UK government hopes to regain political initiative as Treasury chief outlines spending plans
LONDON (AP) — Britain's Labour government hopes to regain the political initiative Wednesday when Treasury chief Rachel Reeves sets out her spending plans for the coming years, with big increases expected for health, defense and housing.
Reeves, who has been blamed by many for Labour's decline in popularity since it returned to power after 14 years in July, will outline the government's spending and investment priorities for lawmakers. There will be no tax announcements.
Reeves is expected to argue the government is on the path to 'renewing Britain' but that 'too many people in too many parts of the country are yet to feel it,' according to remarks issued by the Treasury.
'This government's task — my task — and the purpose of this spending review is to change that, to ensure that renewal is felt in people's everyday lives, their jobs, their communities," she is expected to tell lawmakers.
Labour won a landslide victory last year on a slogan of 'change' and voter anger at the Conservative administration in power at the time, but its vote share was historically low for a winning party at 35%.
In the months since, Labour has been overtaken in opinion polls by the anti-immigration and recently formed Reform UK. Reeves has been blamed by many for Labour's struggles, not least her decision in July to withdraw a winter fuel subsidy to all but the poorest retirees.
The outcry, which contributed to Labour's poor performance in recent local elections, prompted Reeves to about-turn and raise the threshold at which retirees will get the subsidy.
She and Prime Minister Keir Starmer will hope the change will stem the anger and focus voters on other issues, such as its spending priorities.
Among the main announcements is expected to be a 30 billion-pound ($41 billion) increase in funding for Britain's cherished but struggling National Health Service, as well as a rise in defense spending that will account for 2.5% of national output by 2027. Billions more are expected for social housing as the government aims to meet its target of building 1.5 million new homes by the next election.
However, some departments are set to lose out after accounting for inflation, including local government, the justice system and the Home Office.
Reeves has insisted she won't go on a big splurge, arguing that all her spending plans will meet her self-imposed fiscal rules.
After raising taxes on business in her first budget last October, Reeves will find it difficult to swell the Treasury's coffers further in coming years as Labour won the election on a promise it would not increase income or sales taxes.
And with the British economy still growing at historically low levels, the tax take is not expected to get a big lift.
Reeves will hope her investment plans can help change that.

MADRID (AP) — Spanish Prime Minister Pedro Sánchez on Thursday asked the nation for forgiveness after a close confidant in his Socialist Party was put under investigation for his alleged participation in a kickback scheme. The damaging case is the latest legal scandal — none of which have gone beyond the preliminary investigation phase — that have dogged Sánchez's inner party circle and his family for the past year. Sánchez himself hasn't been accused of any wrongdoing. ¨I want to ask forgiveness to the public because the Socialist Party and myself as its general secretary not should have trusted him," he said, referring to Socialist lawmaker Santos Cerdán. Sánchez spoke hours after Spain's Supreme Court said that Cerdán is suspected of being involved in an alleged kickback scheme for government contracts. It was part of an ongoing investigation that already had pointed to the participation of another former minister in Sánchez's government. Cerdán was the Socialist Party's No. 3 official until he resigned from that post on Thursday. 'I have known Santos Cerdán since 2011 ... and worked arm in arm with him,' he said, adding that no matter what happens in the court case 'this is an enormous disappointment.' Speaking at the Socialist Party headquarters in Madrid, Sánchez repeatedly asked Spaniards for forgiveness and said that he had learned of the corruption charges against Cerdán only hours before. Sánchez said that Cerdán is defending his innocence. The public act of contrition by Sánchez comes around 14 months after he took five days off to consider his political future when a judge launched an investigation into his wife, Begoña Gómez, for alleged influence peddling. Instead of resigning, he said he would fight on and denounced what he called a 'smear campaign' by media outlets aligned with right-wing political leanings. On Thursday, the Spanish leader said that he would order an external audit of the Socialist Party's accounts, but he refused to call an early election like his political opponents have demanded for months. 'There won't be elections until 2027, because this is not about me or the Socialist Party. This is about a project to bring positive change to the country,' Sánchez said. Despite leading a minority government, Sánchez said that he was sure he could finish out his four-year term. He has so far maintained the backing of his government's junior members and a myriad of smaller regional and leftist parties in parliament. 'There is no crisis in my government,' Sánchez said. Shortly after the court made public that there were sufficient indications that Cerdán was involved in the alleged kickback scheme, Cerdán renounced his seat in parliament and his party posts. While never a minister, Cerdán was charged with sensitive political negotiations, including the key talks between the Socialists and Catalan separatist parties that allowed Sánchez to form a new government in late 2023. One of Europe's longest-serving leaders, the 53-year-old Sánchez has displayed adroit negotiating skills to stay in power since 2018, when he led Spain's only successful no-confidence motion against his conservative Popular Party predecessor. This week, Spain's Supreme Court also announced that it would put the country's prosecutor general on trial over allegations of leaking confidential information in a tax fraud case involving the boyfriend of Isabel Díaz Ayuso, the conservative head of the Madrid region and one of Sánchez's main political rivals. Hegseth says the Pentagon has contingency plans to invade Greenland if necessary
WASHINGTON -- WASHINGTON (AP) — Defense Secretary Pete Hegseth appeared to acknowledge that the Pentagon has developed plans to take over Greenland and Panama by force if necessary but refused to answer repeated questions during a hotly combative congressional hearing Thursday about his use of Signal chats to discuss military operations. Democratic members of the House Armed Services Committee repeatedly got into heated exchanges with Hegseth, with some of the toughest lines of questioning coming from military veterans as many demanded yes or no answers and he tried to avoid direct responses about his actions as Pentagon chief. In one back-and-forth, Hegseth did provide an eyebrow-raising answer. Rep. Adam Smith, D-Wash., asked whether the Pentagon has plans to take Greenland or Panama by force if necessary. 'Our job at the Defense Department is to have plans for any contingency,' Hegseth said several times. It is not unusual for the Pentagon to draw up contingency plans for conflicts that have not arisen, but his handling of the questions prompted a Republican lawmaker to step in a few minutes later. 'It is not your testimony today that there are plans at the Pentagon for taking by force or invading Greenland, correct?' said Rep. Mike Turner, R-Ohio. As Hegseth started to repeat his answer about contingency plans, Turner added emphatically, 'I sure as hell hope that is not your testimony.' 'What's not classified is that it was an incredible, successful mission,' Hegseth responded. A Pentagon watchdog report on his Signal use is expected soon. Moulton asked Hegseth whether he would hold himself accountable if the inspector general finds that he placed classified information on Signal, a commercially available app. Hegseth would not directly say, only noting that he serves 'at the pleasure of the president.' Those remarks have been met with flat rejections from Greenland's leaders. 'Speaking on behalf of the American people, I don't think the American people voted for President Trump because they were hoping we would invade Greenland," Smith said.
