Davanagere: The district's development contrasts with Channagiri's backwardness, while Jagalur and Honnali taluks also lag with indices of 0.8 and 0.9, respectively, shared Prof M Govinda Rao, chairman of the
Karnataka Regional Imbalance Redressal Commission
(KRIRC).
Addressing the meeting of the Karnataka Regional Imbalance Redressal Commission of Davanagere on Tuesday at the District Panchayat SS Mallikarjuna Hall, he asserted that DM Nanjundappa's study of 175 state taluks identified 39 as most backward, 40 as very backward, and 35 as backward regions. North Karnataka contained 26 of the most backward taluks, while south Karnataka had 13. The govt allocated Rs 821 crores to Davanagere district (2007-08 to 2023-24), releasing Rs 698 crores for development, with Rs 640 crores utilised. "The state now comprises 240 taluks, and the Karnataka Regional Imbalance Redressal Commission was established to assess development progress, investigate reasons for continued backwardness despite funding, and ensure balanced regional growth," Rao informed.
He further said that, established in March 2024, the commission became fully operational in September 2024. Only Dakshina Kannada, Udupi, and Bangalore Urban districts achieved expected development levels. "The commission will evaluate 32 indicators, including infrastructure, education, healthcare, and agriculture, visiting districts to gather public input before making recommendations," Prof Govinda Rao added.
MLA Basavantappa stressed agricultural and industrial development, noting recent industry closures and declining agricultural output. He advocated for adequate electricity, water supply, lake restoration, and crop support prices.
Channagiri MLA Basavaraj Shivaganga identified education as a primary concern, citing teacher shortages. He suggested tourism development in Channagiri and Jagalur taluks, alongside research centres and airport establishment to boost employment.
DC in-charge, Suresh Itnal, emphasised anganwadi worker training needs, and highlighted requirements for lab materials and teachers in govt schools. He noted the necessity for 24/7 hospital services and additional ASHA workers in Jagalur.

Shalimar Bagh, the constituency of Delhi Chief Minister Rekha Gupta, is set to undergo a major upgrade. This will include road improvement, neat entry points, as well as the development of schools and hospitals. According to senior officials in the Public Works Department (PWD), a meeting in this regard was held under the Chief Secretary, where various issues related to the Shalimar Bagh constituency in Northwest Delhi were discussed. Officials from the PWD, Traffic Police, Delhi Development Authority (DDA), Delhi Jal Board, Municipal Corporation of Delhi and others concerned were present. To address traffic congestion in Shalimar Bagh, the department has proposed several measures. Road widening: The road coming from Pitampura and Ring Road to Singlapur narrows down from 80 feet to 20-40 feet for a distance of about 50 metres. To address this, officials said, 'The DDA was asked to hand over a piece of land (412 sqm) in its park to widen Singlapur road… the matter was also taken up with the Haryana government to hand over a parcel of land adjoining DDA park (503 sqm) in AP-Block to the PWD.' 'In lieu of transferring the AP-Block park land to widen the road, an equal portion of vacant land that belongs to the DDA in BI-Block of Shalimar Bagh can be used as a green space… DDA has been directed to expedite the case,' read a document. Upgrading signboards, entry points: The PWD has been asked to upgrade signboards on major roads of 80 feet and 60 right-of-way (RoW) in Shalimar Bagh and Pitampura. Entry points to Shalimar Bagh will also get an upgrade in the form of designer lamps, lights, and green plantation, said officials. 'As it is a policy matter, a standard drawing for the improvement of entry points to Shalimar Bagh is being prepared by a PWD architect. It will then be sent for approval to the competent authority… other roads that are damaged — Ram Bagh, Pitampura, and Haiderpur — will be repaired and beautified,' officials said. Traffic solutions for other roads: The Traffic Police and PWD have been directed to provide solutions to heavy traffic at the Madhuban Chowk intersection. A skywalk has been proposed from the nearby Metro station to Rohini court at this intersection to ease pedestrian footfall, said officials. A flyover or underpass at Peeragarhi intersection, a pain point on Rohtak road, is being planned, at an estimated cost of Rs 17 crore. There is also a proposal to widen the overbridge along the Ring Road going towards Mangolpuri; build a flyover at Laxmi Narayan Mandir Road; construct U-turns for right-turning traffic at Chaudhary Balbir Singh Marg and improve pedestrian access with a proposed foot overbridge (FoB). Apart from this, the PWD is planning to construct a flyover or underpass at Ring Road near Chandgi Ram Akhara intersection, Shadipur Depot, Deshbandhu Gupta Road opposite Paharganj up to Ajmeri Gate, Majnu ka Tila, and ITO intersection. All these stretches provide direct connectivity to Shalimar Bagh. The PWD has floated tenders to carry out a feasibility study.

‘RaGa and Kharge to speak with protesting HAU students over phone'
1 2 Hisar: Congress general secretary and Rajya Sabha MP Randeep Singh Surjewala visited Hisar on Friday to express solidarity with the students protesting against the alleged police brutality at Chaudhary Charan Singh Haryana Agricultural University (HAU). Mosques cut down on loudspeakers' decibel levels
Azaan, or the Islamic call to prayers, lasts for a few minutes. However, the use of loudspeakers for azaan by mosques has been in the crosshairs of some members of other faiths for a long time. The controversy keeps hitting the headlines, with courts, the Supreme Court, and different high courts laying down guidelines for the use of loudspeakers for religious functions and ordering penalties for violation of the rules. As the latest round of controversy over loudspeakers in mosques rages, several mosques in the city and suburbs have voluntarily brought down the decibel levels to the permissible limit. According to the Central Pollution Control Board (CPCB), the permissible noise levels in residential areas are 55 decibels for daytime and 45 decibels for the night. Much before BJP functionary and ex-MP Kirit Somaiya took it up and allegedly put pressure on the police stations to remove loudspeakers from mosques, in 2022, MNS chief Raj Thackeray aggressively opposed the use of loudspeakers for azaan. Jama Masjid Al Shams at Mira was among the first mosques in the Mumbai Metropolitan Region (MMR) to install the machine to keep the decibel levels of its loudspeakers under the permissible limit. "The machine hardly costs around Rs 1500. Our Masjid trust's office has kept the records of the decibel level of every azaan since the day we installed it in 2022. We were the first to follow the guidelines of the Supreme Court about the noise level. Many other mosques replicated the practice," informs Syed Muzaffar Husain, chief trustee of the Jama Masjid Al Shams and former MLC. Those opposing loudspeakers at religious places cite the January 2025 verdict of the Bombay High Court, which graded the punishment for violation of the guidelines. It mandated the cops to act against the violation in three stages: warning, penalty (Rs 5000 per day), and seizure of the loudspeakers. "Just the other day, the local police visited our mosque and asked us to remove the loudspeakers. We have told them we will follow the guidelines and are soon to set the decibel level to the permissible limit," says Abul Hassan Khan, trustee of Masjid Ajmeri and Madrasa Ali Hassan Ahle Sunnat at Sakinaka. It was at another meeting in Sakinaka again where former minister Arif Naseem Khan announced that a legal team headed by senior counsel Yusuf Muchchala will challenge the state Additional Director General of Police (ADGP) May 11, 2025, circular, which demands religious places to submit property cards and proof of the structures' registration with the Waqf board or charity commission while seeking permission to use the loudspeakers. Neither the Supreme Court nor the Bombay High Court has put this condition in its guidelines for granting permission for loudspeakers. Many have cautioned against the politicisation of the loudspeakers' issue and suggested pragmatism. Shoaib Khatib, trustee of the iconic Jama Masjid of Bombay near Crawford Market, says his mosque follows the permitted decibel level for its loudspeakers. "In any case, loudspeakers are used only for azaan four times a day as there is no use of loudspeakers between 10 pm and 6 am, and the morning azaan is given without the use of a loudspeaker," says Khatib. Businessman V R Sharif is against the use of loudspeakers. "I have told many mosque managements to avoid using loudspeakers, which are a nuisance. Today, everybody carries a mobile phone, which can be used to set the alarm for azaan. We live in a diverse society, and we should not do something which disturbs the peace of our neighbours," suggests Sharif. General Secretary of Mumbai Congress Asif Farooqui slams the tendency to add to the noise. "Everybody knows that loudspeakers add to noise pollution. Nowhere is it written that our prayers will not be accepted if azaan is not amplified through loudspeakers.
