
Exam board faces £350,000 fine after students received wrong GCSE results
Ofqual, England's exams watchdog, found that exam board WJEC had failed to adjust teachers' marking of coursework – which made up 50% of the qualification – to ensure results were in line with national standards.
In total, 847 students received lower grades and 680 received higher grades than they should have.
The students who received the incorrect lower grades were eventually issued with the correct grade in October last year.
WJEC decided those who received the incorrect higher grades should keep them to avoid unfairly penalising students.
The exams regulator is set to fine the exam board £175,000 for the error in external moderation of teachers' marking.
Ofqual will also fine WJEC another £175,000 after it found it had breached its conditions concerning how it conducted 'reviews of marking'.
Between 2017 and 2023, WJEC allowed 3,926 exam papers to be reviewed by the same assessors who had originally marked at least part of them.
One student had their grade increased last year after an independent review of marking was conducted.
WJEC also issued credit notes as financial compensation to schools and colleges, for all affected reviews, totalling just in excess of £219,000.
In the announcement – which comes just weeks before A-level and GCSE students receive their results – Ofqual said it will work closely with WJEC to ensure the mitigations they have put in place for this summer are effective.
Amanda Swann, Ofqual's executive director for general qualifications, said: 'Students must be able to trust that their results accurately reflect their performance and what they know, understand and can do.
'These proposed fines reflect the serious nature of WJEC's failures and our commitment to protecting the interests of students, and maintaining the integrity of our qualifications system.
'This includes the requirement that GCSE, AS and A-level students are entitled to an independent review of their exam marks.'
A statement from WJEC said: 'We would like to sincerely apologise to the learners affected by these incidents.
'We take full responsibility and acknowledge that we did not meet the usual high standards expected of us.
'Having co-operated fully with Ofqual throughout the process, we want to reassure learners and centres that we have undertaken a thorough review of our processes and implemented appropriate measures to ensure such incidents do not occur again in the future.
'The measures we successfully introduced in 2024 have proven effective.
'In addition, as part of the corrective action taken to mitigate the issue, we can confirm that we have issued credit notes to all centres affected by the reviews of marking incident.'

I went to 19 schools but I was desperate to stay still
As I sat in my bedroom, distracted by long-lost belongings pulled from the back of my wardrobe, I heard my mum shouting for me to hurry up. It was moving day tomorrow. Again. There was loads to do and I couldn't even imagine how we'd be finished in time. We were used to this, though – and I knew, ultimately, we'd get it done. Most of all, I felt optimistic for the fresh start. That was always the way. Every time we left a bad place, we did so with blind hope that this new place would be the one. This would be where we'd settle down and everything would work out. But before we knew it, we'd be off to a new place once again. I went to 19 different schools growing up. Not because I loved a challenge, but for a multitude of reasons. Mum's disabled and we always rented. We'd have landlords upping the rent, contracts expiring, sudden evictions. We always lived in rough areas. Nowhere ever felt like home. We'd sign six-month rental agreements, then the landlord would put the rent up and we'd be back on the hunt. One place we lived in when I was 11 was a converted three-storey office. One night, the shower exploded on the top floor and flooded the house. I woke up at 3am to water dripping on my face. The landlord's advice? 'Just turn the water off. You're moving soon anyway.' Sometimes, though, we moved for school related-reasons. I was diagnosed with autism at around 12, and for a long time, I didn't want to believe it. My mum cried when I was diagnosed and I had to reassure her that it was okay, which felt pretty wild and definitely tainted my view of it. I used to try and dull myself down and would be buzzing when someone would tell me 'you don't seem autistic.' I used to think it was something to be ashamed of and that wasn't helped by the way schools treated me for being neurodivergent. When I started causing 'disruption' – chatting or getting distracted – in my third week, it was easy for a school to just quietly show me the door. I was new to the school, they had no loyalty to me and it was more convenient to make me someone else's problem. When I was 12, one school accepted me on a six-week trial. After those six weeks, they told us things were going well, so my mum moved us to the exact same street to be closer. Two weeks later: 'Sorry, too disruptive, it's not working out.' And that was that. Because not all schools teach the same things at the same time, I constantly missed chunks of education, which meant I only took five GCSEs when I finally reached Year 11. This is something I'm still sad about, because I was a bright kid. In my maths GCSE mock exam I got an E. I then spent the next few months doing past exam papers all day, every day. I was confident I'd do well and wanted to do the higher test paper but I wasn't allowed, because of my low mock grade. On GCSE results day I found out I'd got 188 marks out of 200 in the real exam. ' Maybe you should have taken the higher test paper after all,' my teacher said. But moving houses and schools constantly didn't only impact the academic side of things – being the new kid over and over again is brutal. It was always easy to leave the new kid out and treat them differently. One of the weirdest side effects of moving schools so much is that you never get closure. If I fell out with a mate, suddenly I'd be 10 miles away and our friendship would be over forever. Equally, when I made really good friends, moving schools meant I never got to see them again. This was the early 2000s, and keeping in touch wasn't easy. All of that had a long-lasting impact. I'm now 28 and I get attached to people too easily. I also struggle to take criticism and take things personally a lot – an odd trait as a comedian but surprisingly common. I tend to think everything's about to go wrong because, for years, it did. If something's going well, I brace for the fall. It's pessimism and stress wrapped up as resilience. Of course, moving as many times as I did isn't common; but there's a lot that schools today could do to help children who are new, who are neurodiverse and who have had gaps in their education. More Trending For a start, there needs to be more than a six-week trial. Nobody should be 12 years old and told that their future and stability will be decided on a day by day basis. Plus, a 2022 study by The Children's Society found that students with special educational needs are over five times more likely to be excluded than those without. Not always for bad behaviour but, because the correct support isn't there. I believe schools are trying their best. They're victims of funding cuts and rising class numbers. But if a school accepts a student, it should be with full commitment. Emotional support, flexibility, and proper resources make all the difference – and I didn't have any of that. WJEC faces £350k fine after hundreds of students given wrong GCSE results
An exam board is to be fined £350,000 for breaching rules which led to hundreds of students being given the wrong GCSE grades. More than 1,500 students who had taken a WJEC food preparation and nutrition GCSE in England last year were given an incorrect result. WJEC is Wales' largest awarding body, but also offers qualifications across England and Northern Ireland. Ofqual, England's exam watchdog, said WJEC had failed to adjust teachers' marking of coursework – which made up 50% of the qualification – to ensure results were in line with national standards. It meant that 847 students received lower grades and 680 got higher grades than they should have. Those who received the incorrect lower grades were given the corrected grade several months later, but those who received the incorrect higher grades kept them, the watchdog confirmed. In the second case, WJEC reported that it had allowed nearly 4,000 exam papers between 2017 and 2023 to be reviewed by the same assessors who had originally marked at least part of them, which broke exam regulations. In response to the incident, WJEC said it "sincerely" apologises and takes "full responsibility." It has issued credit notes as financial compensation to schools and colleges affected, totalling just over £219,000. Ofqual said the proposed fine reflects the "serious nature of WJEC's failures." Amanda Swann, Ofqual's Executive Director for General Qualifications, said: "Students must be able to trust that their results accurately reflect their performance, and what they know, understand and can do. "These proposed fines reflect the serious nature of WJEC's failures and our commitment to protecting the interests of students and maintaining the integrity of our qualifications system. The watchdog said it took into account that WJEC had admitted the breaches, accepted responsibility, and taken steps to prevent the problems happening again. With regards to the impact on exam papers in Wales, the exam body added: "Regarding the fine associated with reviews of marking, Qualifications Wales is currently considering the appropriate steps to take. We are working closely with them and will provide a response once a final decision has been reached." Welsh Conservative Shadow Cabinet Secretary for Education, Natasha Asghar MS, said: 'The scale of the failure undermines trust in the qualifications system and raises serious questions about oversight and governance. 'The WJEC must ensure that robust safeguards are now in place to prevent such errors from happening again. She added: 'Pupils across Wales deserve full confidence in the exam board ahead of results day next month and this incident does nothing to reassure them that their own grades will be accurate and reliable.'

Majority of inner London pupils on free meals going to university, data shows
Young people from deprived families in inner London are going to university at a greater rate than children in other parts of England, even as enthusiasm for higher education has levelled off nationally. More than 50% of inner London's pupils on free school meals (FSM) had progressed to higher education by age 19 in 2023-24, compared with fewer than 46% of young people from all backgrounds, and below 20% for pupils on FSM living in a quarter of local authorities outside London. One in 10 of the inner London pupils gained places at selective universities such as those in the Russell Group, double the rate for young people on FSM from elsewhere in England. Prof Graeme Atherton, an associate pro-vice chancellor at the University of West London and an expert in access to higher education, said the extraordinary success of the inner London pupils was due to a combination of factors. 'GCSE attainment rates have been higher in London, and have been for a long time, so that drives participation,' Atherton said. 'There's a greater proclivity, that you can see in some of the data, for those from non-white backgrounds to enter higher education whatever grades they get – and the majority of young people in inner London are non-white. And there's the proximity of higher education institutions, there's lots of them in inner London … There's more universities on your doorstep there. 'Put that all together and you've got a combination that leads to higher participation, and that's across the board. But what's also interesting is the difference between inner and outer London, where the participation rate isn't so high. So maybe it's also something about the critical mass of young people from similar backgrounds.' Sarah Hannafin, the head of policy at the National Association of Head Teachers, said: 'Children's educational attainment and life chances should not be constrained by their family's means or where they live.' The detailed statistics from the Department for Education tracked pupils eligible for FSM at age 15 or younger to age 19, and showed that the 'participation gap' between young people from deprived backgrounds and their better-off peers had shrunk, boosted by the performance of those from London. In particular, the gap narrowed between FSM eligible pupils and others attending 'high tariff' universities requiring top A-level grades. But the national figures showed waning enrolments in 2023-24, which Atherton described as 'stagnant' nationally, following record levels of enrolments during the Covid pandemic. These young people, aged 17 or 18, they have friends, they have social media, they know what the student experience is like, and that could be off-putting. But overall there's still solid demand with regional differences.' Among students who took A-levels at age 17, 80.6% had gone on to university or other higher education by age 19, a drop of more than two percentage points compared with 2022-23. Among all state school pupils at age 15, the progression rate by age 19 decreased from 46.9% to 45.8% in 2023-24. The biggest exception was among black pupils, where progression to university rose to 63.3% – the biggest increase among any ethnic group since 2009, and the only group to have increased year on year. White pupils were the least likely to progress to higher education by age 19, at 40.5%
