, visiting districts to gather public input before making recommendations," Prof Govinda Rao added.
MLA Basavantappa stressed agricultural and industrial development, noting recent industry closures and declining agricultural output. He advocated for adequate electricity, water supply, lake restoration, and crop support prices.
Channagiri MLA Basavaraj Shivaganga identified education as a primary concern, citing teacher shortages. He suggested tourism development in Channagiri and Jagalur taluks, alongside research centres and airport establishment to boost employment.
DC in-charge, Suresh Itnal, emphasised anganwadi worker training needs, and highlighted requirements for lab materials and teachers in govt schools. He noted the necessity for 24/7 hospital services and additional ASHA workers in Jagalur.

Hyderabad's nightlife set to get a lot more lucrative, projected to be Rs 26,000-crore economy by 2031
Authorities are aiming to establish Hyderabad as a centre of thriving nightlife in the near future, with the metro and the Telangana State Road Transport Corporation services running until 2 am within seven years. Special nighttime zones, with their own governance model and policing, are being planned in the city. Safe and secure nightlife is what the state government is promising. Within seven years, and with the right kind of boost, the city's 'night time economy' (NTE) is projected to grow to Rs 26,011 crore. In 2025, Hyderabad's NTE is estimated at Rs 8,500 crore. This means that the compound annual growth rate of NTE will be 20.4%. The improvement in nightlife is going to create 2.1-2.4 lakh jobs by 2031, it is projected. Among the sectors projected to create employment opportunities in NTE are hospitality, retail, entertainment, transport and mobility, security, and civic infrastructure. NTE is defined as businesses and activities between 6 pm and 6 am. In this economy, the service sector plays a key role and safety for women is of particular importance. In comparison, with 22% NTE growth in the last five years and after limited reforms, over 7 lakh jobs were created in Mumbai. While Hyderabad contributes 45-50% of Telangana GSDP, NTE's contribution to GSDP by 2031 is projected to be 2.9-3.1%. Special Chief Secretary Jayesh Ranjan told The Indian Express, 'Night Time Economy is one of the many projects which will further the growth of Hyderabad to a global city on par with London, New York and Berlin. Night-specific governance and smart regulation will be key to the development of Hyderabad.' Ranjan said that Hyderabad's NTE will be safe and inclusive. That is, 'there will be better policing at nighttime,' he said, to make nightlife accessible and safe for women. In Telangana's capital, talks are on between the administrative and planning wings, as well as police chiefs, regarding a plan to implement safe and secure nightlife. The government has currently identified night zones that include core parts of Hyderabad — Gachibowli, Jubilee Hills, Madhapur, Tank Bund and Charminar. Once policing is established well, there will be no need for special nighttime permits to operate in these zones, the planners envisage. The NTE boost is expected to happen by 'expanding economic activity during traditional hours to boost employment, tourism, infrastructure utilisation and quality of life,' Ranjan said. Nighttime access will be boosted by improving last-mile connectivity. This would mean extending the Hyderabad metro and Telangana State Road Transport Corporation networks to operate till 2 am in the first phase. The state is also expected to partner with ride-hailing platforms, including Uber, Ola and other operators. There will be special geo-tagged pickup and drop sites inside the night zones. The new NTE can be rolled out in 12 months. While the first three months will concentrate on non-alcoholic weekend-only pilots in zones including Charminar, Gachibowli and Madhapur, the next three months will be invested on alcohol-serving venues in zones including Jubilee Hills and Hitech City, centred around five-star hotels. In the last six months, the NTE will expand to include weekdays, too, in all the select localities. Chief Minister A Revanth Reddy is expected to make an announcement regarding the nightlife rollout soon, officials said.

Vaishnaw invites Mamata to PM Modi's Metro Inauguration in Kolkata
Kolkata, Aug 17 (UNI) Railway Minister Ashwini Vaishnaw has invited West Bengal Chief Minister Mamata Banerjee to attend the inauguration of three metro projects in Kolkata, scheduled to be flagged off by Prime Minister Narendra Modi on August 22. In a letter dated August 14, Vaishnaw requested the chief minister to 'grace the occasion' at Jessore Road metro station, where the inauguration ceremony will be held. The state government is yet to confirm whether Banerjee will be present. Prime Minister Modi will inaugurate the Sealdah- Esplanade stretch of the Green Line, the Hemanta Mukhopadhyay (Ruby Crossing)- Beleghata section of the Orange Line, and the Noapara- Jai Hind (Airport) section of the Yellow Line. With this, the Green Line- India's first underwater metro- will become fully operational from Howrah Maidan to Salt Lake Sector 5, and Kolkata airport will finally get a metro link. The ruling Trinamool Congress (TMC) has questioned the timing of the event, alleging that long-pending projects are being unveiled with an eye on next year's Assembly polls. The state BJP, however, dismissed the charge, blaming the state government for land acquisition hurdles that stalled several projects. State BJP president Samik Bhattacharya said, 'Forty-three railway projects in Bengal have been delayed due to lack of cooperation from the state government. The CM's presence at the inauguration would be desirable.' Vaishnaw, highlighting the Centre's push for rail infrastructure in Bengal, said works worth Rs 83,765 crore are underway in the state, along with the redevelopment of 101 railway stations. Remove Ads NEW DELHI: The proposed goods and services tax (GST) recast could perk up the small passenger car market, which has been under pressure for some time amid a growing preference for larger vehicles such as SUVs. Small cars are likely to be placed in the 18% tax slab, substantially reducing the tax burden on them, people familiar with the matter said. Small cars of 4 metres and less in length and engine capacity up to 1,200 cc (petrol, CNG and LPG) now attract 28% GST and 1% cess. Large cars and SUVs are likely to face the special rate of 40%, they said. Currently, these vehicles attract 43-50% tax, which includes GST and will likely be no change in the GST rate for electric vehicles, currently at 5%, the people Minister Narendra Modi announced an overhaul of the eight-year-old indirect tax in his Independence Day speech on Friday. 'We are bringing next-generation GST reforms. This will reduce the tax burden across the country. This will be a gift ahead of Diwali,' he had said in his said the Centre has proposed a two-slab structure, retaining the 5% and 18% rates and scrapping the 12% and 28% levies. A 40% special rate has been proposed for six-seven items, they to the proposal sent to the group of ministers (GoM) on rate rationalisation set up by the GST Council ahead of Modi's speech, daily-use items are likely to be placed in the 5% bracket, while aspirational consumption items for the middle class and industrial goods are likely to face 18% GoM will take up the proposal this week, the officials said. A final decision on the proposal will be taken by the GST Council, likely in the third week of September, ET reported Sunday. White goods such as dishwashers and large televisions are also expected to be placed in the 18% bracket, down from 28%, which could boost consumption demand further.'If there is an 11% reduction in GST, the ex-showroom price of small cars will come down by 12-12.5%,' said VG Ramakrishnan, managing partner at Avanteum Advisors . 'Even if the absolute cut is in the range of Rs 20,000-25,000, it will be a huge positive on consumer sentiments.'The tax reset is likely to spur demand at the more affordable end of the market. But with compact SUVs like Hyundai Exter and Tata Punch in the sub-4-metre fray, this uptick may not remain limited to the hatchback segment.'Car buyers today are aspirational and have access to financing solutions. And some of them are preferring to jump directly from a two-wheeler to compact SUVs rather than a small hatchback,' said the head of a major automobile dealership based in Delhi-NCR. Total levies on small cars stand at 41-42%, he said. This includes GST, registration tax levied by state authorities and of compact cars and hatchbacks fell 13% to about one million units in FY25 from the year before, less than half that of SUVs at about 2.35 million, industry data accessed by ET sales rose 10.2% in FY25. The share of small cars in the overall passenger vehicle market fell for the fifth straight year to a low of 23.4% in FY25. It dropped further to 21% in the first four months of the fiscal year, which has seen an overall slowdown in car veterans attributed the drop to a 30-40% jump in small car prices over the past five-six years due to tighter safety and emission norms.'Entry-level consumers are not able to afford cars because of high prices,' said Partho Banerjee, senior executive officer, marketing and sales, at market leader Maruti Suzuki , in an interaction earlier this month.
