Rajya Sabha passes Coastal Shipping Bill amid disruptions

The Rajya Sabha passed the Coastal Shipping Bill on Thursday (August 7, 2025) amid protests by Opposition members who were demanding a discussion on the special intensive revision (SIR) of electoral rolls in Bihar. The Lok Sabha had passed the Bill during the Budget Session. Moving the Bill, Union Ports, Shipping and Waterways Minister Sarbananda Sonowal said the legislation will reduce the compliance burden for Indian ships and will unlock the full potential of country's coastline. He said the Bill is also in tune with the concept of ease of doing business and ensures supply chain security for the country. 'It will unlock the full potential of India's coastline... To support the goal of growing India's coastal cargo share to 230 million tonne by 2030 we need a framework that minimises regulations while maximising facilitation of growth opportunity in coastal tracks,' Mr. Sonowal said. He said the Bill replaces the Merchant Shipping Act of 1958 and provides a holistic, forward looking and progressive framework suited to today's commercial realities in line with globally prevalent practices. About eight members participated in the brief debate on the Bill during the ruckus and Vice-Chairman Ghanshyam Tiwari, who was on the Chair, put the Bill to vote amid disruptions. Meanwhile, in the morning, the session of Rajya Sabha was shut down within minutes following protests from the Opposition demanding a debate on SIR. The Opposition parties had moved 25 notices asking for debate on various issues including the SIR. The Deputy Chairman rejected all the notices, leading to an uproar. Mr. Harivansh pointed out that 51 hours and 30 minutes have been lost to disturbances so far during the ongoing Monsoon session of Parliament. He urged the protesting members to let the House function so that MPs could raise their issues through Zero Hour mentions. However, the Opposition did not relent, leading to adjournment of the proceedings till 2 pm.

Putin meets NSA Doval amid US tariffs row

A day after Washington hiked tariffs on New Delhi over its purchases of Moscow's oil, Russian President Vladimir Putin met India's National Security Advisor Ajit Doval on Thursday read more A day after Washington hiked tariffs on New Delhi over its purchases of Moscow's oil, Russian President Vladimir Putin met India's National Security Advisor Ajit Doval on Thursday. The Kremlin published footage of Putin shaking hands with Ajit Doval, though provided no details of their discussions. STORY CONTINUES BELOW THIS AD US President Donald Trump has imposed an additional 25% tariff on Indian goods, set to take effect in three weeks, as part of a broader strategy to pressure Russia by targeting its trade partners. This raises the total US import duty on India to 50%, one of the highest rates applied to any country. The move specifically targets India's role as a major purchaser of Russian oil — a critical revenue stream for Moscow's economy. Russia is also one of India's top arms suppliers and the warm ties between the two countries date back to the Soviet era. At an earlier meeting between Secretary of Russia's Security Council Sergey Shoigu and NSA Doval in Moscow, Russia and India stressed their commitment to a 'strategic partnership' in bilateral security talks. The parties discussed ways to further strengthen the Russia-India special and privileged strategic partnership and emphasized the importance of joint efforts in preparation of the bilateral summit by the end of this year. They also discussed cooperation between Russia and India in multilateral formats and exchanged views on topical issues of international security. STORY CONTINUES BELOW THIS AD Doval also confirmed that the dates for a visit to India by Putin were 'almost finalized'. Meanwhile, the Kremlin slammed calls to 'force countries to sever trading relations' with Russia as 'illegitimate', without directly mentioning Trump. Ukraine's Western allies have sought to cut Russia's export earnings since Moscow launched its military assault in February 2022. But Russia has been able to redirect energy sales away from Europe to countries including India and China, ensuring the multi-billion-dollar flow of funds has continued. India has argued it imported oil 'from Russia because traditional supplies were diverted to Europe after the outbreak of the conflict'. With inputs from agencies

Amid Trumps Trade Threat, Doval Meets Putin In Moscow; Discusses Strengthening India-Russia Strategic Partnership

National Security Advisor Ajit Doval on Thursday met with Russian President Vladimir Putin in Moscow, a day after US President Donald Trump imposed an additional 25 percent tariff on Indian goods, taking the total tariff burden to 50 percent in response to New Delhi's continued purchase of oil from the Kremlin. In a post on social media platform X, the Russian Embassy in India confirmed the meeting, saying, 'Russia's President Vladimir Putin received India's National Security Advisor Ajit Kumar Doval at the Kremlin.' #WATCH | Russian Embassy in India tweets, "Russia's President Vladimir Putin received India's National Security Advisor Ajit Kumar Doval at the Kremlin." (Video: Russian Embassy in India/X) — ANI (@ANI) August 7, 2025 Before his meeting with President Putin, NSA Doval held talks with Secretary of the Russian Security Council, Sergey Shoigu. The two sides discussed ways to further deepen the Russia-India "special and privileged strategic partnership" and stressed the importance of coordinated efforts in preparing for the upcoming bilateral summit scheduled for later this year. They also discussed cooperation between Russia and India in multilateral formats and exchanged views on key issues of international security. India and Russia continue to be close and time-tested partners, collaborating on a range of key defense and strategic initiatives. These include the supply of S-400 air defense systems, MiG-29 fighter jets, and joint production of AK-203 rifles and BrahMos missiles in India—projects that underline the depth of bilateral defense cooperation. Tensions have flared between India and the United States after US President Donald Trump on Wednesday signed an executive order imposing an additional 25 per cent duty on Indian imports, citing India's ongoing oil trade with Russia. The move takes the total duty on Indian goods to 50 per cent. The newly announced duties will take effect 21 days after the signing of the order and will apply to all eligible Indian imports arriving in the US, except for consignments that are already in transit and have received clearance before September 17. The US administration has cited India's ongoing oil trade with Russia as the reason for the new trade barriers. India, however, has protested this as selective pressure and argued that it is being unfairly targeted by Washington and Brussels. New Delhi has cited the EU's trade ties with Moscow, saying the EU records a projected 67.5 billion euros in goods trade with Russia in 2024 and a projected 17.2 billion euros in services trade in 2023 - figures that underline continued economic engagement despite the Ukraine conflict. Shortly after announcing the tariffs, Trump signaled the possibility of 'secondary sanctions' on New Delhi. "It's only been 8 hours. So let's see what happens. You're going to see a lot more... You're going to see so much secondary sanctions," Trump said during a White House press briefing.
