Japan calls China's military activity its biggest strategic challenge

TOKYO —Japan cautioned against China's rapid acceleration of military activity stretching from its southwestern coasts to the Pacific, describing the moves in a new defense report Tuesday as the biggest strategic challenge.
China's growing military cooperation with Russia also poses serious security concerns to Japan, along with increasing tension around Taiwan and threats coming from North Korea, the Defense Ministry said in the annual report submitted to the Cabinet.
'The international society is in a new crisis era as it faces the biggest challenges since the end of World War II,' the report said, citing significant changes to the global power balance while raising concerns about an escalation of the China-U.S. rivalry.
The security threats are concentrated in the Indo-Pacific, where Japan is located, and could get worse in the future, the report said.
China's Foreign Ministry spokesperson Lin Jian criticized the white paper, saying it "adopts a wrongful perception of China, unjustifiably interferes in China's internal affairs, and plays up the so-called China threat.'
Beijing has lodged protests with Japan, Lin said, defending China's military activities as 'legitimate and reasonable.' He urged Japan to reflect on its wartime past and 'stop hyping tension in the region and China-related issues as a pretext to justify its military buildup.'
Japan has strengthened its military forces on southwestern islands in recent years and was preparing to deploy long-distance cruise missiles, as it worries about a conflict in Taiwan, which China claims as its territory to be annexed by force if necessary.
The presence of Chinese warships in the Pacific has steadily increased and the frequency of their passage off southwestern Japan has tripled in the past three years, including in waters between Taiwan and the neighboring Japanese island of Yonaguni, the report said.
It comes days after Japan demanded China stop flying its fighter jets unusually close to Japanese intelligence-gathering aircraft, which it said was happening repeatedly and could cause a collision. Beijing in turn accused Japan of flying near Chinese airspace for spying purposes.
China's increasing dispatch of aircraft carriers in the Pacific underscores the country's attempt to advance its sea power in distant waters, the report said.
The Defense Ministry also noted two cases last year in which a Chinese warplane briefly violated Japanese airspace off islands near Nagasaki, and an aircraft carrier's entry into a zone just outside of Japan's territorial waters southwest of the Nansei island chain, which stretches from the southern coast of Kyushu to Taiwan.
North Korea poses 'an increasingly serious and imminent threat,' the report said, noting the North's development of missiles capable of carrying nuclear warheads and solid-fuel intercontinental ballistic missiles that can reach the U.S. mainland.

Rear Admiral Roy Vincent Trinidad, AFP spokesperson for the WPS, said a total of seven Chinese Coast Guard (CCG) and seven People's Liberation Army (PLA) Navy ships were sighted in Bajo de Masinloc between July 21 and 27. Additional deployments included four CCG and two PLA Navy vessels in Ayungin Shoal, one PLA Navy ship in Sabina Shoal, and one CCG and one PLA Navy ship near Pag-asa Island. No aggressive acts by Chinese forces were recorded during the latest monitoring period, according to Trinidad. However, he stressed that the continued presence of foreign ships within the country's exclusive economic zone (EEZ) remains a "concern." 'We will keep performing our mandate of securing our national territory and protecting our sovereignty and sovereign rights,' said Trinidad. 'The Department of National Defense has been very clear—we will be resistant and unwavering against the aggressive actions of the Chinese Communist Party. Your Armed Forces are prepared to sacrifice, pay even the ultimate sacrifice in furtherance of this mandate.' 'Steadfast' AFP officials said that under the Marcos administration, the defense sector has intensified both domestic preparedness and regional engagement with allies. 'From 2022 onwards, we have seen an escalation in our defense diplomacy,' Trinidad said, citing new agreements such as the Reciprocal Access Agreement with Japan and a Visiting Forces Agreement with New Zealand. 'More than statements of support, we have seen ships, aircraft and troops from like-minded countries performing activities with your Armed Forces on land, sea, and air.' AFP spokesperson Col. Francel Margareth Padilla also reiterated the military's alignment with the administration's modernization and self-reliant defense agenda. 'Whether it's securing our democracy, defending our sovereignty, or saving lives—we remain your steadfast guardians,' she said. Padilla added that the AFP is supportive of the U.S. government's recent plans to establish ammunition production in the region, seeing it as a potential complement to the country's Self-Reliant Defense Posture (SRDP). 'This is also part of our alliance-building with other nations. We welcome this initiative and will support it in whatever way the DND deems appropriate,' she said. Looking beyond the West Philippine Sea, Trinidad said the AFP has expanded its defense focus across the archipelago, including the southern borders, eastern seaboard, and northernmost islands such as Batanes and Babuyan. The National Bureau of Investigation (NBI) on Tuesday announced the arrest of a Chinese who was allegedly misrepresenting herself as a Filipina upon her arrival at the Ninoy Aquino International Airport (NAIA), dubbing her as another 'Alice Guo.' According to the NBI, the woman arrived from Guangdong, China on July 13. The operation stemmed from an intelligence report of a Chinese national who was allegedly using a Filipino name for her business transactions. Using her Filipino name, the NBI said she was able to secure a Philippine passport and was also able to establish several companies. However, verification with the Bureau of Investment showed that she only had a Special Investor's Resident Visa. The NBI also conducted examinations on the fingerprints of their NBI clearance forms, which showed that the fingerprints were identical. Due to this, the Bureau of Immigration has filed a complaint against the woman for violation of the Immigration law, specifically misrepresentation as a Filipino. She is also facing a complaint for violating the Limitations and Conditions of Stay as well as Undesirability. Aside from this, the NBI filed a case against her for violation of the Philippine Passport Act of 1996 with the Prosecutor's Office of Taguig City. 'Director Santiago assures that the NBI will delve deeper into what may be another 'Alice Guo' story,' the NBI said in a statement. Dismissed Bamban, Tarlac Mayor Alice Guo's identity came into question after the raid on the Philippine Offshore Gaming Operator (POGO) hub located in her former municipality as well as Senate inquiries into POGOs. The NBI later said that Alice Guo and Chinese passport holder Guo Hua Ping have the same fingerprints. Among her cases, Guo is facing a quo warranto petition with a Manila court, as well as a petition to cancel her birth certificate with a Tarlac court. —KG, GMA Integrated News

REUTERS/Mykola Synelnykov MOSCOW - Russia's Defense Ministry said on Saturday its forces had captured two more villages in eastern Ukraine, including one in Dnipropetrovsk region where Moscow says its troops have begun to make advances. Ukrainian forces made no acknowledgement that the villages had changed hands, but reported heavy fighting. Ukrainian President Volodymyr Zelenskyy, in an assessment of the situation along the 1,000-km (620-mile) front line, said the logistics hub of Pokrovsk remained the focal point of battles. He also said Ukrainian forces had recorded "successful actions" in Sumy region on Ukraine's northern border, where Russian forces have established a foothold in recent weeks. Reuters could not independently confirm battlefield accounts from either side. The front-line clashes were reported three days after the two sides held their third direct meeting in Turkey aimed at resolving the nearly 3-1/2-year-old war. Both sides reported progress in swaps of prisoners or the remains of war dead, but no breakthroughs were announced in terms of a ceasefire or a meeting of the two countries' leaders. Russia's military has been reporting nearly daily the capture of new villages in its slow advance westward. The Russian Defense Ministry said its forces had taken control of Zelenyi Hai in Donetsk region and Maliivka, a village just inside Dnipropetrovsk region. The ministry described Zelenyi Hai as "a major stronghold of Ukrainian formations in this section of the front (that) covered approaches to the administrative border of the Dnipropetrovsk region". Dnipropetrovsk is not among the five regions that Moscow claims as its own -- Donetsk, Luhansk, Kherson, Zaporizhzhia and the Crimean peninsula, annexed in 2014. Russia last month said its forces had crossed into Dnipropetrovsk region and now says it holds at least two villages. Ukraine's military has for weeks dismissed any notion that Russian troops hold territory in the region. The Ukrainian military's General Staff, in a late evening report, mentioned Zelenyi Hai as one of several frontline areas that had come under Russian attack 11 times over the past 24 hours. It said Maliivka was one of several villages where 10 Russian attacks had been halted. Zelenskiy, in his nightly video address, said Ukraine's top commander, Oleksandr Syrskyi, had identified Pokrovsk as an area requiring "special attention" under constant attack. A military spokesperson, Viktor Trehubov, told national television that Russian forces were attacking Pokrovsk in "a small simply does not stop". —Reuters
