STFI elects new committee, charts nationwide protest plan

Hyderabad/Kolkata: After the three-day All India Silver Assembly of the School Teachers Federation of India (STFI), held in Kolkata on Sunday, a new national committee has been elected.
The elections, conducted on the final day, selected 87 General Council members, 45 Central Committee members and 23 Office Bearers. CN Bharti from Haryana was chosen as President, while Chava Ravi from Telangana was elected General Secretary. From Telangana, CH Durga Bhawani joined the Central Committee as the female representative, alongside Venkat and R. Sarada. They, along with all elected members, will serve for a three-year term. Chava Ravi, a veteran of the national teachers' movement, also continues his role as General Secretary of the Telangana State United Teachers Federation (TSUTF).
The TSUTF State Committee includes State President A. Venkat, Vice Presidents CH Durga Bhawani, Treasurer T. Lakshmareddy, and Secretaries Shanti Kumari, Nagamani, Raju, Ranjit Kumar, Satyanand, Mallareddy, Sridhar, Ravi Prasad Goud, Ravikumar, Simhachalam, Jnana Manjari, and Venkatappa.
During the Mahasabha, participants unanimously passed 21 resolutions aimed at improving teachers' rights, employment conditions, and educational policy. Key resolutions include: abolition of the Contributory Pension Scheme (CPS) and restoration of the Old Pension Scheme (OPS), repeal of the PFRDA Act, increasing the income tax exemption limit to reduce the burden on salaried employees, and scrapping the National Education Policy 2020 along with the alternative national education system.
Other resolutions called for allocating 6% of GDP and 10% of the central budget to education, granting primary teachers voting rights in MLC elections, ensuring equal pay for contract teachers, regularisation of contract, guest and outsourced teachers, restricting teachers to teaching duties only, and replacing teachers regularly in postings.
To press for these demands, the STFI announced a four-phase nationwide protest program running from September to December. The agitation will begin with dharnas at zonal centres, followed by district-level dharnas, and culminate with a major protest in the national capital at Jantar Mantar, Delhi. In a joint statement, STFI National Secretary and TSUTF leaders Chava Ravi and A. Venkat appealed to teachers across Telangana to participate in large numbers in the upcoming agitation, stressing the urgency of confronting the challenges facing the education sector and securing teachers' rights.

She said, the Centre had moved away from OPS 'due to its unsustainable fiscal liability on the government exchequer'. The minister added that to improve pensionary benefits for employees under NPS (introduced in 2004), a committee under the then Finance Secretary was set up to suggest modifications. 'Based on the deliberations of the Committee with stakeholders, Unified Pension Scheme [UPS] has been introduced as an option under NPS with the objective of providing defined benefits after retirement to the Central Government employees covered under the NPS,' she said. 'The features of UPS, including the definition of family, have been designed in such a way so as to ensure payment of assured payouts while also maintaining fiscal sustainability of the fund,' she emphasised. Employees opting for UPS under NPS would also be eligible to avail benefits under the CCS (Pension) Rules, 2021, or the CCS (Extraordinary Pension) Rules, 2023, in the event of death during service or discharge on grounds of invalidation or disablement, the finance minister said. Difference between OPS, NPS, and UPS The OPS offered a government-funded, defined benefit equal to 50 per cent of the last drawn basic salary, with no employee contribution and inflation-linked adjustments. In 2004, it was replaced by the NPS, a defined contribution plan where employees pay 10 per cent of salary and the government 14 per cent, with payouts depending on market returns. The UPS, implemented from April 2025, combines elements of both, providing a fixed pension benefit alongside a contributory component. It is fully funded and designed to be fiscally sustainable while avoiding future liabilities.

Finance Minister Nirmala Sitharaman on Monday told Parliament that the government is not considering bringing back the Old Pension Scheme (OPS) for central government employees who are covered under the National Pension System (NPS). 'There is no proposal under consideration of the Government of India for restoration of Old Pension Scheme (OPS) in respect of central government employees covered under National Pension System (NPS)," Sitharaman said in a written reply in the Lok Sabha. The finance minister explained that the government had moved away from OPS due to its 'unsustainable fiscal liability on the government exchequer". What is NPS? NPS is a defined contribution-based pension scheme introduced for central government employees—except those in the armed forces—who joined service on or after January 1, 2004. To improve pensionary benefits for these employees, the government had set up a committee under the then Finance Secretary to recommend modifications to the NPS. Based on its discussions with stakeholders, the Unified Pension Scheme (UPS) was introduced as an option within the NPS framework 'with the objective of providing defined benefits after retirement to the central government employees covered under the NPS," Sitharaman said. She added that the features of UPS, including the definition of family, were designed to ensure 'payment of assured payouts while also maintaining fiscal sustainability of the fund." Unified Pension Scheme Features Employees opting for UPS under NPS will also be eligible for benefits under the CCS (Pension) Rules, 2021 or CCS (Extraordinary Pension) Rules, 2023, in cases of death during service, or discharge due to invalidation or disablement. The government formally notified UPS on January 24, 2025. Under the scheme, an assured payout on retirement is set at 50 per cent of the twelve-month average basic pay immediately prior to retirement, provided the employee has a minimum of 25 years of qualifying service. For those with fewer than 25 years of service, the payout will be proportionately reduced, she said. With a view to improving upon the pensionary benefits for such employees, a committee was constituted under the chairpersonship of the then Finance Secretary to suggest measures to modify the NPS, she said. Based on the deliberations of the committee with stakeholders, Unified Pension Scheme (UPS) has been introduced as an option under NPS with the objective of providing defined benefits after retirement to the central government employees covered under the NPS, she said. UPS designed to maintain fiscal sustainability The features of UPS, including the definition of family, have been designed in such a way as to ensure payment of assured payouts while also maintaining fiscal sustainability of the fund, she said. Further, she said, the government employees who opt for UPS under NPS would also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement. UPS has been introduced through a notification by the government on January 24, 2025, as an option under NPS, Ms. Sitharaman said. Under UPS, she said, assured payout is admissible on retirement at 50 per cent of the twelve-month average basic pay, immediately prior to retirement after a minimum 25 years of qualifying service. In case of a lesser qualifying service period, proportionate payout would be admissible, she said. Replying to another question, Ms. Sitharaman said the stock of household financial liabilities has increased by about 5.5 percentage points from March 2020 to March 2024, while the stock of household financial assets has increased by 20.7 percentage points during the same period. Thus, the net financial position of the households (stock of assets minus stock of liabilities) has improved as of 2023-24, she said. As per information received from the Reserve Bank of India (RBI), she said, the penetration of retail loans of banks (retail loans as a per cent of gross loans and advances after adjusting for the merger of a non-bank with a bank) has increased moderately from 30.94 per cent in March 2024 to 31.48 per cent in March 2025. However, she said, the pace of year-on-year growth in the retail loans has moderated from 17.61 per cent in March 2024 to 14.05 per cent in March 2025. The asset quality in the retail loan segment of scheduled commercial banks is largely stable, with a Gross Non-Performing Assets ratio of 1.18 per cent as of March 2025, the Union Finance Minister said. Further, the share of unsecured retail loans is relatively low at 25 per cent of the retail loans and 8.3 per cent of aggregate gross advances. Moreover, as per the latest data published by the National Statistics Office (NSO), Ministry of Statistics and Programme Implementation (MoSPI), the net household financial savings have increased from ₹13.3 lakh crore in 2022-23 to ₹15.5 lakh crore in 2023-24. Therefore, it is not likely to be of systemic concern to the asset quality of Indian banks, Ms. Sitharaman said.
