to charge a uniform rate for household fuel, regardless of consumption levels, in a bid to end the practice of some firms charging higher prices beyond a certain usage threshold.
'It has come to the Board's notice that certain city gas distribution (CGD) entities are implementing a
telescopic pricing structure
for piped natural gas (PNG) domestic consumers, wherein the per SCM (Standard Cubic Meter) price of natural gas escalates as consumption surpasses a predefined threshold,' the downstream regulator said. 'Such pricing practices may inadvertently facilitate the unauthorized use of subsidized administered price mechanism (APM) gas by commercial consumers who may be misclassified as domestic consumers.'
The regulator further said that 'genuine domestic consumers with higher consumption levels may be unfairly subjected to elevated charges,' despite the government supplying natural gas to CGD entities at a uniform rate.
The domestic gas is sold to companies 'at a concessional rate compared to market or spot LNG prices,' the regulator said.
PNGRB also advised city gas companies to undertake a thorough review of consumption patterns and 'investigate anomalous cases where domestic consumers exhibit significantly higher usage relative to industry average' and, based on the findings, take suitable corrective measures.

99K TN households have got PNG connections
CHENNAI: Around 99,000 households in Tamil Nadu have been provided piped natural gas (PNG) connections. According to a statement made in Parliament by the union government, pipelines for supplying natural gas have been laid along 45% of the planned 37,374 km network intended to supply PNG to domestic consumers. As per the Minimum Work Programme (MWP) set by the Petroleum and Natural Gas Regulatory Board, the goal is to provide 2.32 crore domestic PNG connections and lay 37,374 km of pipelines by 2032. This information was shared by Suresh Gopi, Minister of State for Petroleum and Natural Gas, in response to questions raised by DMK MPs CN Annadurai and G Selvam regarding the status of PNG infrastructure in Tamil Nadu. The state has been divided into 18 geographical areas for the implementation of city gas distribution networks. Pipeline laying activities are being carried out by various authorised entities, including BPCL, Megha City Gas, IOCL, IRM Energy, Adani Total Gas, Think Gas (formerly AG\&P), and Torrent Gas. These companies were granted authorisation between 2018 and 2022.

The company currently has 5,500 active domestic connections, nearly 60% of them concentrated in Sholinganallur, Thiruporur, Thalambur, and Thaiyur along OMR. Think Gas seeks subsidy for D-PNG consumers
Think Gas, along with other compressed natural gas (CNG) providers, has been working with various agencies asking them to encourage the provision of subsidy to domestic piped natural gas (D-PNG) on a par with liquefied petroleum gas. The company has also held meetings with State governments including Tamil Nadu and Andhra Pradesh. Addressing presspersons here on Wednesday, Chiradeep Datta, it's COO said that like the subsidy provided to BPL beneficiaries under the Ujjwala Scheme, the government should provide something to CNG as well. In Andhra Pradesh, the company has had talks with government officials and that government was mulling on extending subsidy to D-PNG as well. In Tamil Nadu, they have met the Chief Secretary, he added. The household sector, he said, was not growing as much due to a host of reasons including subsidy. 'Homemakers are hesitating when they hear that this does not have subsidy despite the fact that it is priced 15% lesser than LPG, he explained. The company has tied up with ABB India to provide Supervisory Control and Data Acquisition (SCADAvantage) that monitors lines and storage facilities.
