
Westminster Avenue crossing: Montreal West unveils pilot project to make intersection safer

An information session at Montreal West's town hall was abounding with residents Thursday night, eager to hear more about a pilot project to improve safety at a level crossing on Westminster Avenue.
Mayor Beny Masella presented the proposed plan to the packed room, based on recommendations from a traffic study following a letter of non-compliance the town received from Transport Canada in 2023.
The notice pointed out 'irregularities' that needed to be corrected, the town affirmed, 'notably vehicle queuing on the level crossing near the station.'
Additionally, the town acknowledged 'instances of aggressive driving' and 'ignorance of level crossing signs and markings.'
Notably, on April 4, 2024, a 71-year-old man died after being struck by a commuter train in the area.
Last November, a 14-year-old was hit by a vehicle while walking to school.
The area under study included Westminster Avenue between Avon Road and Milner Street, situated near the town hall, Royal West Academy and the Montreal West Exo station.
The first part of the two-phase plan involves improving road markings, installing removable speed bumps and concrete barriers, and introducing temporary signage.
The second phase would implement permanent infrastructure based on the outcome of phase one.
The proposed changes include:
Turning the southbound parking lane between Milner Avenue and Sherbrooke Street into a traffic lane at peak hours.
Adding flower boxes to the east side of Westminster Avenue on the north side of Sherbrooke Street, as well as at the Broughton Road intersection (removing the stop sign), to create a two-metre pedestrian-traffic island.
Prohibiting left turns from the eastern approach to the Sherbrooke Street intersection, as well as the eastern and northern approaches to the Broughton Road intersection. Concrete barriers will be installed to prevent this movement.
Removing a lane in each direction between Sherbrooke Street and Broughton Road and adding speed bumps northbound.
Additionally, the project proposes removing a stop sign on the northern approach of Sherbrooke Street in favour of a flashing pedestrian crossing.
This suggestion received criticism from residents at the meeting, who pointed out that people don't always respect the rules.
The mayor responded in the affirmative but said he would leave any decision-making to a traffic expert.
Residents also raised concerns about potential additional traffic headaches, as construction is still underway at some major arteries in the town.
When asked about the lack of plans for a bike path, Masella noted that the town is focusing first on pedestrian safety, though he did not rule out the possibility in the future.
Residents also wondered why the study had not been made public, with some questioning the town's transparency.
To that, the mayor responded that he was concerned people would misunderstand the recommendations, hence why he called for an information session.
Masella explained that the goal, following a call for tenders, was to implement the changes before the end of the year.
After a year, the town said it plans to assess the project's success before committing to anything permanent.

The project involves numerous stakeholders, including the town's community safety committee (CSC), Royal West Academy, Canadian Pacific Kansas City (CPKC), Montreal police (SPVM), the Société de transport de Montréal (STM) and Exo, WSP Canada Inc. and Transport Canada.
The Westminster level crossing, according to town officials, is one of the busiest crossings in North America, comprising a high volume of traffic, including pedestrians, cyclists, vehicles and three train lines.

Bylaw officers stepping up parking tickets across Ottawa
More parking tickets are being handed out in Ottawa this year compared to last and it's not just happening downtown. CTV's Natalie van Rooy reports. It appears bylaw officers are stepping up enforcement in the capital. New data obtained by CTV News Ottawa shows more parking tickets are being handed out this year compared to 2024. It's not just downtown, drivers in the suburbs say they're finding more and more unwelcome pieces of paper on their windshields. Armaan Bhir and his brother have received hundreds of dollars worth of parking tickets on Via Verona Avenue in Barrhaven. 'I was parking right outside my house. I think I might have probably put it on about $400 to $500 in just the last two years,' said Bhir. He said that includes tickets for both himself and his brother. They've been fined for different reasons, whether parking too long on the street or a tire touching the curb. It's frustrating for the Barrhaven resident who shares the driveway with his family. 'They can at least knock on the door if it's half a curb or something,' he said. 'I've never gotten a warning or a knock on the door.' Bhir said he warms his friends before they visit to be mindful of street parking and offers space on his driveway if there is any. Bylaw officers are on track to issue more fines for time limit parking infractions in 2025 compared to last year. In 2024, officers handed out 35,432 tickets to vehicles parked in excess of the permitted time on an unsigned street. So far this year, officers have issued 20,010 tickets for parking in excess of the time limit on streets without parking limit signs. 'I'm allowed to park for three hours, I may have been a little bit over it, but again, it's absurd around here,' said John Eaton, who received a ticket on Via Verona Avenue a few weeks ago. Whether or not there's a sign posted, the rules for street parking in Ottawa are consistent across the downtown core and in the suburbs. During the week, you can't park more than three hours from 7 a.m. to 7p.m. in one place. On weekends, it's six hours. The fine for parking more than posted time limits is $70. It's $50 if you pay right away. 'My parents extended the driveway, so we'd have more room to park and not have to worry about that, but it does become like a bit of a concern when we have visitors over and stuff like that,' said Lara Simard, who lives in Barrhaven. Simard says parking tickets all along Via Verona Avenue happens all the time. 'My boyfriend was parked for a little over three hours in the winter and got a ticket,' she said. 'Bylaw comes here all the time, my grandma got one a few times as well.' Bylaw was not available for an on-cameras interview, but in a statement to CTV News said in part: 'Bylaw is not currently conducting a targeted parking enforcement blitz; however, officers continue to proactively and reactively enforce overtime parking regulations to support parking turnover and maintain traffic flow in residential areas.

Motorcyclist airlifted to hospital in single vehicle crash south of Brantford

In a social media post at 8:42 p.m. Friday, Ontario Provincial Police Sergeant Ed Sanchuk said Cockshutt Road was closed between Indian Line and Hagan Road after a crash involving a motorcycle. Police were initially called to the crash just before 6 p.m., and investigators anticipated the road closure would last for several hours. The motorcyclist was airlifted to hospital with serious injuries. Anyone who was in the area at the time of the crash is asked to contact police. The crash falls on Friday the 13th, a day when many motorcyclists hit the road to take part in celebrations in Port Dover. Sanchuk said there were still many motorcyclists on the road and urged drivers to be extra cautious to ensure everyone made it home safely.

Motorcyclist thrown from vehicle in crash outside Caledonia
A motorcyclist has been taken to hospital with serious injuries after a three-vehicle crash near Caledonia. In a social media post at 7:31 p.m. Friday, Ontario Provincial Police Sergeant Ed Sanchuk said Highway 54 was closed between Mines Road and McKinnon Drive. 'Initial investigation has determined that a motorist turned into the path of a motorcyclist, causing a crash, and ultimately ejecting that motorcyclist into the path of an oncoming vehicle.' Sanchuk said the motorcyclist's injuries were not considered to be life-threatening. He reminded drivers that it was Friday the 13th, a day when many motorcyclists head to Port Dover and pack the streets for a celebration. 'Before you make any turns, make sure that you check twice. It's going to save a life and prevent a crash,' he said.
