PBS accounts for nearly half of first graders' most frequently watched educational TV programs
At U.S. President Donald Trump's request, Congress voted in July 2025 to claw back $1.1 billion it had previously approved for the Corporation for Public Broadcasting. That measure, which passed in the House and the Senate by very narrow margins, will cut off all federal tax dollars that would have otherwise flowed to PBS and its affiliated TV stations for the next two fiscal years.
The public media network has played a crucial role in producing educational TV programs, especially for children, for nearly 60 years. It has been getting 15% of its budget in recent years from the federal government. Many of its affiliate stations are far more reliant on Washington than that – leading to a flurry of announcements regarding planned program cuts.
'Sesame Street' is still in production, joined by newer TV shows like 'Wild Kratts' and 'Daniel Tiger's Neighborhood.' PBS KIDS, in addition to producing popular age-appropriate programs, has a website and multiple apps with games and activities that provide other opportunities for learning.
Local PBS affiliate stations offer educational programming and other resources for schools, families and communities.
I'm a child development researcher studying how kids engage with digital media and how educational programming and other kinds of content help them learn. I also have two children under 5, so I'm now immersed in children's media both at work and at home.
In a study about the kinds of media kids consume that the Journal of Applied Developmental Psychology published in June 2025, my colleagues and I surveyed the parents and other kinds of caregivers of 346 first graders. The study participants listed the TV shows, videos, apps and games the kids used the most.
Our research team then used a systematic coding process to look at how much children access educational programming in their favorite media – whether it's through their favorite TV shows, web videos or video games.
We found that only 12% of this content could be described as educational. This amount varied widely: For some children, according to the adults we surveyed, educational media comprised their top three to five sources. Others listed no educational media consumption at all.
We also looked into who is taking advantage of educational media.
Our team found no differences in kids' educational media use according to how many years of education their parents had. That finding suggests that kids of all backgrounds are equally likely to consume it.

This peer-reviewed study didn't break down our results by specific media outlets. But in light of the cessation of federal funding, I wanted to find out how much of the educational content that children watch comes from PBS.
By revisiting our data with this objective in mind, I learned that PBS accounted for 45% of the educational TV or videos parents said their kids watched most often. This makes PBS the top source for children's educational programming by far. Nickelodeon/Nick Jr. was in second place with 14%, and YouTube, at 9%, came in third.
PBS accounted for a smaller portion, just 6%, of all educational apps and games. I believe that could be because a few non-PBS apps, like Prodigy and i-Ready, which can be introduced in school, dominate this category.
Independent production companies collaborating on programming with PBS consult experts in child development and children's media and conduct research throughout the production process to see how children respond and learn, often in partnership with PBS KIDS.
This rigorous production process can include observing children watching the show, conducting focus groups and surveying parents about their experiences. It requires a lot of time and money to produce this kind of thoughtfully crafted educational media. This process ensures that the programming is both fun for children and helps them learn.
What the end of federal funding will mean for PBS' educational programming for kids is still unclear. But to me, it seems inevitable that my children – and everyone else's kids – will have fewer research-informed and freely accessible options for years to come.
At the same time, there will likely be no shortage of flashy and shallow content marketed to kids that offers little of value for their learning.

US should fix the gender gap in refugee protection
In a recent decision denying asylum to a Salvadoran woman being stalked by gang members, the Board of Immigration Appeals — the highest administrative body for interpreting U.S. immigration law — found that under U.S. law, her claim that Salvadoran women constitute a group of people at risk of persecution was 'overbroad and insufficiently particular to be cognizable.' The foundation of refugee law — both internationally and in the U.S. — is that asylum should be provided to a person with a well-founded fear of being persecuted on any of five grounds: race, religion, nationality, political opinion, or 'membership in a particular social group.' This last category is intended to protect people similarly exposed to persecution as the other four groups because of immutable characteristics that cannot be changed or beliefs so fundamental they should not be required to change them. There are precedents in both U.S. and international law for treating women as a 'particular social group.' In Perdomo v. Holder and Mohammed v. Gonzales, the Ninth U.S. Circuit Court of Appeals recognized that gender is an 'innate characteristic' that is 'fundamental to [one's] identity.' In two cases, the European Union Court of Justice found that Afghan women, as women, are subject to persecution. But in denying this woman's claim, the Board said, 'If we held that groups defined solely by sex were cognizable, we would essentially create another protected ground under the INA [Immigration and Nationality Act] — that of sex — to add to the grounds of race, religion, nationality, membership in a particular social group, or political opinion.' That, it said, would be a job for Congress. Because 'membership in a particular social group' is so open to interpretation — including very narrow interpretations like the Board's — the challenge to Congress should be raised. What is the logic in saying that individuals should be denied asylum because the persecuted group they are a part of is too large? In a country where any group of people is widely persecuted, it shouldn't matter whether that group is large or small to decide whether one of its members needs protection. All that should matter is the likelihood of the risk that person faces and the severity of the threat to them or of the abuse they have experienced. Of course, being a woman per se is not grounds for asylum, any more than being a member of any race, nationality or religion. But gender should be similarly recognized as a category deserving protection if it is the reason a specific woman is being persecuted. Some women have advanced successful asylum claims by identifying themselves as members of a small, highly specific group. In the landmark Fauzia Kasinga case, a woman fleeing genital mutilation was granted asylum not based on her right not to be persecuted on the basis of her gender, but rather as a member of a particular social group, defined as 'young women who are members of the Tchamba-Kasungu Tribe of northern Togo who have not been subjected to female genital mutilation, as practiced by that tribe, and who oppose the practice.' A more narrowly defined group is hardly conceivable. Often, though, the compulsion to particularize can distort the reality of persecution. Consider women in Afghanistan under the Taliban. All Afghan girls are barred from education beyond the sixth grade. No woman is allowed to attend university and all face severe restrictions on employment. A woman is not allowed to walk outside her home unless accompanied by a male relative, limiting access to public spaces and services, including access to health care. Violations of the hijab dress code and other draconian rules are met with severe punishment. In September 2024, the UN special rapporteur on the situation of human rights in Afghanistan said the 'Taliban's institutionalized system of…gender persecution…impacts almost the entire population.' When Congress next looks at U.S. immigration law, it should question why women should have to shoehorn their claims into a narrow understanding of membership of a particular social group and thereby have less consistent or predictable protection than racial, religious, nationality and political groups. In light of the Board of Immigration Appeals' narrow reading of existing law, Congress should amend the Immigration and Nationality Act to add gender as an unequivocally protected ground of the refugee definition standing alongside race, religion, nationality and political opinion.

Longtime Biden aide testifies in GOP probe that former president aged on job but remained ‘fully engaged'
One of Joe Biden's former top communications advisers told the House Oversight Committee that she watched the former president age on the job but that he was always in command. Anita Dunn, the former senior adviser to the president for communications, is the latest former Biden aide to voluntarily testify before the Republican-led panel in its probe of the former president's cognitive decline and possible efforts to conceal it from the public. 'While I observed that President Biden aged physically during his time in office, which is something that happens to every president, he remained throughout my interactions with him fully engaged and clear in his directions and supervision,' Dunn said in her opening statement, obtained by CNN. To address an ongoing allegation that Biden did not make his own decisions, Dunn added: 'I did not observe White House staff making key decisions or exercising the powers of the presidency without President Biden's knowledge or consent.' In the closed-door interview, Dunn discussed the decision to not give the former president a cognitive test, two sources familiar with the testimony told CNN. One source familiar with the interview said Dunn testified that Biden's inner circle came to a consensus he should not take a cognitive test, concluding it would offer no political benefit. A source close to Dunn added that even though the group came to that conclusion, Dunn stated in the interview that they all felt he would pass one. Dunn also discussed the decision to not have Biden participate in an interview around the Super Bowl last year because of the focus at the time around the former president's handling of classified records, the sources added. The source familiar with the interview said Dunn claimed the decision was made because of information in former special counsel Robert Hur's report, which led to no charges against Biden but described him as 'well-meaning, elderly man with a poor memory.' The source close to Dunn pushed back on that characterization and said Dunn articulated the decision was made for Biden to not participate in a Super Bowl interview before the Hur report was released, and said the decision to not do so was because the then-president's inner circle thought the main media coverage would be about what Biden did with classified records and not about his policy decisions. Dunn had departed the administration in the wake of Biden's decision to step down from the 2024 Democratic ticket. Her testimony to the committee comes as the panel has interviewed top Biden White House aides in recent weeks as part of its intensifying investigation. A number of the former aides have sat for voluntary interviews. On Tuesday, the panel met with former deputy chief of staff for policy Bruce Reed, and former Biden counselor Steve Ricchetti and onetime senior adviser Mike Donilon sat for transcribed interviews last week. Several other Biden aides, however, have declined to cooperate with the committee's investigation and, after being subpoenaed to appear, invoked their Fifth Amendment right against self-incrimination. White House physician Dr. Kevin O'Connor, former assistant to the president and senior adviser to the first lady Anthony Bernal and former assistant to the president and deputy chief of staff Annie Tomasini have all pleaded the Fifth. Bernie Sanders calls Texas redistricting push 'pathetic,' urges Dems to 'fight back'
WASHINGTON − Progressive Sen. Bernie Sanders in a new interview called the Republican redistricting push in Texas 'pathetic' and urged Democrats to 'fight back.' Sanders' remarks to CNN's Dana Bash come as Texas Democrats fled the Lone Star State Aug. 3 to try to block a redistricting effort that could give House Republicans up to five more seats in the 2026 midterms. President Donald Trump has pushed for the changes. 'What Trump is trying to do, he understands that there is a good chance that Republicans will lose control over the House," Sanders said. "So what should Democrats do? Sit back and say, 'Oh, gee, Trump is doing this terrible - we can't do anything. Let them win the election,' when they shouldn't? So Democrats have got to fight back. I think it's pathetic, but I think that's what they've got to do,' Sanders said. Democratic governors Gavin Newsom of California, Kathy Hochul of New York and J.B. Pritzker of Illinois have threatened to launch their own redistricting efforts that could give Democrats a boost, sparking a tit-for-tat. Redistricting is required by federal law every 10 years following the release of new U.S. Census Bureau figures; however, Trump encouraged Texas Republicans to jumpstart the process in the middle of the decade. The president argued during an Aug. 5 appearance on CNBC that Republicans "are entitled to five more seats" in Texas because of his 2024 election victory in the state. The 38-member Texas congressional delegation is currently comprised of 25 Republicans, 12 Democrats and there is one vacant seat that leans Democratic. Abbott last week ordered Texas law enforcement to arrest Democratic lawmakers who left the state to prevent the legislature from having a quorum to block a vote on redistricting. Many of the state lawmakers went to nearby Illinois. But the longtime independent lawmaker on CNN's "State of the Union" said he believes Democrats have more work to do beyond the southern redistricting fight. Sanders, who is traveling around the country on a "fighting oligarchy tour" aimed at mobilizing voters against the Trump administration, accused Democrats of turning their back on working class Americans. For example, he claimed former Vice President Kamala Harris was 'heavily influenced by very wealthy people' in her 2024 presidential campaign, which she lost to Trump. 'How do you run for president and not develop a strong agenda which speaks to the economic crisis facing working families?' he said.
