
Gib monopoly faces heat as building-product floodgates open
New rules aim to break building product monopolies
More than a year after it was first floated, the government is today releasing its long-awaited list of approved international building products, promising to give the construction sector faster, cheaper and more flexible options. The Building Product Specifications document will include thousands of overseas-made materials – from windows and cladding to multiple brands of plasterboard – that are automatically cleared for use in New Zealand if used as intended.
Building and construction minister Chris Penk says the list marks the beginning of the end for 'costly monopolies' in key materials. Later this year, a further change will see plumbing products certified under Australia's Watermark scheme automatically permitted here. Master Builders and developers have welcomed the list, saying greater choice and streamlined approvals could ease delays, reduce costs and improve supply chain resilience.
NZ's reliably high construction costs
Aotearoa has long been an expensive place to build – especially recently, with research from QV showing construction costs rose 44% in the last four years. But the government is betting that more competition in building products will help reverse that trend. Penk described the current cost of construction as 'frankly outrageous', noting it is 50% more expensive to build a standalone home in New Zealand than in Australia. Builders have also warned that recent price hikes of up to 7% on key products, including plasterboard and insulation, could add tens of thousands of dollars to the price of new homes in the coming years, RNZ's Anan Zaki reports.
However, experts also note that the factors behind the high prices are complex. A weak New Zealand dollar, international tariffs and geopolitical instability (particularly in Ukraine) continue to drive up costs for imported materials, on which the sector heavily depends. While the government's reforms may improve access, it could be some time before the benefits meaningfully affect the price of new-build homes.
The plasterboard problem
Nowhere is New Zealand's reliance on a single supplier more obvious than in the plasterboard market, where Fletcher Building's Gib brand accounts for 97% of all sales. As management consultants Everedge have observed, the power of Gib lies primarily in its suite of intangible assets, including brand familiarity so high that the name has become genericised and building consent forms regularly specify Gib products as a matter of course. As Stuff's Daniel Smith reported in his deep dive into the questionable tactics used by Gib to protect its market share, the company is also known for aggressively using rebates to encourage sales reps and merchants to promote the brand over its rivals.
The 2022 Gib shortage, when builders were forced to pay 'six times the normal price' to finish the job, laid bare the risks of monopoly, Penk said yesterday. Although Fletcher Building has since opened a new factory in Tauranga to shore up supply, New Zealanders still pay 38% more for plasterboard than Australians and up to 67% more than Americans. Under the new product approval list, alternatives certified for use in Australia, the UK or the US will now be automatically accepted in New Zealand.
A pause on code changes brings welcome certainty
Yesterday's curtain-raising announcement was accompanied by another major regulatory shift. As Luke Malpass reported for the Sunday Star Times (paywalled), the Building Code is being frozen, at least for a while. From now on, significant updates to the code will occur on a fixed three-year cycle, aligning with Australia's system. The aim, according to Penk, is to give builders 'certainty and stability in difficult times', and avoid the confusion and cost of piecemeal updates.
While the government retains the right to make urgent safety changes – as seen after the Loafers Lodge fire – Penk says this new system will allow industry and regulators to better prepare and respond. It's the latest in a wave of construction sector reforms intended to remove bottlenecks and prepare the industry for what the government hopes will be a strong recovery later this year.

June's employment indicators suggest New Zealand's labour market is weakening – but topline numbers don't show the full extent of the struggle, writes Catherine McGregor in today's extract from The Bulletin. A disappointing curtain-raiser jobs report New figures from Stats NZ show New Zealand had 27,850 fewer filled jobs in June 2025 than a year earlier, with construction accounting for nearly half that drop. Yet on a monthly basis, jobs rose slightly – a 0.1% increase – though economists warn the figures, drawn from IRD payroll data, are often revised down. Known as the Monthly Employment Indicators (MEI), this dataset gives a useful early signal about labour market trends but is less comprehensive than the official unemployment rate, due out next week. That figure currently sits at 5.1%, up from 4.0% at the start of 2024. Despite the technicalities, the trend is clear: job growth is stalling, especially outside the booming primary sector. David Hargreaves at says the Reserve Bank's already-muted optimism for employment growth may have been misplaced. 'The RBNZ has forecast the unemployment number will rise to 5.2%. It's looking possible we may in fact see 5.3%.' Underemployment hides in plain sight If the stats are merely average, why does the job market feel so bleak? Writing in the Herald (Premium paywalled), Liam Dann points to types of jobseekers who often aren't captured in the figures: New Zealanders opting out of the labour force altogether by leaving for Australia, people giving up and returning to study, and those who are underemployed. While part-time roles are growing, that's often not by choice. As RNZ's Evie Richardson reports, an increasing number of people are cobbling together multiple part-time jobs, not out of preference but necessity. As CTU economist Craig Renney puts it: 'These are people who might well want to work full-time, can't find full-time work but will happily take any job just to keep an income coming into their household.' Writing on his own blog, Renney explains a phenomenon called wage scarring – 'where people take any job to pay the bills, but it traps them in lower paid work which affects their earnings for a significant period of time'. MBIE found that 'New Zealand workers tend to bear more significant income and employment 'scars' than workers in other OECD countries'. Writes Renney: 'The high-level data suggests that we are likely setting up another round of wage scarring right now.' Young, eager and locked out No group is feeling the downturn more than young people. Nationwide, 16% of 15 to 24-year-olds are now unemployed, and there has been a 41% increase in Jobseeker Support claims for 18-24 year olds over the past two years. 'If you're a young person out there who can't find a job: it's not you, it's them,' Infometrics economist Brad Olsen tells The Press's Elsie Williams (paywalled). He says the problem is structural: fewer roles, more competition, and employers demanding experience young workers don't yet have. Olsen says it's not just about short-term fixes – the government must help young people gain the skills that industries actually need. Without that, a generation risks being left behind. Fixing a system that fails both sides Writing in The Spinoff this morning, Max Rashbrooke argues it's not just the job market that's broken – the welfare-to-work system is too. Drawing from a new report for the Institute for Democratic and Economic Analysis (Idea), a thinktank he co-founded, Rashbrooke outlines how Work and Income fails to serve either jobseekers or employers. Because beneficiaries aren't screened for job suitability, businesses waste time interviewing unfit candidates while jobseekers end up in roles wildly misaligned with their skills. As Rashbrooke notes, up to half of the workforce may be in roles that don't match their capabilities, a drag on productivity and morale alike. His solutions include tailored job plans based on a deep understanding of each jobseeker's background and a major uplift in investment in vocational education and mid-career retraining. In a market where work is harder to find, he says, the system should be doing far more to help people make the most of their potential – not less.

'These changes have the potential to reduce total building costs by thousands of dollars when building a home. 'For example, New Zealand has some of the most expensive plasterboard in the world. Kiwis pay around 38 per cent more than Australia for plasterboard, 47 per cent more than the UK, and 67 per cent more than the US for the same products. 'And 97 per cent of the plasterboard that we must currently use is made by one established company. You may recall that in 2022, when that company ran into difficulty, prices for plasterboard soared and some builders were reported to pay six times the normal amount so they could finish the job. 'That changes tomorrow. 'This Government is pulling every lever it has to drive economic growth and building materials is one of many areas where a good dose of competition might do the trick. 'There are thousands of well-made, high performing products that have been tested against rigorous international standards but have faced barriers for uptake here, purely because they have not been specifically tested against our own standards. From tomorrow it will be much easier to use plasterboard manufactured in New Zealand, Australia, UK, Europe and the United States. 'This Government is serious about lowering the cost of building and helping Kiwis into homes faster. 'Tomorrow we are releasing the first version of the Building Product Specifications document which lists international standards for products like plasterboard, cladding, windows and external doors. 'Later this year additional pathways will go live enabling more high-quality building products to be used including over 200,000 plumbing products through the Australian Watermark scheme. "These changes have the potential to reduce total building costs by thousands of dollars when building a home." Penk said it was "frankly outrageous" how much it cost to build a house in New Zealand. "It is 50% more expensive to build a standalone home in New Zealand than in Australia." ADVERTISEMENT He said there were thousands of well-made, high-performing products that had been tested against international standards but had faced barriers here because they had not been tested against New Zealand standards. "This Government is serious about lowering the cost of building and helping Kiwis into homes faster." Prime Minister Christopher Luxon said it would provide "much needed" competition, lowering the cost of building and subsequently the cost of living. "We want to level the playing field by increasing competition for high quality buildings products, and in turn, lower prices for builders, which leads to lowering the cost of living and making houses more affordable for Kiwis."
